In the reference 7th read above, the Director of State Audit, A.P., Hyderabad has stated that Sri Y.Mangapathi Rao, Deputy Director working as Financial Advisor and Accounts Officer, GVMC, Visakhapatnam since 12-02-2009 on Foreign Service terms and conditions. Government in the reference 3rd read above have extended his deputation period up to 11-02-2012. His deputation period of (3) years in GVMC will be completed by 11-02-2012. He is a native of Guntur District. He is requesting for transfer from Visakhapatnam to Hyderabad on personal grounds. There are no disciplinary cases / adverse remarks pending against him. The Department has no objection to spare the services of the above Officer. 3. In the reference 8th read above, the MA & UD Department has requested to place the services of Sri Y. Mangapathi Rao, Deputy Director, State Audit working as Financial Advisor & Accounts Officer, GVMC to MA & UD Department for being posted as Finance Manager, APUFIDC Ltd., Hyderabad on deputation basis initially for a period of one year with effect from 12-02-2012. 4. In the reference 5th read above, it has been instructed that “all proposals on Deputations / ODs shall be routed through the Secretary to Government (Services), General Administration Department before obtaining orders in circulation”. Regarding to Leave Salary Contribution & Pension Contribution, the A.P. Urban Finance & Infrastructure Development Corporation Ltd., is dealing with the Central Government Scheme of the Jawaharlal Nehru National Urban Renewal Mission and as per the guidelines this institution is getting more than 50% share from the Government of India funds. Hence as per the G.O.Ms.No. 160 Finance (FR.II) Department, dated 07-05- 2010, they have to pay Leave Salary Contribution and Pension Contribution to the parent department of the Officer on deputation. 7. This order issued with the concurrence of General Administration (MC.I) Department vide U.O.No. 6679/M.C.-I/2012-1, dated 17-03-2012. 8. The individual is not entitled for joining time and TTA as per rules. 9. The Director of State Audit, A.P., Hyderabad shall take necessary action in the matter accordingly.
