ORDER:
In the letter 1st read above, the Vice Chairman & Managing Director,
APSIDC Ltd, has submitted an estimate for the work “Construction of
Mudimanikyam LI Scheme on Krishna River near Mudimanikyam (V) in
Damercherla (M) of Nalgonda District” stating that the scheme is proposed on
Left Bank of Krishna River to irrigate an ayacut of 662 Acres belonging to small
and marginal farmers of Mudimanikyam and Adavidevulapally villages. The
ENC (AW) has accorded Hydrological Clearance for utilization of 28.80 Mcft of
water to irrigate an ayacut of 662 acres. The estimate is prepared with SSR
2010-11 with revised rates of cement and steel rates for the month of April
2011. Hence the VC & MD has requested to accord administrative approval
for Rs.646.20 lakhs under Normal State Plan funds of APSIDC for the year
2011-12 under Head of Account “4702-101-11-15-530, 531”
2. In the letter 2nd read above, the Vice Chairman & Managing Director,
APSIDC Ltd has stated that the work of site clearance and the works in
approach road for a value of Rs.8, 46,858/- could be taken up under
MGNREGP duly following the procedure. For the balance components, the
labour components involved is 0.84% of total cost of LI Scheme works. The
quantities for formation of intake leading channels / pipelines, head works,
pressure mains are usually more than 1000 cum having depth of excavation
ranging from 2m to 10m. Hence such works could not be taken up manually.
The working season for execution of APSIDC LI Scheme works will be 3 to 5
months only in a year as there is no provision for land acquisition /
compensation of crops etc in the estimates. All the LI Schemes are to be
completed within 2 years period. Hence, the VC & MD has requested to accord
administrative approval for Rs.637.73 lakhs for the above work under State
Plans funds duly proposing of an amount for Rs.8,46,585/- for the component
of site clearance & approach road to be taken up the work under MGNREGP.

3. Government, after careful examination of the matter, revises the
estimate of the following:
The financial provisions for the following components have been
restricted as per details shown below:

.4. Accordingly, Government, hereby accord administrative approval for
Rs.621.087 lakhs (Rupees six hundred twenty one lakhs eight thousand and
seven hundred only) for the work “Construction of Mudimanikyam LI Scheme
on Krishna River near Mudimanikyam (V) in Damercherla (M) of Nalgonda
District”
5. Out of the amount sanctioned in para 4 above, an amount of
Rs.612.617 lakhs shall be debitable to the Head of Account "4702 COL on MI –
MH (101) – GH – (11) Normal State Plan SH (15) - L.I Works - 530 Major
Works / 531 Other Expenditure”
6. The Rural Development Department have agreed to include the work of
site clearance & approach under shelf of project for taking up it under
MGNREGP. Hence, the remaining amount of Rs.8.47 lakhs for the component
of site clearance & approach road shall be proposed under MGNREGP funds
duly including it in the Shelf of Projects in consultation with Rural Development
Department
7. The Vice Chairman & Managing Director, APSIDC Ltd, Hyderabad shall
take further action accordingly.3
8. This order issues with the concurrence of Finance (Expr.PW)
Department vide their U.O.No.35164 /1074 / A1 / Expr.PW / 2011, dated
12.1.2012 and PR & RD (RD) Department vide their
U.O.No.4052 / RD.II / A1 / 12, dated 24.2.2012.
