Executive Summary & Key Takeaways

## Report on Reconstitution of the National Committee on Precision Agriculture Horticulture (NCPAH) **1. Executive Summary:** This report analyzes a government resolution regarding the National Committee on Precision Agriculture Horticulture (NCPAH). The resolution documents the reconstitution of the NCPAH under the Department of Agriculture and Farmers Welfare. It outlines the committee's composition and defines its Terms of Reference (TOR), focusing on promoting precision agriculture, horticulture, and related technologies. Key findings include the shift in focus towards precision agriculture, the inclusion of various governmental and non-governmental stakeholders, and the emphasis on developing smart farming models and promoting efficient resource management. The committee's reconstitution aims to enhance its effectiveness in addressing the evolving needs of the agriculture and horticulture sectors. **2. Introduction:** This report provides a comprehensive overview of the government resolution pertaining to the reconstitution of the National Committee on Precision Agriculture Horticulture (NCPAH). The analysis is based solely on the provided policy text and aims to inform stakeholders about the committee's purpose, structure, and intended activities. **3. Policy Overview:** * This resolution effectively amends and supersedes previous iterations of the policy. It refers to previous constitutions in 1981, 1993, 1996, 2001, 2019. The 2020 renaming is also acknowledged. * **Core Objectives (inferred from the text):** * To promote and develop precision agriculture and horticulture practices in India. * To coordinate efforts and develop quality standards for products and technologies related to precision farming. * To encourage research, development, and dissemination of precision farming technologies. * To facilitate efficient resource management (water, fertilizer) and waste recycling in the agricultural sector. **4. Background and Rationale:** The resolution indicates a need to refocus the existing committee (NCPAH) to align with the evolving landscape of agriculture, particularly the increasing importance of precision agriculture and horticulture. The previous constitutions of the committee suggest an ongoing effort to adapt to the changing needs of the sector. The name change in 2020 and this current reconstitution suggest a greater emphasis on "precision" agriculture, implying a move towards more data-driven, efficient, and technologically advanced farming practices. This reconstitution aims to improve coordination, enhance the committee's effectiveness, and address emerging challenges and opportunities in the field. **5. Key Provisions / Changes:** This is a reconstitution, implying a substantial change to the policy. The key changes introduced by the resolution include: * **Reconstitution of the Committee:** The resolution formally reconstitutes the NCPAH under the Department of Agriculture Farmers Welfare, establishing a new committee structure. * **Composition:** The resolution details the new composition of the committee, which includes: * A Chairman (Union Agriculture Farmers Welfare Minister) and Vice Chairman (Minister of State for Agriculture Farmers Welfare). * Members from various government departments (e.g., Department of Chemicals and Petrochemicals, Department of Water Resources, River Development and Ganga Rejuvenation, NITI Aayog). * Representatives from four State Governments (Karnataka, Gujarat, Punjab, Uttarakhand). * Representatives from NABARD and the Bureau of Indian Standards. * A Member Secretary (Horticulture Commissioner). * **Terms of Reference (TOR):** The resolution outlines the specific responsibilities and objectives of the reconstituted NCPAH, including: * Developing smart farming models and coordinating with manufacturers for quality standards. * Developing site-specific advisories for resource savings and waste management through a dedicated web portal. * Promoting precision agriculture and revalidating technologies through collaboration with international institutions. * Conducting applied research, demonstrations, and extension activities. * Conducting impact evaluation studies and agricultural events to collect data for policy measures. **6. Target Audience and Stakeholders:** The target audience and stakeholders directly affected by this reconstitution and the committee's activities include: * Farmers and horticulturalists across India. * Manufacturers and suppliers of precision agriculture equipment and technologies. * Government agencies and departments involved in agriculture, horticulture, water resources, and related sectors. * Research institutions and agricultural universities. * State governments and their agriculture/horticulture departments. * Financial institutions like NABARD involved in agricultural financing. * Plastic engineering organizations. **7. Implementation Aspects (Inferred):** * **Responsible Agency:** The Department of Agriculture and Farmers Welfare is the primary responsible agency for implementing the resolution and overseeing the NCPAH's activities. * **Timelines:** The term of the NCPAH is for a period of three years from the date of the resolution (June 1, 2022). The committee is required to meet at least once a year and submit an annual report to the government. * **Coordination and Support:** The Central Coordination cell of NCPAH, drawing personnel from the erstwhile Indian Petrochemicals Ltd. or another suitable agency, will provide secretarial assistance. The Member Secretary will oversee day-to-day activities. * The committee will rely on individual departments for expenses. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes of this reconstitution and the redefined TOR include: * Increased adoption of precision agriculture and horticulture practices across the country. * Improved resource use efficiency (water, fertilizers) and reduced environmental impact. * Development of innovative smart farming models and technologies. * Enhanced coordination and collaboration among stakeholders in the agriculture and horticulture sectors. * Better data collection and analysis for evidence-based policy making in agriculture. * Enhanced effectiveness of the committee in promoting technological advancements. * Better dissemination of technology for Precision Farming. **9. Conclusion:** The reconstitution of the National Committee on Precision Agriculture Horticulture (NCPAH) signifies a renewed focus on promoting precision farming practices in India. The resolution outlines the committee's new composition, its redefined Terms of Reference, and its expected role in fostering innovation, improving resource efficiency, and enhancing agricultural productivity.
