Executive Summary & Key Takeaways

## Report on the Reconstitution of the Hindi Salahkar Samiti of the Ministry of Labour Employment **1. Executive Summary:** This report analyzes the Government of India's resolution to reconstitute the Hindi Salahkar Samiti (Advisory Committee) of the Ministry of Labour Employment, as published in the Gazette of India on May 7, 2025. The resolution outlines the committee's composition, functions, tenure, headquarters, and allowances. The core purpose is to review and advise on the implementation of Official Language provisions within the Ministry and its affiliated offices, promoting the use of Hindi in official work. The key finding is the updated composition of the Samiti with defined roles and responsibilities aimed at effective implementation of language policy. **2. Introduction:** This report aims to provide a comprehensive overview of the reconstituted Hindi Salahkar Samiti of the Ministry of Labour Employment based solely on the information provided in the Government of India's resolution published in the Gazette of India on May 7, 2025. The analysis focuses on understanding the purpose, structure, and functions of the Samiti based on the provided text. **3. Policy Overview:** * **Amendment:** This resolution supersedes the Ministry of Labour and Employment's Resolution No. E1401112022RBN dated 15.03.2022. Therefore, this is an *amendment* to an existing policy. * **Core Objective(s):** Based on the text, the core objectives of the Samiti are: * To review the implementation of Official Language provisions within the Ministry of Labour Employment and its attached/subordinate/autonomous offices. * To advise on increasing the progressive use of Hindi in official work within these entities. **4. Background and Rationale:** This specific amendment appears to be driven by the need to update the composition of the Hindi Salahkar Samiti. The provided text suggests periodic reconstitution is necessary, potentially due to changes in parliamentary representation, departmental leadership, or a desire to refresh the committee's expertise. The reference to superseding the 2022 resolution indicates a regular review and update process. The reference to Ministry of Home Affairs, Department of Official Language O.M No. II200154587O.L.A2 dated 15th March, 1988 and O.M.No. II20015692O.L.A2 dated 10th June, 1992 implies that the need to reconstitute this is driven by previously defined central government policy. **5. Key Provisions / Changes:** This resolution specifically focuses on changes related to the *composition* of the Hindi Salahkar Samiti: * **What is being changed:** The composition of the committee. The resolution explicitly states that the government has "decided to reconstitute the Hindi Salahkar Samiti." * **What the new rule/provision is:** The amended resolution defines the new composition of the Samiti, specifying the following categories of members: * *Ex Officio* Members: Hon'ble Labour and Employment Minister (Chairman), Hon'ble Minister of State Labour and Employment (Vice-Chairman). * *Non-Official Members*: Nominated by the Ministry of Parliamentary Affairs, the Committee of Parliament on Official Language, Akhil Bhartiya Hindi Sansthan, Kendriya Sachivalaya Hindi Parishad and the Ministry of Labour Employment. These include Members of Parliament (Lok Sabha and Rajya Sabha) and representatives from Hindi organizations. * *Official Members*: Secretaries, Directors General, Joint Secretaries, and other high-ranking officials from various departments and organizations related to Labour, Employment, Official Language, and related institutes (such as the V.V. Giri National Labour Institute). * **Effect of this change:** The reconstituted Samiti reflects a new configuration of individuals holding specific offices or representing particular bodies. This ensures that the committee possesses the relevant expertise and authority to effectively advise on and oversee the implementation of Official Language policies within the Ministry of Labour Employment. It is likely that prior members are removed and replaced with individuals that better match the current needs of the committee. **6. Target Audience and Stakeholders:** Based on the text, the primary target audience and stakeholders affected by this amendment are: * **Members of the Reconstituted Hindi Salahkar Samiti:** The individuals named in the resolution, as their roles and responsibilities are directly defined. * **Ministry of Labour Employment:** The Ministry and its various departments and attached/subordinate/autonomous offices, as the Samiti advises on Hindi implementation within these entities. * **Department of Official Language:** As the central body responsible for Official Language policy, they are a key stakeholder in the Samiti's activities. * **Parliamentary Members:** The Ministry of Parliamentary Affairs, Lok Sabha Secretariat, Rajya Sabha Secretariat, and individual members of Parliament. **7. Implementation Aspects (Inferred):** * **Responsible agency/bodies:** The Ministry of Labour Employment is ultimately responsible for implementing the resolution and supporting the work of the Samiti. The Department of Official Language plays a crucial role in providing guidance and ensuring compliance with Official Language policies. * **Timelines or procedures:** The resolution states that the tenure of the Samiti will be ordinarily three years from the date of its constitution. Members of Parliament cease to be members if they are no longer in parliament. Ex-officio members remain while holding the relevant office. If a person is nominated as member in the middle of the term, he will hold the office for the remaining period of the Samiti. * **Implementation of the changes:** The Ministry of Labour and Employment must communicate the resolution to all members of the committee, relevant government bodies, and publish it in the Gazette of India. **8. Expected Outcomes / Impact of Changes:** The intended outcome of reconstituting the Hindi Salahkar Samiti is to ensure effective and relevant advice on the implementation of Official Language policies within the Ministry of Labour Employment. By updating the composition, the government aims to: * Maintain a high level of expertise and representation within the Samiti. * Ensure that the committee's advice reflects current priorities and challenges related to Official Language implementation. * Enhance the progressive use of Hindi in official work within the Ministry and its affiliated offices. **9. Conclusion:** The reconstitution of the Hindi Salahkar Samiti of the Ministry of Labour Employment, as detailed in the Government of India's resolution, represents an important step in promoting the use of Hindi in official government operations. By updating the committee's composition and reaffirming its functions, the government aims to strengthen the implementation of Official Language policies and enhance communication in Hindi within the Ministry of Labour Employment and its associated organizations. This resolution underscores the ongoing commitment to the constitutional provisions regarding Official Languages and the importance of advisory bodies in achieving these objectives.
