GOVERNMENT OF ANDHRA PRADESH ABSTRACT APSIDC – Nalgonda District - Construction & Commissioning of L-16 LIS on NSLBC near Pacharigadda H/O Dondavarigudem Village, Miryalaguda Mandal, Nalgonda District”– Administrative Approval for Rs.406.50 lakhs – Accorded – Orders – Issued. = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = IRRIGATION & CAD (MI T) DEPARTMENT G.O.Rt.No. 198 Date:18.2.2012 Read the following:- 1) From the Vice Chairman & Managing Director, APSIDC Ltd Letter No.IDC/MD/SE/Tech/L-16 LI Scheme/11-12/2304, dated 6.9.2011 2) From the Vice Chairman & Managing Director, APSIDC Ltd Letter No.IDC/MD/SE/Tech/L-16 LI Scheme/11-12/3465, dated 26.11.2011 @@@ ORDER: In the letter 1st read above, The Vice Chairman & Managing Director, APSIDC Ltd has submitted an estimate for the work “Construction & Commissioning of L-16 Lift Irrigation Scheme on NSLBC near Pacharigadda H/O Dondavarigudem Village, Miryalaguda Mandal, Nalgonda District” stating that the scheme is proposed for irrigating 1152 Acres as a separate LI Scheme from the existing L-15 & L-16 Scheme which was commissioned during 1975, as the water is not reaching to tail end ayacut since last (10) years. The estimate is prepared with current SSR 2011-12 with latest cement and steel rates to accord administrative approval for Rs.420.00 lakhs under Normal State Plan funds of APSIDC for the year 2011-12 under Head of Account “4702-101-11-15-530, 531”. Hence the VC & MD has requested to accord administrative approval for Rs.420.00 lakhs for the above work under Normal State Plan. 2. In the letter 2nd read above, the Vice Chairman & Managing Director, APSIDC Ltd has stated that the work of site clearance and the works in approach road for a value of Rs.80,780/- could be taken up under MGNREGP duly following the procedure. For the balance components, the labour component involved is 1.38% of total cost of LI Scheme works. The quantities for formation of intake leading channels / pipelines, head works, pressure mains are usually more than 1000 cum having depth of excavation ranging from 2m to 5m. Hence such works could not be taken up manually. The working season for execution of LI Scheme works will be 3 to 5 months only in a year as there is no provision for land acquisition / compensation of crops etc in the estimates. All the LI Schemes are to be completed within 2 years period. Hence, the VC & MD has requested to accord administrative approval for Rs.419.19 lakhs for the above work under State Plans funds duly proposing an amount for Rs.80,780/- for the component of site clearance & approach road to be taken up the work under MGNREGP. 3. Government, after careful examination of the matter, revise estimate of the following:- a) The financial provision for the following components has been restricted for the above LI Scheme as per G.O. No.205, I & CAD (MI IV) Department, dated 3.12.2008 as per details shown below: Scheme Component Provision in Sanctioned Estimate amount L-16 LIS Survey & Rs.8,00,000/- Rs.4,03,200/- Investigation charges (PTO)2 The following provisions in the estimates have been deleted. Scheme Component Provision in Sanctioned Estimate amount L-16 LIS Audit charges Rs.3,28,000/- - Operation & Maintenance Rs.1,80,000/- - charges Evaluation & Monitoring Rs.4,12,000/- - charges 4. Accordingly, Government, after careful examination of the matter, hereby accord administrative approval for Rs.406.50 lakhs (Rupees four hundred six lakhs and fifty thousand only) for the work -“Construction & Commissioning of L-16 Lift Irrigation Scheme on NSLBC near Pacharigadda H/O Dondavarigudem Village, Miryalaguda Mandal, Nalgonda District”, Out of which an amount of Rs.405.69 lakhs shall be debitable to the Head of Account “4702 COL on M.I. – MH 101 - GH 11 Normal State Plan – SH (15) – L.I. works – 530 Major Works / 531 Other Expenditure” 5. The Rural Development Department have agreed to include the component of site clearance and approach road under shelf of project for taking up it under MGNREGP. Hence, the remaining amount of Rs.0.81 lakhs for the component of site clearance and approach road shall be proposed under MGNREGP funds in consultation with Rural Development Department 6. The Vice Chairman & Managing Director, APSIDC Ltd shall take further action accordingly. 7.
