O R D E R:-
It was brought to the notice of the Government that (1) Sri G.S.
Raj Kumar, the then EE (R&B), and (2) Sri K.Suresh, the then Dy.EE
(R&B), committed certain irregularities in construction of Bala Jyothi
School near Golkonda Fort, Hyderabad.
2) On the directions of Government, the Engineer-in-Chief (R&B)
Admn., framed articles of charges against them, in the reference 2nd
read above; and they submitted their written statement of defence,
which were not convincing.
3) Therefore, an inquiry was ordered, vide reference 3rd read
above; the Inquiry Officer submitted his Inquiry Report holding the
charges against (1) Sri G.S.Raj Kumar, as not proved; and, in respect
of (2) Sri K.Suresh, three charges as not proved and one charge as
partly proved; a copy of inquiry report was communicated to the
Charged Officers, vide reference fifth read above; and, they submitted
their written representations, in the reference sixth and seventh read
above, respectively.
4) Government, after careful examination of the matter, have
accepted the findings of the Inquiry Officer in respect of (1) Sri G.S.
Raj Kumar; and, in respect of (2) Sri K.Suresh, it is observed that he
could have got another Dy.EE outside the APSHC to do the check
measurement; but, decided on the irregular way of both measurement
and check measurement by himself, against codal provisions; and,

hence, decide to drop further action against (1) Sri G.S.Raj Kumar, the
then EE (R&B), now SE (R&B) Retired; and, to impose a censure
against (2) Sri K.Suresh, Dy.EE.
5) Accordingly, Government hereby drop further action against
(1) Sri G.S. Raj Kumar, the then EE (R&B), now SE (R&B) (Retired on
31.05.2007); and, impose a penalty of censure on (2) Sri K.Suresh,
the then Dy.EE, OD with Housing Cell, Collectorate, Hyderabad, now
I/c.Dy.SE (R&B), Head Quarters Circle, Hyderabad.
6) The Engineer-in-Chief (R&B) Administration & National
Highways, A.P., Hyderabad shall take necessary further action
accordingly.
