Sarma, Section Officer for celebration of his daughter marriage – Orders – Issued. HIGHER EDUCATION (OP) DEPARTMENT G.O.Rt.No. 149 Dated:31-3-2012. Read the following:- 1. G.O.Rt.No.2746, Finance (A&L) Department, dated:18-7-2011. 2. G.O.Rt.No.4169, Finance (A&L) Department, dated:24-10-2011 3. G.O.Rt.No.915, Higher Education (OP) Department, dt.17-12-2011. 4. Application from Sri SUKV Sarma, S.O, H E Department, dt.1-3-2012. -oOo- O R D E R: Government hereby sanction a sum of Rs.50,000/- (Rupees fifty thousand only) towards Marriage advance to Sri S.U.K.V. Sarma, Section Officer, Higher Education Department, for celebration of marriage of his daughter on 16-3-2012. 2. The advance sanctioned in para (1) above shall be drawn and disbursed to him in one lump-sum. 3. The advance sanctioned in para (1) above shall be subject to the following conditions: i) The advance shall be disbursed by the Drawing Officer only after obtaining personal security bond in form III appended to G.O.Ms.No.90, Finance & Planning (PPR&L) Department, dt.26.3.1970 duly executed by the borrower and another permanent Government servant drawing pay not less than that of the borrower and not retiring before complete repayment of advance with interest guaranteeing the repayment of the advance as surely. ii) The advance shall carry a simple interest at 5 ½ % per annum stipulated in G.O.Ms.No.175, Finance (A&L) Department, dt.15-5- 2010. iii) The principal of the marriage advance shall be recovered in 25 equal monthly installments @ 2,000/- P.M. (Rupees two thousand only) and thereafter the interests shall be recovered in 10 (ten) monthly installments. iv) The recovery shall commence from the pay bill of the Government servant concerned for the calendar month immediately, subsequent to the month in which marriage has been celebrated or from the pay bill of the calendar month subsequent to the drawl of the advance whichever is earlier. No extension of time for commencement for recovery will be granted. v) If the loanee fails to utilize the amounts for the purpose for which it has been sanctioned within 3 months from the date of drawal, it shall be refunded to Government in lump sum together with interest thereon.vi) The advance granted to the loanee shall be subject to summary recovery if it is subsequently proved that it was not utilized for the purpose for which it was sanctioned together with penal interest 1½% times of the ordinary rate, till the date of recovery of advance. vii) In case where the loanee dies before the repayment of advance is completed, the outstanding balance and the interest shall be the first charge on the Death-cum-Retirement Gratuity payable to the legal heir or heirs as stipulated in the agreement. viii) The loanee shall submit to the Government a certificate of utilization in the Form No.IV appended in G.O.Ms.No.90, Finance (PAR&L) Department dated:26-03-1970 within one month from the date of celebration of the marriage or within three months from the date of the drawal of the advance whichever is earlier. If the actual expenditure incurred on account of the marriage is less than the advance drawn the difference should be refunded to Government forthwith. 4. The expenditure shall be debited to “7610 – Loans to Government servants – MH-800 – Other Advances – SH(05) Marriage Advances” 5. The expenditure shall be met from out of the amount of Rs.50,000/- (Rupees fifty thousand only) allotted to the Higher Education Department, Secretariat, Hyderabad in G.O.Rt.No.2746, Finance (A&L) Department, dt.18-7-2011, G.O.Rt.No.4169, Finance (A&L) Department, dt.24-10-2011 read with G.O.Rt.No.915, Higher Education (OP) Department, dated:17-12-2011 6. This order does not require the concurrence of Finance Department under the rules.
