Shankar, the then Motor Vehicle Inspector under suspension on the allegation of demand and acceptance of bribe. Subsequently, he was reinstated into service vide Proceedings 3rd read above. 2. In the letter 2nd read above, Sri V.Shankar was placed before the Tribunal for Disciplinary Proceedings on his defence to conduct an enquiry into the above said allegation. 3. The Tribunal for Disciplinary Proceedings has framed the following three charges against Sri V.Shankar:-- 1) that Sri V.Shanker, while working as MVI O/o. RTO Uppal (East) Ranga Reddy District actuated by corrupt motive and in abuse of official position demanded a bribe of Rs.700/- from the complainant Sri K.Gopal Reddy for doing an official favour in inspecting the new lorry of the complainant for registration and issue of Fitness Certificate and the bribe amount was accepted by Sri Vinay Kumar (Private Asst.) on his directions and thereby he is guilty of misconduct within the meaning of Rule 3 of APCS (Conduct) Rules, 1964 r/w Rule 2(b) of the APCS (DPT) Rules, 1989 framed under the APCS (DPT) Act, 1960 as amended in 1993. 2) that Sri V.Shanker, while working as MVI O/o. RTO Uppal (East) Ranga Reddy District failed to maintain absolute integrity and discipline by engaging private person and thereby placed his official position under a kind of embarrassment and thereby has exhibited lack of integrity, devotion to duty, conduct unbecoming a member of Govt.Servant and contravened Rule 3(1) & (3) APCS (Conduct) Rules, 1964 r/w Rule 2(b) of the APCS (DPT) Rules, 1989 framed under the APCS (DPT) Act, 1960 as amended in 1993. 3) that Sri V.Shanker, while working as MVI O/o. RTO Uppal (East) Ranga Reddy District has not submitted APRs for the year 2005 to the Competent Authority and thereby exhibited lack of integrity, devotion do duty, conduct unbecoming a member of Govt.Servant and contravened Rule 9(7) of APCS (Conduct) Rules, 1964 r/w Rule 2(b) of the APCS (DPT) Rules, 1989 framed under the APCS (DPT) Act, 1960 as amended in 1993. The Tribunal for Disciplinary Proceedings has conducted a detailed enquiry and submitted its report in TEC No.9/2008 through letter 4th read above duly holding that the Prosecution miserably failed to prove all the three charges framed against Sri V.Shankar and thus the Charged Officer is entitled for full exoneration of all the three charges. 5. Government after careful examination of the enquiry report, submitted by the Tribunal for Disciplinary Proceedings, have decided to accept the findings of said Tribunal and to drop further action against Sri V.Shankar, now Regional Transport Officer. 6. Accordingly, Government hereby drop further action against Sri V. Shankar, Regional Transport Officer in the matter. 7. The Transport Commissioner, Andhra Pradesh, Hyderabad is requested to take necessary further action in the matter.
