On October 29, 2023, PIB Delhi posted a review of the status of Special Campaign 5.0 in DoWR, RD & GR and its organisations. The campaign, a Government of India initiative, focuses on cleanliness, simplification of rules and procedures, record management, space utilisation, and waste disposal. Shri VL Kanth Rao, Secretary, DoWR, RD & GR reviewed the progress on 27.10.2025 and expressed satisfaction.
The Department's achievements, as of 27.10.2025, include:
* MP References: 78 achieved out of 135 (58%)
* PMO References: 23 achieved out of 41 (56%)
* Public Grievances: 121 achieved out of 135 (90%)
* Public Grievance Appeals: 19 achieved out of 22 (86%)
* Parliament Assurances: 22 achieved out of 32 (69%)
* Physical Files Reviewed: 17,709 against a target of 15,405 (115%)
* e-Files Reviewed: 8,237 against a target of 8,119 (101%)
* Ease of Rules modified / amended: 3 out of 4 (75%)
* Cleaning of Sites: 563 sites cleaned out of 563 (100%)
* Space freed: 1,12,739 sq ft out of 1,19,297 sq ft (94%)
* Revenue Generated through scrap disposal: Rs. 67,28,595/- out of Rs. 98,08,738 (69%)
"Before" and "After" conditions of sites are being photographed/videographed and uploaded on the Department of Administrative Reforms & Public Grievances (DAR&PG) portal daily. Three PIB press releases and 64 tweets have been published to raise awareness.

Special Campaign 5.0, a Government of India initiative to cleanliness, review & simplification of
rules & procedures, review of record management system, productive use of space, and disposal of
waste materials for enhancing work place experience, is being undertaken in true spirit by the
Department. Nodal Officers appointed by Department as well as its field organizations are working
out to remove the pendency and to complete other indicators pertaining to the offices as per the
parameters of DAR&PG’s guidelines.
On 27.10.2025, Shri VL Kanth Rao, Secretary, DoWR, RD & GR reviewed the progress under
Special Campaign 5.0 with Heads/Senior Officers of all the Wings/Divisions/Organisations of the
Department. He expressed satisfaction to the efforts being undertaken by the Department and its
organisations to achieve the targets for the campaign. He also emphasized that the suitable ways and
means may be used to dispose the pending matters at the earliest before the Target date.
