From the Director of Works Accounts Letter No.DWA/Hyd/Sn.II/ A5/2011-12-946, dated: 25.10.2011. 3. Finance (WA.II) Department Memo No. 21174-D/332/WA.II/2011, dated: 25.11.2011. 4. From the Director of Works Accounts Letter No.DWA/Hyd/Sn.I/ EC.6/2011-12/292, dated: 19.01.2012. ****** ORDER: It is proposed to hold an inquiry against Sri T.V. Ravindranath, the then Assistant Pay and Accounts Officer, Nizamabad and presently working as Joint Director of Works Accounts, Karimnagar in accordance with the procedure laid down in rule 20 of the Andhra Pradesh Civil Services (Classification, Control and Appeal) Rules, 1991. 2. The substance of the imputations of misconduct or misbehavior in respect of which the inquiry is proposed to be held is set out in the enclosed statement of articles of charges (Annexure-I). A list of documents by which, and a list of witnesses by whom, the articles of charge are proposed to be sustained are also enclosed (Annexure II). 3. Sri T.V. Ravindranath, the then Assistant Pay and Accounts Officer, Nizamabad and presently working as Joint Director of Works Accounts, Karimnagar is directed to submit within 10 days of the receipt of this order, a written statement of his defence. 4. Sri T.V. Ravindranath, the then Assistant Pay and Accounts Officer, Nizamabad and presently working as Joint Director of Works Accounts, Karimnagar is informed that an inquiry will be held only in respect of those articles of charges as are not admitted. He should, therefore, specifically admit or deny each article of charge. (Contd….)5. Sri T.V. Ravindranath, the then Assistant Pay and Accounts Officer, Nizamabad and presently working as Joint Director of Works Accounts, Karimnagar is further informed that if he does not submit his written statement of defence on or before the date specified in para 3 above or otherwise fails or refuses to comply with the provisions of rule 20 of Andhra Pradesh Civil Services (CCA) Rules, 1991 or the orders/directors issued in pursuance of the said rules, the Inquiring Authority may hold the inquiry against him ex parte. 6. Attention of Sri T.V. Ravindranath, the then Assistant Pay and Accounts Officer, Nizamabad and presently working as Joint Director of Works Accounts, Karimnagar is invited to Rule 24 of the A.P. Civil Services (Conduct) Rules, 1964, under which no Government servant shall bring or attempt to bring any political or outside influence to bear upon any superior authority to further his interest in respect of matters pertaining to his service under the Government. If any representation is received on his behalf from another person in respect of any matter dealt with these proceedings it will be presumed that Sri T.V. Ravindranath, the then Assistant Pay and Accounts Officer, Nizamabad and presently working as Joint Director of Works Accounts, Karimnagar is aware of such a representation and that it has been made at his instance and action will be taken against him for violation of rule 24 of the A.P. SF/SCs. //FORWARDED: :BY ORDER // SECTION OFFICER.ANNEXURE – I Statement of articles of charges framed against Sri.T.V.Ravindranath, the then Assistant Pay and Accounts Officer, Nizamabad and presently working as Joint Director of Works Accounts, Karimangar. Charge: That the said Sri. T. V. Ravindranath, Joint Director of Works Accounts, Karimangar while working as APAO, Nizamabad has paid L.S. 1 & Part to L.S 8 & part bills without obtaining the certificates from the Quality Control Wing of I & CAD Department in respect of works of Repairs to the damaged lining from KM 24.500 to 31.000 and Fresh lining from KM 24.939 to KM 25.641 of Saraswathi Canal of SRSP thereby violating standing orders issued in G.O.Ms.No.23 I&CAD Department Dt: 05.03.1999 and G.O.Ms.No.94 I&CAD Department Dt:01.07.2003. This amounts to dereliction of duties and disobedience to the Government instructions. Thus he has violated Paras 89 and 90 of A.P.P.W.A. Code and Rule 3(1) of A.P.C.S. Conduct Rules 1964. Basis of Charge: The Vigilance & Enforcement Department carried out enquiry into allegations of irregularities in execution of lining works of Saraswathi Canal under SRSP published in “VAARTHA” News paper Dt: 29.11.2008 under the caption “Nanyathalopam contractorla bhojyam” and made the following observations. As per the standing orders of the Government, the Quality Control Certificate is required for each part bill. However, the APAO, Nizamabad has paid the work bills in respect of the works L.S. 1 & Part to L.S 8 & part, without obtaining the certificates from the Quality Control Wing of I & CAD Department for the works of “Repairs to the damaged lining from KM 24.500 to 31.000 and Fresh lining from KM 24.939 to KM 25.641 of Saraswathi Canal of SRSP”. Thus he has violated Paras 89 and 90 of A.P.P.W.A. Code and Rule 3(1) of A.P.C.S. Conduct Rules 1964. The above observations of the Vigilance & Enforcement Department clearly shows that Sri.T.V.Ravindranath, JDWA, Karimnagar while working as APAO, Nizamabad has paid the Part bills without QC certificate. This amounts to dereliction of duties. Hence, the charge. L.
