From the CE, N.S.Project,Hill colony,Nalgonda Dist. lr.No. CE /NSP /OT.4 /AEE.4/5253/77/Vol.44 dated. 09-01-2012 *** ORDER: In the reference 1st read above, the Chief Engineer, NS Project, Nalgonda has stated that the beneficiaries of Sunyapahad (V) in Nereducherla (M) of Nalgonda District have represented for providing Lift Irrigation scheme on Musi River near Sunyapahad village, Nereducherla Mandal, Nalgonda District for providing Irrigation facilities to an extent of 959.55 Acres of Sunyapahad and janpahad villages. The proposed ayacut is localized under the N.S.L.B.C. command area in R- 12 Minor of Janpahad Major of N.S.L.B.C. Being the tail end area to the above minor, this ayacut has not been receiving water since 20years.The Superintending Engineer, N.S.L.B.C. O&M Circle, Miryalaguda has recommended for delocalization of the above ayacut. Further,the Superintending Engineer has stated that , the canal under the proposed delocalization area is not covered under modernization programme. The Tahsildar, Nereducherla (M), Nalgonda District has certified that, the above lands are not being cultivated since 20 years being tail end lands. The District Collector,Nalgonda has also accorded concurrence for sending proposals to Government for delocalization of ayacut and for taking up of L.I. Scheme on Musi River near Sunyapahad village for Irrigating 959.55 Acres under the above seheme. The beneficiaries of Sunyapahad (V) have submitted a consent letter to the Executive Engineer, A.P.S.I.D.C., Miryalaguda to delocalize the said ayacut from Nagarjunasagar Project Command. The Chief Engineer, Minor Irrigation , Hyderabad in earlier cases has stated that the Chief Engineer, IS & WR, Hyderabad desired that the Hydraulic clearance may be issued only after obtaining ‘ No objection Certificate’ from the Government for delocalizing the ayacut. The length of tail end of R-12 minor of Janpahad major is about 8 kms . Most of the above ayacut lies on upper reaches of canal and it is difficult to get it stabilized even after the modernization of canal. In as much as most of the ayacutdars are S.T.’s and marginal farmers, they have opted to get the ayacut delocalized from N.S.P., and intend to get a separate Lift Irrigation Scheme for their fields.Hence the CE,NSP, Nalgonda has informed that there is ‘NO OBJECTION’ for delocalization of the ayacut under R- 12 minor of Janpahad Major from N.S.P. Command area as it is not in receipt of NSP Water. 2. In the reference 2nd cited,the Project Director, PPMU, APWSIP , Hyderabad has informed that the A.P. Water Sector Improvement Project is taken up to rehabilitate and modernize the existing N.S. Canal System. No Provision is provided in the project to take up the new Lift irrigation Scheme. Hence, it is not possible to take up the L.I. Scheme. As reported by the ChiefEngineer, Nagarjunasagar Project in his letter dated: 26-03-2011, the above L.I. Scheme is relevant and required even after modernization of N.S.P. is completed , since most of the ayacut under proposed L.I. Scheme lies in the upper reaches of N.S. canal system. 3. The Chief Engineer , Nagarjunasagar Project, Nalgonda in the reference 3rd read above,has informed that the Superintending Engineer, NSLBC,O&M Circle,Miryalaguda has stated that the 959.32 Acres which is earlier proposed for delocalization includes upland areas and also other u cultivable lands to an extent of 568.15 Acres.As such this ayacut is now deleted and the exact NSP ayacut to be delocalized works out to Acres 391.17 guntas. 4. The Chief Engineer, Nagarjunasagar Project, Nalgonda has therefore requested to issue orders to delocalize the localized ayacut of Acres 391.17 guntas under R 12 minor of Janpahad Major from Nagarjunasagar Project command. 5. Government, after careful examination, hereby accord permission to delocalize the localized ayacut to an extent of Acres 391.17 Guntas under R12 minor of Janpahad Major from NSP Command area as detailed in the annexure appended to this order..
