G.O.Rt.No.4260, Finance ( Exp.I&C) Department, dated 02-12-2011. *** O R D E R:- In the reference first read above, the Commissioner, Handlooms & Textiles and Apparel Export Parks, and Commissioner for Apparel Export Parks, Andhra Pradesh, Hyderabad has stated that the Additional Development Commissioner for Handlooms, New Delhi has conveyed the Corrigendum for the original sanction order issued in his letter Rc.No.1/1/AP/2007, DCH/I.H.D.S./(C)/ Sanction/Phase-II, dt: 28.02.2011, and amended the project outlay of Puttapaka Handloom Cluster in Nalgonda District being implemented by M/s. Craft Council of Andhra Pradesh, Hyderabad (NGO). 2. Further added that the Additional Development Commissioner for Handlooms, New Delhi has also conveyed sanction of the President to release a sum of Rs.7,90,000/- towards 2nd instalment of Central Share under grant component to the Government of Andhra Pradesh for setting up a Common Facility Centre in Puttapaka Handloom Cluster of Nalgonda District sanctioned during the year 2007-08 under the Integrated Handloom Development Scheme as detailed below:- Sl.No. Name of the Cluster Name of the Amount to be Implementing released as part Agency of the 2nd installment Rs. 1. The Commissioner, Handlooms & Textiles and Apparel Export Parks, and Commissioner for Apparel Export Parks, Andhra Pradesh, Hyderabad has further stated that, a proposal has been submitted to the State Government for release of Rs.156.619 lakhs towards 2nd instalment of Central Share of grant by the Government of India covering (12) handloom clusters which includes the sum of Rs.13.045 lakhs pertaining to Puttapaka Handloom Cluster of Nalgonda District. As per the sanction made by the Government of India, the Utilization Certificates in GFR-19 (A) have to be submitted to the Development Commissioner for Handlooms, New Delhi with in a period of (12) months. Further with out submission of Utilization Certificates, the Development Commissioner for Handlooms, New Delhi will not consider further releases under the Integrated Handloom Development Scheme (I.H.D.S.) An amount of Rs.1130.00 lakhs has been provided in the Budget Estimates 2011-12 under Central Plan under the Head of Account “2851-103-10-57-310-312” under the Integrated Handloom Development Scheme (I.H.D.S.). (PTO)-2- 4. The Commissioner, Handlooms & Textiles and Apparel Export Parks, and Commissioner for Apparel Export Parks, Andhra Pradesh, Hyderabad has therefore requested the Government to release the Central Grant of Rs.7,90,000/- duly providing an additional amount as the proposals to a tune of Rs.1297.6075 lakhs has already been submitted as against the Budget Provision of Rs.1130.00 lakhs for the year 2011-12 under the Head of Account “2851 – Village and Small Industries – MH (103) – Handloom Industries – G.H.10 – Centrally Sponsored Schemes – S.H. (57) – Integrated Handloom Development Scheme – 310 – Grants-in-aid – 312 – Other Grants-in-aid”. The Commissioner, Handlooms & Textiles and Apparel Export Parks, and Commissioner for Apparel Export Parks, Andhra Pradesh, Hyderabad has also requested the Government to authorize him to draw and disburse the said amount of Rs.7,90,000/- to M/s. Craft Council of Andhra Pradesh, Hyderabad being the Implementing Agency under Central share of grant component sanctioned under the Integrated Handloom Development Scheme (I.H.D.S.) to Puttapaka Handloom Cluster being the part of 2nd installment released for setting up of Common Facility Centre in Puttapaka Handloom Cluster. 5. After careful examination, and keeping in view of the B.R.O. issued by the Finance Department in the reference 2nd read above, Government have decided to sanction an amount of Rs.7,90,000/- (Rupees Seven Lakhs and Ninty Thousand only) as Central share of grant component towards Puttapaka Handloom Cluster, Nalgonda as 2nd instalment for setting up of Common Facilitate Centre under Integrated Handloom Development Scheme for the year 2007-08. 6. Accordingly, Government hereby accord sanction for an amount of 7,90,000/- (Rupees Seven Lakhs and Ninty Thousand only) as Central share of grant component towards Puttapaka Handloom Cluster, Nalgonda as 2nd instalment for setting up of Common Facility Centre under Integrated Handloom Development Scheme, for the year 2007-08. 7. The expenditure shall be met from the following Head of Account:- "2851 - Village and Small Industries. MH -103- Handloom Industries. Schemes included in the plan G.H.10 – Centrally Sponsored Schemes SH (57) – Integrated Handloom Development Scheme (I.H.D.S.) 310 - Grants-in-aid 312 - Other Grants-in-aid. 8. The Director, Handlooms & Textiles and Apparel Export Parks, Andhra Pradesh, Hyderabad is authorized to draw and disburse the same to M/s Craft Council of Andhra Pradesh, Hyderabad being the implementing Agency, as sanctioned by the Government of India. 9. This order issues as per the Budget Release Order issued vide G.O.Rt.No. 4260, Finance ( Exp.I&C) Department, dated 02-12-2011 and with the concurrence of Finance (Exp.
