No.87 dt. 25-01-2012 respective Water User Associations (WUAs), Distributory Committees (DCs) and Project Committees (PCs) were permitted to incur expenditure for cross bunding of drains, oil charges for pumping and weed removal from canals, to enable raising of Rabi crop in water scarcity situation The SE, Dowlaiswaram and the District Collector, East Godavari proposed to allow these works up to an amount of Rs.876.36 lakhs while sanctioning these works, the Collector and SE (Irrigation) were asked to exercise caution as the amount of plough back funds available from the previous year was only Rs.3.33 crores. 2. In the meanwhile, farmers from East Godavari District have represented to the Hon’ble Minister(M&MI) during his visit to the East Godavari District on 6th and 7th of February 2012 regarding difficulty experienced by them to save Rabi crop. The Engineer-in-Chief, Irrigation, Hyderabad in his letter dt. 25-02-2012, has sought approval of the following: PTO-2- a) for weed removal and deployment of staff at a cost of Rs. 160.86 lakhs. b) for lifting of water through electrical motor and diesel pumps at Goppirevu of Kajuluru(M) at a cost of Rs. 36.25 (3.27 + 32.98) lakhs to supplement tail end ayacut of 3,400 acres. c) to release the funds of Rs. 607.95 (571.70 + 36.25) lakhs from other source and to recover the same from future water tax collections. d) to form cross bunds on canals to avoid entry of water into closed canals and arrest leakages. 3. In the meanwhile, Office of the Commissioner, CAD has furnished following data about the water tax collection and utilization from East Godavari District for the years 2008-09, 2009-10 and 2010-11. The Commissioner, CAD has also furnished the information about LOC released against the water tax collection. Government in G.O.Rt.No.87 dt. 25-01-2012 sanctioned annual maintenance of drains in Godavari Delta by meeting the expenditure from Plough Back Funds. Thus enough savings from Plough Back Funds of previous years are available to meet the cost of cross bunding, pumping and weed removal described in table under para 3 of G.O.Rt. No.87, dt.25-01-2012. 5. The Government, after careful examination of the matter, in partial modification of para 8 of the said G.O. 6th read above, hereby clarify that the District Collector, East Godavari District and Superintending Engineer, Irrigation Circle, Dowlaiswaram can permit the respective Water User Associations, Distributory Committees(DCs) and Project Committees(PCs) to incur expenditure up to the limit as was proposed in the table i.e., up to Rs.876.36 lakhs, towards cross bunding, pumping, weed removal etc., in order to save the Rabi crop. …3…-3- 6. Since unutilized Plough Back Funds are available, Government hereby allow the respective Farmer Organizations to incur expenditure for pumping from Goppirevu of Kajuluru(M) to supplement tail end ayacut of 3,400 acres subject to a limit of Rs. 36.25 (3.27 + 32.98) lakhs. Government also permit the Engineer-in-Chief, Irrigation, Hyderabad for cross bunding on canals to avoid entry of water into closed canal and to arrest leakages. 7.
