Read the following:: 1.GO.Ms.No.175, TR & B (R.II) Department, Dt.10.10.2003. 2.From the ENC (R&B) CRF & Bldgs., Lr.No.CRF/DCE/(CRF)/EE(CRF)/ DEE-1(CRF)/AEE3/VSP/2010-11, Dt.18.11.2011. -:o0o:- O R D E R: 1. In the Government Order 1st read above, Government have accorded Administrative Sanction for an amount of Rs.596.85 lakhs under CRF Phase-II with Job No.CRF-AP-203-04, for the work “Construction of HLB across river Sarada near Ganaparthi at KM 3/0-4 of Narsingapalli –Kondakarla JN., road in Visakhapatnam District 2. In the reference 2nd read above, the ENC(R&B) CRF & Bldgs., has reported that the cost of the project is increased due to change in SSR rates from 2003-04 to 2006-07 for the reasons to delay in LA and finalization of tenders and also subsequent inclusion of Over Head Charges & Contractors profit for Road and Bridge Works in the data. Subsequently the said work was again re-casted with SSR 2006-07 and technically approved for Rs.710.00 lakhs, limiting to technical sanction to Rs.596.85 lakhs & against Administrative sanction, duly allowing Municipal Area Allowance @ 20% extra with SSR 2006-07, and tenders were invited. In response the lowest tender of M/s Vardhman Constructions, Visakhapatnam quoted at 1.5% less than the ECV with SSR 2006-07, agreement was concluded and the work is completed. The SE., Visakhapatnam has further, submitted an estimate for Rs.733.00 lakhs stating that certain deviations were found necessary during the execution of the work. 3. Further, he has informed that as per CRF guidelines, extra financial involvement beyond 10% of Administrative Sanction amount is to be borne by the State Government. The increase in the cost is due to change in SSR rates from SSR 2003-04 to SSR 2006-07 because of delay in LA and finalization of tenders and also subsequent inclusion of OH charges and CPs for Road and Bridge works in the data as per GO. He has therefore requested the Government to accord revised Administrative sanction for the said work for an amount of Rs.733.00 lakhs along with permission to meet the additional expenditure of Rs.76.465 lakhs under “5054-04-MH-800-GH-11-SH(04)-530-531, as the work is completed and final bill is to be paid to the agency, to avoid contractual litigations. 4. Government after careful examination of the matter, hereby accord Revised Administrative Sanction for an amount of Rs.733.00 lakhs (Rupees Seven hundred and thirty three lakhs only) against the original Administrative Sanction of Rs.596.85lakhs, along with permission to meet the additional expenditure of Rs.76.465 lakhs (ie., 733.00 lakhs – 656.535lakhs) over and above 10% of MoRTH, approval beyond the reimbursable amount of MoRTH for the work “Construction of HLB across river Sarada near Ganaparthi at KM 3/0-4 of Narsingapalli – Kondakarla JN., road” in Visakhapatnam District. 5. The expenditure sanctioned in para (3) above shall be debited to the Head of account under “5054-04-MH-800-GH-11-SH(04)-530-531”. 6. The Engineer-in-Chief (R&B) CRF & Bldgs., Hyderabad shall take necessary action accordingly. He is also instructed that the Departmental officers are not empowered to accord technical approval / technical sanction for the amount over and above the Administrative sanction.6.
