GOVERNMENT OF ANDHRA PRADESH ABSTRACT Establishment – Irrigation & C.A.D. Department – A.P.E.S. – Appointment of three Senior Technical Officers for three regions of the State, on contract basis, to advice the Government on all technical matters relating to completion of new major and medium irrigation projects – Orders – Issued. -------------------------------------------------------------------------------------------------- IRRIGATION & C.A.D. (SER.II) DEPARTMENT G.O.Rt.No. 322 Dated 19.3.2012. Read: From Hon’ble Minister for Major & Medium Irrigation, Note dated 17.1.2012. << >> ORDER: Government of Andhra Pradesh has taken up Jalayagnam Programme during 2004-2005 to provide additional Irrigation facilities to 100 Lakh acres in the backward and drought prone areas of the State, at an estimated cost of Rs.1,85,785/- crores. It is proposed to take up 44 major and 30 medium irrigation projects, besides 4 flood-bank and 8 delta – modernization projects. Out of these, 13 major medium projects have already been completed at an expenditure of Rs.69,475/- Crores. The Irrigation potential created so far is 20.89 lakh acres, and the remaining projects are under various stages of execution. Government have identified 49 major and medium irrigation projects for completion by 2013- 14 envisaging creation of an I.P. of 33.69 lakh acres. 2. Three (3) advisers, who were all retired Engineers-in-Chief / Chief Engineers were earlier appointed to advise the Government to monitor the Jalayagnam programme’s progress, scrutinize the proposals received from HODs, scrutinize the revised estimates, interpret the clauses in bid- documents and agreements, conciliate with the agencies in respect of the arbitration awards passed by courts etc. However, during 2010-2011, a policy decision was taken by Government to dispose with the services of the then advisers. 3. Not withstanding the same, the need for proper scrutiny and monitoring of technical matters related to the Jalayagnam programme is being increasingly felt. There is an imperative need to have functionaries in place at Government level to objectively assess the technicalities of the Major and Medium projects under progress, and guide the filed engineers in proper direction towards achieving the targets, and to realize the benefits as envisaged. 4. In view of the above position, it has been decided to appoint three (3) Senior Technical Officers as detailed below, for the three regions in the State respectively, on contract basis, for a period of one year, on the terms and conditions parametria to those earlier approved in respect of the three Advisors, as advised by Hon’ble Minister for Major & Medium Irrigation vide reference read above : Sl.No. Name Region 1. Sri B.V.S.Prakasa Rao, Rayalaseema Region Engineer-in-Chief (Retired) Each officer on appointment as Senior Technical Officer shall be paid and provided the following: 1. Lumpsum remuneration of Rs.40,000/- per month. 2. Hired Vehicle as per the rates prescribed by government from time to time 3. Telephone/Mobile Phone facility at office and residence as per the Government norms 4. TA and DA on official tours including tours to New Delhi as per the entitlement in the post last held 5. The expenditure on salary and other facilities mentioned above shall be incurred from relevant budget Head of Account. 5. The Engineer-in-Chief (AW), I&CAD Department, Hyderabad / the Irrigation (IW.OP / Projects.OP / Projects-Claims) Department are requested to take necessary action in the matter. 6.
