TRANSPORT, ROADS & BUILDINGS (R.II) DEPARTMENT G.O.Rt.No. 320 Dated::27.03.2012 Read the following:: 1.GO.Ms.No.53, TR&B (R.II) Dept., Dt.11.03.2008. 2.GO.Rt.No.001 TR&B(R.II) Dept., Dt.01.01.2011. 3.MoSRTH, GOI,Lr.No.17012/50/2007/AP/P7, Dt.22.02.2012. 4.From the ENC (R&B), CRF & Bldgs., Lr.No.55495/K- B/EE(CRF)/DEE1/AEE1/2008, Dt.14.03.2012. -:o0o:- ORDER:: In the GO.1st read above, Government have accorded Administrative sanction for an amount of Rs.922.00 lakhs under ISC Scheme(100%funding of GOI) for the work “Widening & Strengthening of Kurnool-Bellary road from KM 42/0 to 46/6, 52/0 to 55/6 and 86/0 to 93/0” in Kurnool District. 2. In the GO.2nd read above, based on the Revised Administrative approval from MoRTH., GOI, Revised Administrative Sanction have also accorded for an amount of Rs.1206.81lakhs for the said work. 3. In the reference 4th read above, the Engineer-in-Chief (R&B), CRF & Bldgs., , Hyderabad has informed that during execution of the main work certain deviations are found necessary and accordingly as per inspection of Regional Officer, MoRTH., The revised estimate is prepared in accordance with the RO., Hyderabad instructions for Rs.1340.00 lakhs, duly applying the price escalation as per Government Orders inforce and also submitted to the Ministry for approval. Subsequently, in the reference 3rd read above, the MoRTH., GOI has returned the said Revised Estimate proposals un approved, duly informing to bear the excess cost by the State Government which contrary to the ISC norms as per CRF Act. Further, the ENC (R&B) CRF & Bldgs., has informed that the work was completed in all respects with in the stipulated period as per the stipulated mile stones in the agreement, and also requested the Government to (a) address the Ministry for complete reimbursement of Rs.1340.00 lakhs ie., 133.19 lakhs duly according revised, Technical approval and financial sanction as the work is taken up under ISC scheme which is 100% reimbursable as per CRF act. and (b) accord necessary Revised Administrative Sanction for Rs.1340.00 lakhs ie., 133.19lakhs excess over the Revised Administrative Sanction accorded vide GO.Rt.No.001, Dt.01.01.2011 with permission to make payment to the agency as the work is completed duly meeting the excess amount of Rs.133.19lakhs pending acceptance from the MoRTH., to avoid contractual and legal consequences.4. Government, after careful examination of the matter, hereby accord Re-Revised Administrative sanction for an amount of Rs.1340.00lakhs (Rupees One thousand three hundred and forty thousands) in lieu of Revised Administrative Sanction of Rs.1206.81 lakhs, under ISC Scheme(100%funding of GOI) for the work “Widening & Strengthening of Kurnool-Bellary road from KM 42/0 to 46/6, 52/0 to 55/6 and 86/0 to 93/0” in Kurnool District., duly meeting the additional expenditure of Rs.133.19lakhs (1340.00 lakhs – 1206.81lakhs ) initially from State Funds. 5. The Expenditure sanctioned in para (4) above shall be debited to the Head of Account “5054-COL on Roads & Bridges – 04-District and other roads – MH-800-Other Expenditure-GH-11-Normal State Plan, SH(23) Central Road Fund Works– 530-Major Works – 531-Other Expenditure. 6. The Engineer-in-Chief (R&B) CRF & Bldgs., Hyderabad shall take necessary action accordingly. (…2/-) ::2:: 7.
