to Competent Authority & Chairman, A.P. State Council of Higher

O R D E R:
In the reference 2nd read above, the Secretary, APSCHE has
informed that certain Professional Institutions have admitted foreign
nationals in vacant seats under category ‘B’ quota including Sri
Venkateswara College of Engineering & Technology, RVS Nagar,
Tirupati Road, Chittoor District and Sri Venkateswara College of
Pharmacy, RVS Nagar, Tirupathi Road, Chittoor District during the
academic year 2010-11 in violation of rules issued vide reference 1st
read above.
2. The Show Causes Notices were issued to the Institutions vide
reference 3rd read above calling for explanations of the Institution.
3. In the references 4th and 5th read above, the Chairman of the
Sri Venkateswara Group of Institutions have submitted explanations
stating that the admissions are sponsored by Ministry of External
Affairs (MEA), Government of India through EdCIL (India) Limited
(GOI enterprise) and requested to consider the admissions made by
them.
4. The Government have observed that the admissions made with
Foreign Nationals are to be treated as irregular admissions and penalty
be imposed for excess number of admissions made in the interest of
students, as was done in the past.

::2::5. The Government after careful examination of the entire matter
hereby permit the Competent Authority, i.e., Chairman, A.P. State
Council of Higher Education, Hyderabad to approve the list of excess
(46+1) admissions made in in the B.Tech., /B.Pharmacy courses by Sri
Venkateswara College of Engineering & Technology, RVS Nagar,
Tirupati Road, Chittoor District and Sri Venkateswara College of
Pharmacy, RVS Nagar, Tirupathi Road, Chittoor District during the
academic year 2010-11, subject to the following conditions:-
(i) A penalty at the rate of Rs.13,000/- per irregular
admission made in excess of the number of seats
approved by the Government be imposed and the
amount be paid to the A.P. State Council of Higher
Education;
(ii) An undertaking to be given by the concerned
management for reduction of equal number of seats
from ‘B’ category in the subsequent year, which will be
filled up through single window counseling;
(iii) The above permission would be subject to affiliation
by concerned University and the individual student
satisfying the Academic Regulations of the affiliating
University.
6. The A.P. State Council of Higher Education, Hyderabad shall
take necessary further action in the matter.
