State Irrigation Development Corporation Limited, Hyderabad while enclosing the estimates for Construction and Commissioning of Kopparru L.I. Scheme on left bank of Gonteru Drain at Matsyapuri (V) in Narasapuram (M) of West Godavari District for Rs.547.62 lakhs, to irrigate an ayacut of 3675 acres, he has stated that the Hydrological clearance was accorded by the ENC (A.W), I&CAD, Hyderabad for utilization of 1.65 Cumecs on left bank of Gonteru drain at KM 38.60 at Matsyapuri (V) in Narasapuram (M) of West Godavari District and he has requested the Government for according administrative approval for 547.62 lakhs under the State Plan funds of APSIDC 2010-2011 under Head of Account 4702-COL on Minor Irrigation –MH 101- GH(11)-SH(15) L.I. Schemes -530-531 OE”. 2) In the reference 5th read above, the Vice Chairman and Managing Director, A.P. State Irrigation Development Corporation Limited, Hyderabad has stated that the labour component for the entire scheme is worked to 2.64% (PTO) ::2:: in respect of L.I. Scheme under MGNREGP. The work of jungle clearance for a value of Rs.5,500/- for the above L.I. Scheme could be taken up under MGNREGP duly following the procedure. For the balance components the labour component involved is 2.62% of total cost of L.I. Scheme works. The quantities for formation of intake leading channels/pipelines, head works, Pressure mains are usually more than 1000 cum having depth of excavation ranging from 2m to 7m, hence such works can not be taken up manually. Therefore he has requested the Government to accord administrative approval for an amount of Rs.579.95 lakhs for Construction and Commissioning ofKopparru L.I. Scheme, on left bank of Gonteru Drain at Matyapuri (V) in Narasapuram Mandal of West Godavari District under state plan funds duly deleting Rs. 5,500/- for jungle clearance from the proposal. 3) Government after careful examination of the matter delete the following provisions in this estimates. Tank/Scheme component provision in sanctioned estimates amount Kopparru Audit charges Rs.4,56,000/- - L.I. Scheme Operation & Maintenance Charges ------------------- Rs. 60,000/- - Evaluation & Monitoring Charges ------------------ Rs.5,78,000/- - Vetting of structural designs ------------------ Rs. 1,00,000/- - Non-Refundable fee payable to SE/IC Eluru -- Rs.3,72,000/- - Laying of foundation stone and for inauguration Rs. 1,00,000/- - 4) Accordingly, Government hereby accord administrative approval for Rs.563.315 lakhs (Rupees Five hundred sixty three lakhs thirty one thousand and five hundred only) out of which Rs.563.26 lakhs shall be met out of Normal State Funds available with A.P. State Irrigation Development Corporation Limited, for Construction and Commissioning of Kopparru L.I. Scheme, on left bank of Gonteru drain at Matsyapuri (V) in Narasapuram Mandal of West Godavari District. (Conted..Page...3) ::3:: 5) The amount sanctioned in para ( 4 ) shall be debited under the Head of Account “4702-MH-101-GH-11 NSP-SH(15) L.I. works – 530/531 OE”. 6) The Rural Development Department have agreed to include the Jungle clearance work components under the shelf of project for taking up it under MGNREGP. Hence expenditure for the remaining amount of Rs. 5,500/- for the component of Jungle clearance shall be met from out of the MGNREGP funds. 7) The Vice Chairman & Managing Director, A.P. State Irrigation Development Corporation Limited, Hyderabad shall take further action accordingly. 8) This orders issues with the concurrence of Finance (Expr.PW) Department vide U.O. Note No.31589/981/A1/Exp.PW/2011, dated 7.12.2011 and PR & R D (RD) Department vide their U.O. No. 3516/RD-II/ A1/ 12, dated:16.02.2012.
