फा. स.ं 11-7/2009-बागवानी II.—कृजि में प्लाजस्ट्िक के प्रयोग संबंधी राष्ट्रीय सजमजत (एनसीपीए) का मूल रूप स े
रसायन और पेरो रसायन जवभाग में 1981 में गठन ककया गया था, जिसने 1993 से कृजि एवं सहकाररता जवभाग में कायय
करना िरूु कर कदया। 1996 में इसका पुनगयठन ककया गया था। इस सजमजत को अजधक प्रभावी बनाने के जलए और बागवानी म ें
प्लाजस्ट्िक के अनुप्रयोग को ब़ाावा देने के जलए समजविवत रीजत से इसके काययों को केंकरितत करने के जलए एनसीपीए का राष्ट्रीय
बागवानी में प्लाजस्ट्िकल्चर उपयोग सजमजत (एनसीपीएएच) के रूप म ें 2001 में पनु गयरठत ककया गया था । तत्पश्चात
एनसीपीएएच का कदनांक 01 िून, 2019 को 3 वि य की अवजध के जलए पूवय म ें पुनगयठन ककया गया था । 2020 में सजमजत का
नाम बदलकर राष्ट्रीय सुजनयोजित कृजि और बागवानी सजमजत (एनसीपीएएच) ककया गया। अब यह जनणयय जलया गया ह ै कक
कृजि एवं ककसान कल्याण जवभाग के अतं गतय राष्ट्रीय सुजनयोजित कृजि और बागवानी सजमजत (एनसीपीएएच) (एतद्पश्चात
सजमजत के रूप में संदर्भभत) का पुनगयठन ककया िाए।

प्रयुक् त प् लॉजस्ट् िक की ररसाइिंक्ल ग के संदभय में स्ट् थान-जवजिष्ि परामर्भिकाओं का जवकास करना एवं वास्ट् तजवक समय
(रीयल िाईम) के आधार पर तकनीकी परामि,य फीडबैक प्रदान करना।
iii. देि में सुजनयोजित कृजि एवं बागवानी का जवकास करने हते ु अधोपाय का सुझाव देना तथा अंतरराष्र ीय संस्ट् थाओं,
प् लॉजस्ट् िक इंिीजनयंरग संगठन एवं सरकारी एिेंजसय के संसाधन को जमला करके सुजनयोजित कृजि पिजतय के
संदभय में अग्रणी प्रौद्योजगकीय का वैधीकरण करना।
iv. अनुप्रयुक् त अनुसंधान, प्रदियन , जवस्ट् तार और प्रसार को प्रोत् साजहत एवं पुन:सत् याजपत करना तथा देि के जवजभवि न
भाग में जस्ट् थत सुजनयोजित कृजि जवकास केंरित के माध् यम स े सुजनयोजित कृजि, अपजिष्ि िल प्रबंधन तथा प् लॉजस्ट् िक
इंिीजनयंरग के क्षेत्र म ें अंजतम उपयोगकतायओं के बीच उपयोगकताय-जहतैिी मौसम/फसल आधाररत कृजि िलवाय ु
जवभेकदत प्रौद्योजगकीय को ब़ाावा देना , पहचान करना तथा स्ट्थ ानीय िरूरत के अनुसार िोध कर प्रदिनय के माध् यम
से प्रचार करना।
v. नीजतगत उपाय हते ु देिभर के अंजतम उपयोगकतायओं द्वारा प्रयुक् त कृजि सवस्ट् त्र-जहत प् लॉजस्ट् िक इंिीजनयंरग
अनुप्रयोग का संकलन एवं आकं ड़ा इकट्टा करके सुजनयोजित कृजि पर प्रभावी मूल् यांकन अध्य यन तथा कृजि कायय्रमम
का संचालन करना।
एनसीपीएएच की अवजध संकल्प िारी होने की तारीख से तीन विय की अवजध के जलए होगी। अध्यक्ष की सहमजत स े
गैर-सरकारी सदस्ट्य पद ग्रहण करेंगे। सजमजत की बैठक िब कभी आवश्यक होगी तभी आयोजित की िाएगी लेककन विय म ें कम
से कम एक बार अवश्य होगी। सजमजत सरकार को वार्भिक आधार पर अपनी ररपोिय प्रस्ट्तुत करेगी।
सजमजत को अपेजक्षत अनुसजचवीय सहायता एनसीपीएएच के केंरितीय समविवय सैल द्वारा प्रदान की िाएगी, जिसम ें
इंजडयन पेरो केजमकल्स कॉरपोरेिन जल. या अविय उपयुक्त एिेंसी से जलए गए कार्भमक िाजमल ह।ैं सदस्ट्य सजचव द्वारा
एनसीपीएएच के दैजनक काययकलाप की जनगरानी की िाएगी और यह जनकाय में मख्ु य काययकारी अजधकारी (चीफ
एजक्िक्यूरिव) के रूप में कायय करेंगे।

F. No. 11-7/2009-Hort.II.—The National Committee on use of Plastics in Agriculture
(NCPA) which was originally constituted in the Department of Chemicals and Petrochemicals in 1981
has been functioning in the Department of Agriculture & Cooperation since 1993. It was reconstituted
in 1996. In order to make this committee more effective and to focus its endeavour in a coordinated
manner for promoting the applications in Horticulture, NCPAH was reconstituted in 2001 as National
Committee on Plasticulture Applications in Horticulture (NCPAH). Thereafter, NCPAH was last
constituted on 01.06.2019 for a period of three years. In 2020, the name of the committee was changed
as National Committee on Precision Agriculture & Horticulture (NCPAH). Now, it has been decided
to reconstitute National Committee on Precision Agriculture & Horticulture (NCPAH) (hereinafter
referred as the Committee) under the Department of Agriculture & Farmers Welfare.

Terms of Reference
I. To develop smart/future farming model such as Vertical farming, Hydroponics/Aeroponics, Solar
powered Integrated Micro Irrigation System, Automation and Sensor based technologies,
Artificial Intelligence etc. in agriculture & horticulture and coordinate with product/component[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 5
manufacturers/processors for developing quality standards on products w.r.t precision farming,
Developing technology with reduce system cost.
II. To develop site-specific advisories w.r.t water savings, fertilizer savings, wastewater management,
recycling of plastics used in Agri. Sector through dedicated web-portal and to provide technical
consultation, feedback on real time basis.
III. To suggest ways and means for promotion of Precision Agriculture & Horticulture in the country
and revalidate the cutting-edge technologies w.r.t precision farming practices by dovetailing with
International Institutions, Plastic engineering organizations and supporting Govt. agencies.
IV. To encourage, identify and conduct applied research, demonstrations, extension & dissemination of
user-friendly weather/crop based agro-climatically differentiated technologies among end users
in the field of precision farming, wastewater management and plastic engineering through
Precision Farming Development Centre located in different parts of the country.
V. To conduct Impact Evaluation Studies and Agri. Events on Precision agriculture with a view to
collect & consolidate data on plastic engineering applications including agro-textiles by end
users across the country for policy measures.
The term of NCPAH will be for a period of three years from the date of issue of the Resolution.
The non- official members shall hold office during the pleasure of the Chairman. The committee shall
meet as often as necessary but at least once in a year. The committee shall submit the report to the
Government on annual basis.
The secretarial assistance required for the committee will continue to be provided by the Central
Coordination cell of NCPAH consisting of personnel drawn from the erstwhile Indian Petrochemicals
Ltd. or any other suitable agency. The Member Secretary will oversee the day to day activities and
function as Chief Executive on the body.
The corresponding expenditure in respect of ex-officio member will be borne by their respective
departments.
