O R D E R:
In the Memo. 1st read above, the Transport Commissioner, Andhra
Pradesh, Hyderabad has initiated departmental proceedings against Sri C.
Ramesh, on the allegation that while he was working as Deputy Transport
Commissioner, Guntur committed grave misconduct in as much as he
engaged private persons as agents to collect illegal gratification from the
public and was responsible for the amount found with them and in the office
collected on behalf of him and his staff and he did not supervise the office
staff and maintain of office records properly and he failed to maintain
absolute integrity and violated the provisions of A.P.C.S.(Conduct) Rules,
1964 and Circular Memo.No.3/15153/V3/1998, Dated 15.02.2007 of
Transport Commissioner, Andhra Pradesh, Hyderabad.
2. In his representation 2nd read above, Sri C.Ramesh, while denying the
charge, has, inter-alia, requested to drop further action against him in the
interest of justice keeping in view the stated circumstances and his efforts in
improving the revenue targets and keeping in view the possible steps taken
by him by giving instructions from time to time.
3. In his letter 3rd read above, the Transport Commissioner, Andhra
Pradesh, Hyderabad has stated that Sri C.Ramesh, the Deputy Transport
Commissioner has taken up concrete steps to streamline the working of the
office and has taken several measures to control the unauthorized agents in
the office by strengthening help desks; that he exhibited the Citizens charter
in the offices, implemented the timings for receipts of applications,
reservation numbers etc.; that he has good record of achieving the targets
fixed for the Districts; that the surprise check conducted by ACB took place
on 17.10.2008 in the Office of the Deputy Transport Commissioner, Guntur
after 5.30 P.M. and that he was not in the office during the day time and he
was attending a meeting held by the District Collector in the morning and
visited unit office Tenali in the afternoon and discussed with the house owner
about the generator installation in the Unit Office and returned to the office
at about 5.10 P.M. to attend the urgent work since no RTO was there in the
office and for whatever had taken place in his absence, he cannot be held
responsible and his contentions merit consideration and, therefore,
recommended to drop further action against him.

4. Government after careful examination of the matter, have decided to
drop further action against Sri C.Ramesh, Deputy Transport Commissioner.
6. Accordingly, Government hereby drop further action against Sri C.
Ramesh, Deputy Transport Commissioner in the matter.
7. The Transport Commissioner, Andhra Pradesh, Hyderabad shall take
further action accordingly.
