ORDER:-
It was brought to the notice of the Government that Sri J.
Chandra Babu, the then Divisional Accounts Officer(W), Grade II, R&B
Division, Bhimavaram (now Retd.), made advance payment for supply of
geosynthetic material and also made unauthorized advance payment to the
contractor for granular fill material and facia panels without any permission
and also without backing of agreement in respect of the work of
“Construction of ROB in lieu of existing level crossing No.23 of Railway KM
21/10-11 of Bhimavaram – Narsapur Section in Palakollu Municipal limits of
Palakollu town in Bhimavaram – Palakollu road at KM 22/0 + 71 M” in West
Godavari District, in the year 2005.
2. As per the directions of the Government, vide reference 2nd read above,
the Finance (Works & Projects) Dept. framed Articles of charges against Sri J.
Chandra Babu, the then Divisional Accounts Officer(W), Grade II, R&B
Division, Bhimavaram (now Retd.) for the above said lapses /irregularities.
3. After examining the matter, Sri M. Samba Murthy, JDWA, Dowlaiswaram
(now DFA) was appointed as Inquiry Officer, to inquire into the charges
framed against Sri J. Chandra Babu, the then Divisional Accounts Officer(W),
Grade II, R&B Division, Bhimavaram (now Retd.)
4. After conducting inquiry, Sri M. Samba Murthy, JDWA, Dowlaiswaram
(now DFA) submitted his Inquiry report, vide letter 4th read above. In his
report, the Inquiry officer has held that the charges framed against Sri J.
Chandra Babu, the then Divisional Accounts Officer(W), Grade II, R&B
Division, Bhimavaram (now Retd.) are ‘not proved’.

5. After careful examination of the matter, Government have decided to
agree with the findings of the Inquiry officer and to drop further action
against Sri J. Chandra Babu, the then Divisional Accounts Officer(W), Grade
II, R&B Division, Bhimavaram (now Retd.).
6. Accordingly, Government hereby drop and close further action against
Sri J. Chandra Babu, the then Divisional Accounts Officer(W), Grade II, R&B
Division, Bhimavaram (now Retd.) for his lapses/ irregularities in respect of
the work of “Construction of ROB in lieu of existing level crossing No.23 of
Railway Km 21/10-11 of Bhimavaram - Narasapur Section in Palakollu
Municipal limits of Palkakollu town in Bhimavaram - Palakollu road at Km 22/0
+ 71M” in West Godavari District.
7. The Finance (Works & Projects) Dept. shall take further necessary action
accordingly.
