L.-33004/99 सी.जी.-डी.एल.-अ.-27022025-261320 CG-DxLx-xEG-I2D7H0x2x2x0 25-261320 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 117] नई किल्ली, बृहस्ट्प जतवार, फरवरी 27, 2025/फाल्ग नु 8, 1946 No. 117] NEW DELHI, THURSDAY, FEBRUARY 27, 2025/PHALGUNA 8, 1946 कृजि एव ं ककसान कल्याण मत्रं ालय (कृजि एवं ककसान कल्याण जवभाग) अजधसचू ना नई किल्ली, 27 फरवरी, 2025 सा.का.जन. 151(अ).—चौधरी चरण ससंह राष्ट्रीय कृजि जवपणन संस्ट्थान (सीसीएस जनयाम) जनयमावली एव ं जवजनयम के जवजनयमन 20 (ग) द्वारा प्रित्त िजियों के प्रयोग करते हुए तथा चौधरी चरण ससंह राष्ट्रीय कृजि जवपणन संस्ट्थान (सीसीएस जनयाम), महाजनिेिक भती जनयमावली, 2017 के अजधक्रमण में, केन्द्र सरकार सीसीएस जनयाम में महाजनिेिक के पि पर भती की पद्धजत को जवजनयजमत करन े के जलए जनम्नजलजखत जनयम बनाती है, अथाात:- 1. सजं िप्त नाम और प्रारंभ --(1) इन जनयमों का संजिप्त नाम ' चौधरी चरण ससंह राष्ट्रीय कृजि जवपणन संस्ट्थान (सीसीएस-जनयाम) महाजनिेिक भती जनयम, 2025' जनयमावली ह।ै । (2) य ेजनयम सरकारी रािपत्र म ेंअजधसूचना की जतजथ स ेलागू होंगे । 2. पिों की सख्ं या, वगीकरण, वते न मट्रै रक्स म ें लवे ल- पिों की संख्या, उनका वगीकरण और वेतन मैट्ररक्स म ें लेवल व े होंगे िो इन जनयमों स े संलग्न अनुसूची के कॉलम (2) स े कॉलम (4) म ें जवजनर्िाष्ट ह।ैं 1431 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. भती की पद्धजत, आय-ु सीमा, योग्यताए ं आकि-- उि पि पर भती की पद्धजत, आयु-सीमा, योग्यताए ं और उससे संबंजधत अन्द्य बातें वे होंगी िो इन जनयमों स ेसंलग्न अनुसूची के कॉलम (5) स ेकॉलम (13) म ेंजवजनर्िाष्ट ह।ैं 4. जनरहता ा :- वह व्यजि, (क) जिसन े ऐसे व्यजि स े जववाह ककया ह ैजिसका पजत या पत्नी िीजवत ह,ै या (ख) जिसन े अपने पजत या पत्नी के िीजवत रहत े हुए ककसी व्यजि स े जववाह कर जलया ह,ै उि ककसी भी पि पर जनयुजि के जलए पात्र नहीं होगा: परन्द्त ु यकि केन्द्रीय सरकार का यह समाधान हो िाए कक ऐसा जववाह ऐसे व्यजि और जववाह के िसू रे पिकार पर लाग ू स्ट्वीय जवजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्द्य आधार ह ैं तो वह ककसी व्यजि को इस जनयम के प्रवतान स े छूट ि ेसकेगी। 5. जिजथल करन े की िजि.- िहां सीसीएस जनयाम की कायाकारी पट्ररिि की यह राय ह ै कक ऐसा करना आवश्यक या समीचीन ह,ै वहा ं वह कारणों को जलजखत म ें िि ा करके तथा केन्द्र सरकार के परामि ा स,े आिेि द्वारा, ककसी वग ा या प्रवगा के व्यजियों के संबंध म ें इन जनयमों के ककसी उपबंध म ें जिजथलता ि े सकेगी। 6. व्यावजृ त.- इन जनयमों की कोई बात, ऐस े आरिण, आय-ु सीमा म ें छूट और अन्द्य ट्ररयायतों पर प्रभाव नहीं डालगे ी, जिनका अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, भूतपूव ा सैजनकों और अन्द्य जविेि प्रवगा के व्यजियों के जलए इस संबंध म ें समय-समय पर केन्द्र सरकार द्वारा िारी ककए गए आििे ों के अनुसार उपबंध करना अपेजित ह।ै अनसु चू ी पि का नाम पिों की सख्ं या वगीकरण वते न मट्रै रक्स म ेंलवे ल चयजनत पि या सीधी भती की आय-ु सीमा गैर-चयजनत पि (1) (2) (3) (4) (5) (6) महाजनिेिक 01* समूह 'क’ वेतन मैट्ररक्स में लेवल 14 लाग ूनहीं लाग ूनहीं (2025) (1,44,200 रु. से 2,18,200/-) *कायाभार के आधार पर पट्ररवतान संभव ह।ै सीधी भती के जलए आवश्यक िजै िक एव ं सीध ेभती ककए िान ेवाले व्यजियों पट्ररवीिा अवजध; यकि कोई हो अन्द्य योग्यताएं। के जलए जनधाट्रा रत आय ुऔर िजै िक योग्यताएं पिोन्नत व्यजियों के मामल ेम ेंलाग ूहोंगी या नहीं । (7) (8) (9) लाग ूनहीं लाग ूनहीं लाग ूनहीं भती की पद्धजत : सीधी भती या प्रोन्नजत या प्रजतजनयजु ि या पिोन्नजत/प्रजतजनयजु ि आमले न द्वारा भती के मामल ेम,ें व ेग्रेड जिनस े आमले न द्वारा तथा जवजभन्न पद्धजतयों स ेभरी िान ेवाली पिोन्नजत/प्रजतजनयजु ि आमले न ककया िाएगा। ट्ररजियों का प्रजतित। (10) (11) प्रजतजनयुजि द्वारा केंर सरकार/राज्य सरकार/जवत्तीय संस्ट्थाओं के अजधकारी/ (खोि-सह-चयन सजमजत के माध्यम से) िैिजणक संस्ट्थान/जवश्वजवद्यालय (I) मूल संवगा/जवभाग/संगठन में जनयजमत आधार पर सििृ पि; या[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 वेतन मैट्ररक्स के लेवल-13ए में जनयजमत आधार पर जनयुजि के बाि उस ग्रेड में 2 वि ा की सेवा या मूल कैडर/जवभाग/संगठन में वेतन मैट्ररक्स के लेवल 13 या समकि में 3 विा की सेवा। (ii) उम्मीिवार की िैिजणक पष्ठृ भूजम उत्कृष्ट होनी चाजहए। कृजि जवपणन, कृजि अथािास्त्र, कृजि व्यवसाय जवकास, अथािास्त्र, जवत्त, प्रबंधन, सहकाट्ररता, जवकासमूलक प्रिासन, ग्रामीण जवकास या कृजि और पिुपालन तथा डेयरी और मत्स्ट्य पालन िैसे ककसी भी संबद्ध जविय में िैिजणक योग्यता रखने वालों को प्राथजमकता िी िाएगी। वाछं नीय: अजधकारी के पास जवकासमूलक प्रिासन, िैिजणक, अनुसंधान आकि में 5 विा का अनुभव होना चाजहए। ट्रटप्पणी 1: प्रजतजनयुजि की अवजध, जिसके अंतगात केन्द्रीय सरकार के उसी या ककसी अन्द्य संगठन/जवभाग में इस जनयुजि से ठीक पहले धाट्ररत ककसी अन्द्य काडर बाह्य पि पर प्रजतजनयुजि की अवजध को िाजमल करने के उपरांत, सामान्द्यतया पांच वि ासे अजधक न हो। ट्रटप्पणी 2: प्रजतजनयुजि पर जनयुजि करते समय अजधकतम आयु सीमा आवेिन की प्राजप्त की अंजतम जतजथ तक 58 विा से अजधक नही होंगी। यकि जवभागीय पिोन्नजत सजमजत जवद्यमान है तो उसकी सरं चना क्या व ेपट्ररजस्ट्थजतया ाँजिनम ेंभती करन ेम ेंसघं लोक सवे ा आयोग स े है? परामि ाककया िाएगा। (12) (13) कोई जवभागीय प्रोन्नजत सजमजत नहीं ह।ै लागू नहीं। इस पि पर जनयुजि मंजत्रमंडल की जनयुजि सजमजत (एसीसी) के अनुमोिन स ेकृजि एव ंककसान कल्याण मंत्रालय, भारत सरकार द्वारा जविेि रूप से गट्रठत खोि-सह-चयन सजमजत द्वारा सुझाए गए/अनुिंजसत तीन नामों के पैनल में से की िाएगी । सजमजत में जनम्नजलजखत सिस्ट्य िाजमल होंग:े 1 सजचव, कृजि एवं ककसान कल्याण अध्यि जवभाग 2. महाजनिेिक, आईसीएआर सिस्ट्य 3. अपर सजचव (जवपणन), कृजि एव ं सिस्ट्य ककसान कल्याण जवभाग 4. एक बाह्य जविेिज्ञ जिसे सजचव, कृजि सिस्ट्य एव ं ककसान कल्याण जवभाग द्वारा नाजमत ककया िाएगा 5. संयुि सजचव (जवपणन), कृजि एव ं सिस्ट्य -सजचव ककसान कल्याण जवभाग [फा. स.ं 21015/2/2021- जवपणन-I (पाटा- I)] िकुन परिासनी, जनिेिक (जवपणन-I)4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF AGRICULTURE AND FARMERS WELFARE (Department of Agriculture and Farmers Welfare) NOTIFICATION New Delhi, the 27th February, 2025 G.S.R. 151(E).—In exercise of the powers conferred by regulation 20 (C ) of the Chaudhary Charan Singh National Institute of Agricultural Marketing (CCS NIAM) Rules & Regulations and in supersession of the Chaudhary Charan Singh National Institute of Agricultural Marketing (CCS NIAM), Director General Recruitment Rules, 2017, the Central Government hereby makes the following rules, regulating the method of recruitment to the post of Director General in the CCS NIAM, namely:- 1. Short title and commencement - (1) These rules may be called the ‘Chaudhary Charan Singh National Institute of Agricultural Marketing’ (CCS-NIAM) Director General, Recruitment Rules, 2025’. (2) They shall come into force on the date of notification in the Official Gazette. 2. Number of posts, classification, Level in the pay matrix. The number of posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.-- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the Schedule annexed to these Rules 4. Disqualification. - No Person, (a) who has entered into or contracted a marriage with the person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power of Relax. - Where the Executive Council of CCS NIAM is of opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Central Government, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.- Nothing in these rules shall affect reservation, relaxation of agw-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (ii) The candidate should have excellent academic background. Those with academic qualification in the field of Agricultural Marketing, Agricultural Economics, Agri Business Development, Economics, Finance, Management, Cooperation, Development Administration, Rural Development or any of the Agriculture and allied subject like Animal Husbandry and Dairying and Fisheries will be preferred. Desirable: The Officer should have 5 years experience in Development Administration, Academics, Research etc. Note1: The period of deputation, including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/Department of the Central Government, shall ordinarily not exceed five years. Note2: The maximum age limit for appointment by deputation shall be not exceeding 58 years as on the closing date of the receipt of applications.
