O R D E R:
In the reference 1st read above, departmental Proceedings have been
initiated against Sri G.Sekharaiah, Administrative Officer(Retd.) under the
provisions of A.P.Civil Services (CC&A) Rules, 1991, on the allegation of
irregularities in allotment of Registration of Nos. along with others. In the
reference 2nd read above, the A.O. has submitted written statement of
defence. In the reference 3rd read above, Sri B.Venkateshwarlu, Joint
Transport Commissioner & Secretary, Regional Transport Authority was
appointed as Enquiry Officer and the Enquiry Officer in his report 4th read
above, found that the said procedural irregularities on the part of the charged
officer have caused a presumptive loss of Government revenue to an extent
of Rs.10,000/- by preventing bidding in respect of 2 transactions pertaining
to the reservation of numbers. As such, the Inquiry Officer held that the
charge is proved.
2. In the reference 5th read above, Government have communicated the
enquiry report to Sri G.Sekharaiah, Administrative Officer(Retd.) for his
representation. In the reference 6th read above, the Charged Officer
submitted his representation and requested to drop further action against
him.
3. Government after careful examination of the representation, with
reference to material available on record, decided to impose a penalty of
withholding of 5% pension permanently besides recovery of loss caused
against Sri G. Sekharaiah, Administrative Officer(Retd.).
4. In the reference 7th read above, while indicating the quantum of
punishment, a show cause notice was issued to the Charged Officer under
A.P.Revised Pension Rules 1980, for his representation. In the references 8th
read above, Sri G.Sekharaiah submitted his representation and requested to
drop further action against him.

5. In the reference 9th read above, Government have referred the matter
to the Andhra Pradesh Public Service Commission and the Andhra Pradesh
Public Service Commission have communicated its concurrence on the above
said proposal vide letter 10th read above for imposing a penalty of withholding
of 5% pension permanently besides recovery of loss caused, against Sri G.
Sekharaiah, Administrative Officer(Retd.).
6. Accordingly, Government hereby impose the penalty of withholding of
5% pension permanently besides recovery of loss caused against Sri G.
Sekharaiah, Administrative Officer(Retd.).
6. The Transport Commissioner shall take necessary further action in the
matter.
