TRANSPORT, ROADS & BUILDINGS (R.II) DEPARTMENT G.O.Rt.No. 323 Dated::28.03.2012 Read the following:: 1.GO.Ms.No.110, TR&B (R.II) Dept., Dt.14.05.2007. 2.ENC(R&B)Admn., & NH.Lr.No.49745/EE/(TEC)/TA16/AEE(CRF)/2005 Dt.26.05.2011. 3.Lr.No.6250/R.II(2)/2011, Dt.25.08.2011, addressed to MoRTH., GOI. 3.ENC(R&B) Bldgs., & CRF.Lr.No.49745/EE(TEC)/TA16/AEE(CRF)/2005, Dt.03.01.12, along with MoRTH.,GOI Lr.No.RW/NH-17012/38/2006/AP/P7 Dt.10.01.2012 and RW/NH-28014/61/2007/AP/P7(Vol.II), Dt.17.01.2012. -:o0o:- ORDER:: In the GO.1st read above, Government have accorded Administrative sanction under EI scheme, for an amount of Rs.1099.21 lakhs (ie., 549.60 as GOI share and 549.61lakhs AP.State share) for the work “Improvements to Vemulawada – Korutla road from KM 0/0 to 29/0 in Karimnagar Dist., vide Job.No.E&I-AP-2007-007. 2. In the reference 2nd read above, the ENC(R&B) has stated that during execution, the SE (R&B) Karimnagar has proposed BM 50mm thick on Central Carriageway in lieu of the 125mm layer in the sanctioned estimate. As per the site conditions and necessity the change of specification was agreed. The RO, MoRTH., Hyd., had also recommended the change in specification to Ministry for ratification of change in the scope of work and approval. Duly complying the such commitments viz., (a) Providing BM50mm & track coat on central carriageway (b) VAT difference, (c) excess TP, (d) excess price adjustment, (e) difference in seignorage charges, the working estimate worked out to Rs.1264.00, Further, the ENC(R&B), has also requested the Government to address Ministry towards 50% of the share ie., Rs.632.00lakhs against Rs.549.60 lakhs. Accordingly, in the reference 3rd cited, the Ministry was addressed for revalidation of sanction orders / change in scope of work, specification and approval of revised estimates for Rs.632.00 lakhs towards Central share for the said work. 3. In the reference 4th cited, the ENC(R&B), together with Ministry letters Dt.10.01.2012 & 17.01.2012, has stated that the Ministry has informed that any excess of Ministry’s share of 50% of sanctioned cost ie., Rs.549.60lakhs, has to be borne by the State Government from their own resources and shall be approved by the State Government itself. As such the revised State share is worked out to Rs.714.39lakhs as against Rs.549.61lakhs. As per Administrative approval an amount of Rs.164.78 lakhs (714.40lakhs – 549.61lakhs) is excess. Further he has informed that the Ministry has approved the revalidation of the said work vide Ministry’s letter Dt.17.01.2012. As such, he has requested the Government to accord revised administrative sanction for an amount of Rs.1263.99 lakhs (with central & state shares as Rs.549.60 lakhs and Rs.714.39lakhs respectively), in lieu of original Administrative sanction of Rs.1099.21lakhs, (with central and state share as 549.60 lakhs and 549.61lakhs respectively) for the said work. 4. After careful examination of the matter, Government hereby accord Revised Administrative sanction for an amount of Rs.1263.99 lakhs (Rupees One thousand two hundred six three lakhs and ninety nine thousands) with central and state share as Rs.549.60lakhs and 714.39lakhs respectively, in lieu of original Administrative Sanction of Rs.1099.21 lakhs, (with central and state share as 549.60 lakhs and 549.61 lakhs) under E&I Scheme for the work “ improvements to Vemulawada – Korutla road from KM 0/0 to 29/0” in Karimnagar District. 5. The expenditure sanctioned in para (4) above shall be debited to the following Head of Account “5054-COL on Roads & Bridges, 04-District and Other roads, MH-800 – Other expenditure - GH-11 – Normal State Plan, SH(23)-Central Road Fund Works-530-Major Works, 531-Other expenditure”.::2:: 6. The Engineer-in-Chief (R&B) Bldgs., & CRF.,Hyderabad shall take necessary action accordingly. 7. This orders issues with the concurrence of Finance (Expr.PW) Department, vide their UO.No.6753/272/A2/Expr.PWD/12, Dt.19.03.12.
