Scheme on Right Bank of Wyra River in Bonakal Mandal, Khammam District – Administrative Approval for Rs.48.09 lakhs – Accorded – Orders – Issued. = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = IRRIGATION & CAD (MI T) DEPARTMENT G.O.Rt.No. 246 Date:3.3.2012 Read the following:- 1) From the Vice Chairman & Managing Director, APSIDC Ltd Letter No.IDC / MD / Tech / Rayanapeta-II LI Scheme / 2010-11 / 1998, Dated 17.8.2011. 2) From the Vice Chairman & Managing Director, APSIDC Ltd Letter No.IDC / MD / Tech / Rayanapeta-II LI Scheme / 2011-12 / 3658, Dated 8.12.2011. @@@ ORDER: In the letter 1st read above, the Vice Chairman & Managing Director, APSIDC Ltd has submitted an estimate for Rs.49.80 lakhs for the work “Construction & Commissioning of Rayanapeta-II L.I. Scheme on Right Bank of Wyra River in Bonakal Mandal, Khammam District” stating that the scheme proposed to irrigate an ayacut of 62 acres of Rayanapeta Village. Hydrological Clearance with utilization of 2.25 Mcft of water was accorded by the ENC (IW). The beneficiaries under this scheme are small and marginal farmers. The scheme will benefit 60 Nos of small and marginal farmers in which 26 Nos of beneficiaries belong to SC who are more than 40% under these LI Scheme beneficiaries. Hence, he has requested to accord administrative approval for the above scheme under SCP. 2. In the letter 2nd read above, the Vice Chairman & Managing Director, APSIDC Ltd has stated that the work of jungle clearance for a value of Rs.0.05 lakhs could be taken up under MGNREGP duly following the procedure. Further, the balance components, the labour component involved is 13.68 % of total cost of the L I scheme works. The quantities for formation of intake leading channels/pipelines, Head works, Pressure Mains are usually more than 1000 cum having depth of excavation ranging from 2m to 10m. Hence, such works could not be taken up manually. The working season for execution of Lift Irrigation Schemes works will be 3 to 5 months only in a year, as there is no provision for land acquisition/compensation of crops etc., in the estimates. All the Lift Irrigation Schemes are to be completed within 2 years period. Hence, the Vice Chairman &2 Managing Director, APSIDC Ltd has requested to accord administrative approval for Rs.49.80 lakhs for the above work under SCP duly proposing an amount of Rs.0.05 lakhs for the component of jungle clearance to be taken up under MGNREGP. 3. Government, after careful examination of the matter, revise the estimate of the following:- a) The financial provision for the following components has been restricted for the above Lift Irrigation Scheme as per G.O. No.205, I & CAD (MI IV) Department, Dated 3.12.2008 as per details shown below: Scheme Component Provision in Sanctioned Estimate amount Rayanapeta-II Survey Rs.91,000/- Rs.21,700/- LI Scheme &Investigation charges b) The following provisions in the estimates have been deleted. Scheme Component Provision in Sanctioned Estimate amount Rayanapeta-II Audit charges Rs.32,000/- - LI Scheme Operation Rs.20,000/- - Maintenance charges Evaluation & Rs.49,000/- - Monitoring Charges 4. Accordingly, Government, after careful examination of the matter, hereby accord administrative approval for Rs.48.09 lakhs (Rupees forty eight lakhs and nine thousand only) for the work “Construction & Commissioning of Rayanapeta-II L.I. Scheme on Right Bank of Wyra River in Bonakal Mandal, Khammam District”. Out of Rs.48.09 lakhs, an amount of Rs.48.04 lakhs shall be debitable to the Head of Account “4702 – MH 101 – GH (11) – SH (50) SCP for SCs – 530 Major Works / 531 Other Expenditure” 5. The Rural Development Department have agreed to include the component of jungle clearance under shelf of project for taking it under MGNREGP. Hence, the remaining amount of Rs.0.05 lakhs for the component of jungle clearance shall be proposed under MGNREGP funds duly taking it under shelf of project in consultation with Rural Development Department3 6. The Vice Chairman & Managing Director, APSIDC Ltd shall take further action accordingly. 7. This order issues with the concurrence of Finance (Expr.PW) Department vide their U.O.No.0541/18/Expr.PW/A1/12, Dated 23.1.2012 and PR & RD (RD) Department vide their U.O.No.5012/RD.II/A1/2012, Dated 1.3.2012.
