या ओररएंटल पजललक लाइब्रेरी बोडड द्वारा सात वष ड तक (ii) जिन्‍द हिोंन े मलू काडर या जवभाग म ें वेतन मैररत स के लवे ल-13 क (131100-216600 बढ़ाया िा सकता ह।ै रुपये) म ें या समतुल् य पि पर जनयजमत आधार पर जनयुजि के पश् चात उस श्रेणी में िो वषड की सेवा की हो; या (iii) जिन्‍द हिोंने मूल काडर या जवभाग में वेतन मैररत स के लेवल-13 (123100-215900 रुपय)े म ें या समतुल् य पि पर जनयजमत आधार पर जनयुजि के पश् चात उस श्रेणी में तीन वषड की सेवा की हो; और (ख) िो जनम्न जलजखत िैजिक अहतड ाएं और अनुभव रखते हिों, अथाडत ् : (क) अजनवायड अहतड ा : (i) अरबी या फारसी या उिड/ूजहन्‍दि ी या संस्ट् कृत/इस्ट्ल ामी अध् ययन/मध् यकालीन भारतीय इजतहास में प्रख् यात जवद्वान; (ii) दकसी मान्‍द यताप्राप् त जवश् वजवद्यालय या संस्ट् थान से उपयुडतत िेत्रिों में से दकसी भी िेत्र म ें स्ट् नातकोत् तर जडग्री; (iii) कम से कम 05 पुस्ट्त कें/10 िोध पत्र आदि प्रकाजित हो चकु े हिों; (iv) दकसी तलु नात् मक पस्ट्ु तकालय, जवश् वजवद्यालय या अन्‍द य जििण/िोध सस्ट्ं था म ें अध् यापन या िोध या प्रिासन कायड म ेंकम से कम पांच वषड का अनुभव; (ख) वांछनीय अहतड ा : (i) दकसी मान्‍द यताप्राप् त जवश् वजवद्यालय या संस्ट् थान स े पुस्ट् तकालय जवज्ञान या पुस्ट् तकालय एव ं सूचना जवज्ञान, कम् प् यटू र साइंस, डाटा प्रोसेससंग आदि में जडग्री या जडप् लोमा; (ii) उपरोतत अजनवाय ड अहतड ाओं के अंतगडत उजल्लजखतानुसार जवषयिों म ें स े दकसी भी जवषय में पीएचडी की जडग्री। रटप्प ण:- (i) प्रजतजनयुजि (अल् पकाजलक संजविा सजहत) के जलए आय ु सीमा छप् पन वष ड स े अजधक नहीं होगी। (ii) आय ु सीमा अवधाररत करने के जलए जनणाडयक तारीख भारत में अभ् यर्थडयिों स े आवेिन प्राप् त करन े की सामान्‍द य अंजतम तारीख होगी ।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (iii) पिधारी द्वारा जनिेिक, खुिा बख् ि ओररएंटल पजललक लाइब्रेरी के पि को धारण करन े हते ु अजधकतम अनुमत् य आयु 60 वषड होगी। (iv) इस अहतड ा या अनुभव में चयन जस मजत की अनुिंसा के आधार पर छूट िी िा सकती ह।ै (v) इसी या दकसी अन्‍द य संगिन या जवभाग में जनयुजि स े िीक पहल े धाररत दकसी अन्‍द य संवग ड बाह्य पि पर प्रजतजनयुजि की अवजध सजहत, प्रजतजनयुजि की अवजध सामान्‍द यत: सात वषड से अजधक नहीं होगी। यदि जवभागीय प्रोन्‍दन जत सजमजत ह,ै तो उसकी सरं चना भती करन े म ें दकन पररजस्ट्थजतयिों म ें सघं लोक सवे ा आयोग स े परामि ड दकया िाएगा (12) (13) चयन सजमजत: लाग ूनहीं। 1. बोड डके अध् यि या उनकी अनुपजस्ट्थजत में उनका नाजमजत; 2. भारत सरकार का एक नाजमजत; 3. जबहार सरकार का एक नाजमजत; 4. बोड डके सिस्ट् यिों म ेंसे नाजमत एक सिस्ट् य; 5. बोड डद्वारा नाजमत एक जवषय जविेषज्ञ; और 6. जनििे क या उनकी अनपु जस्ट्थजत में पस्ट्ु तकालय के उप जनिेिक। [फा. सं. एल-19/1/2023- पुस्ट्त कालय] मुग्धा जसन्‍दहा, संयुि सजचव MINISTRY OF CULTURE NOTIFICATION New Delhi, the 4th July, 2023 G.S.R. 477(E).––In exercise of the powers conferred by section 12 read with clause (e) of sub-section (2) of section 28 of the Khuda Bakhsh Oriental Public Library Act, 1969 (No. 43 of 1969) and in supersession of the Khuda Bakhsh Oriental Public Library Service Regulations, 1986, in so far as they relate to the post of Director, except as respects things done or omitted to be done before such supersession, the Khuda Bakhsh Oriental Public Library Board with the approval of the Central Government, hereby makes the following regulations regulating the method of recruitment to the post of Director in the Khuda Bakhsh Oriental Public Library, Patna, namely : –– 1. Short title and commencement. – (1) This regulation may be called the Ministry of Culture, Khuda Bakhsh Oriental Public Library, Patna, Director, Recruitment Regulation, 2023. (2) They shall come into force on the date of their publication of the Official Gazette. 2. Number of post, classification, level in the pay matrix. – The number of post, its classification, level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these regulation. 3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living, or[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing so, exempt any person from the operation of this regulation. 5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, be order and for reasons to be recorded in writing, relax any of the provisions of these regulation with respect to any class or category of persons. 6. Saving. – Nothing in these regulations shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Government, Universities and recognised research institutions- (A) (i) holding analogous posts on regular basis in the parent cadre or department; (ii) with Two years’ service in the grade rendered after appointment there on regular basis in post of Level- 13A (Rs. 131100-216600) or equivalent in the parent cadre or department; or (iii) with three years’ service in the grade rendered after appointment there on regular basis in post in Level-13 (Rs. 123100-215900) or equivalent in the parent cadre or department.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (B) possessing the qualifications and experience as under: (a) Essential Qualification: (i) a renowned scholar in Arabic or Persian or Urdu or Hindi or Sanskrit or Islamic Studies or Medieval Indian History; (ii) Master Degree in any of the above disciplines from a recognised university or institute; (iii) Having published at least 05 books or 10 Research Papers etc; (iv) at least Five years’ experience of teaching or research or administration in a comparable Library, University or other Teaching/Research Institution; (b) Desirable Qualification: (i) Degree or Diploma in Library Science or Library and Information Science, Computer Science, Data Processing etc. from a recognised University or institute; (ii) Degree of Ph.D. in any of the subjects as mentioned under Essential Qualification above. Note:- (i) The age limit for deputation (including short term contract) shall not exceed fifty six years. (ii) The crucial date for determining the age limit shall be the normal closing date for receipt of application from the candidates in India. (iii) The maximum permissible age up to which the incumbent may hold the post of Director, Khuda Bakhsh Oriental Public Library will be sixty years. (iv) The qualification or experience may be relaxed on the basis of recommendation of the Selection Committee.
