Secretary (FP), Finance (Admn.II) Dept., A.P. Secretariat, Hyderabad. *** In the reference 1st read above, a representation received from the Secretary, GAMANA, Social Organization for Eradication of Malpractices in the Society, Hyderabad made certain allegations of irregular transfers in Zone –VI against Smt. K. Prabhavathi, Regional Deputy Director, Zone-VI, on lifting of the ban on transfers of Government employees during the period from 15-05-2008 to 16-06-2008, contrary to the guidelines issued in G.O.Ms.No. 134 Finance (W&M) Department, dated 09-05-2008 and the above said organization has filed the same compliant before the A.P., Lokayukta , Hyderabad. The same was registered vide compliant No. 753/2008/B2. 2. In the reference 3rd read above, the Director of State Audit has conducted the enquiry and the submitted his report to the Government on 05-03-2009 wherein he has stated that “No complaint against the RDD,SA, Zone-VI, Hyderabad has been made by any of the aggrieved employee of Zone –VI, nor the Association of State Audit employees have made allegations in respect of the transfers effected by the said R.D..D. State Audit and the organization is no way connected with the department, as such may be ignored”. 3. In the reference 4th read above, the disciplinary action has been initiated against Smt. K. Prabhavathi, R.D.D., State Audit, Zone-VI, Hyderabad, under Rule 20 of A.P.C.S. (CC & A) Rules, 1991 and the article of charges issued to her to submit her written statement of defence in the matter. 4. In the reference 5th read above, Smt. K. Prabhavathi, R.D.D., S.A., has submitted her explanation to the Articles of Charges issued to her stated that “no employees aggrieved by the transfers have filed compliant against her. No employee was affected by transfers effected by her and the Association of State Audit Employees have also not raised the issue of transfers against her. The complaints made by an organization is no way connected with the issues of the Department which may be please be ignored”. Not satisfying with the explanation of the said charged officer to the article of charges, the Government after detailed examination of the matter, entrusted the case to the Commissioner of Inquiries, A.P., Hyderabad for detailed enquiry and furnish their findings in the matter. Contd…..2nd page::2:: 5. In the reference 6th read above, Government have appointed Sri A.B. Venkateswara Rao, IPS, Member, Commissioner of Inquiries, General Administration (COI) Department as Inquiry Authority and Sri G.M. Majid, the then Director of State Audit as the Presenting Officer to inquire into the article of charges framed against the said R.D.D., State Audit. Subsequently, in . G.O.Rt.No. 4206 Finance (Admn.II) Department, dated 26-11-2011 the case was entrusted to Sri Lingaraj Panigrahi, I.A.S., Commissioner of Inquiries, General Administration (COI) Department as Inquiring Authority and Sri M. Pardhasarathi, the present Director of State Audit as the Presenting Officer to inquire into the articles of charges framed against her. 6. In the reference 7th read above, the Hon’ble Upa-Lokayukta has issued orders on complaint No. 753/2008/B2, by order dated 15-06-2011, wherein they have reported that “As the notice sent to the complainant was returned unserved as there is no such person, hence, there is no purpose for forwarding the copy of the report to the complainant and the complaint is treated as closed as the matter was already entrusted to the Commissioner of Inquiries”. 7. In the reference 9th read above, Commissioner of Inquires A.P., Hyderabad has submitted his inquiry Report, wherein he gave findings that the Article of charges framed against Smt. K. Prabhavathi, Regional Deputy Director, Zone-VI, Hyderabad are held not proved. 8. Government after careful examination of the report of the Commissioner of Inquires and his findings, the article of charges framed against the charged officer are held not proved. Hence, Government decided to drop further action against Smt. K. Prabhavathi, formerly Regional Deputy Director, Zone –VI Hyderabad, now working as Examination of Accounts, Municipal Corporation, Warangal , accordingly, further action is hereby dropped. 9. The Director of State Audit, A.P, Hyderabad shall take necessary action in the matter accordingly. 10.
