GOVERNMENT OF ANDHRA PRADESH ABSTRACT I&CAD Department – Minor Irrigation - Administrative approval for an amount of Rs.16.93 Crores for Modernization of Gadigedda Reservoir (MI Scheme) near Tatavarikittali (V), Gurla (M) of Vizianagaram District. – Orders – Issued. ------------------------------------------------------------------------------------------ IRRIGATION & CAD (MI -A) DEPARTMENT G.O.Rt.No. 386 Dated: 31.03.2012. ` Read the following:- 1) From the Chief Engineer, Minor Irrigation, A.P., Hyderabad Letter No.DCE-II/OT4/S03C/Gadigedda Reservoir/ Gurla/VZM/2011, dated: 13.07.2011. 2) Govt.Memo.No.269/MI.A1/2010-2, dated: 28.10.2011. 3) From the Chief Engineer, Minor Irrigation, Letter No.DCEII/OT4/SO3C/Gadigedda Reservoir/ Gurla/ VZM/ 2012, dated: 10.02.2012 <<<>>> ORDER:- In the reference 1st read above, the Chief Engineer, Minor Irrigation, A.P., Hyderabad, has stated that the Superintending Engineer, Irrigation Circle, Visakhapatnam has submitted the proposals for Modernization of Gadigedda Reservoir with an estimated value of Rs.1219.00 lakhs. The Gadigedda Reservoir is an age old and was formed during 1968 across Gadigedda Tributary of River Champavathi to irrigate the contemplated ayacut of 2950 acres, covered in 12 villages. The reservoir is located near Tatavarikittali(V), Gurla (M) Vizianagaram District. Further he has also stated that the Reservoir is an age old and was formed 40 years back and due to deferred maintenances, the earth bund, surplus weir course, and Head sluices are damaged badly. The canal is existing with widened sections and heavily silted up. All the CM and CD works on canal systems constructed with RR Masonry are damaged and in dilapidated condition. As a result, the reservoir lost its efficiency to cater the needs of the full extent of contemplated ayacut of 2950 acres. The actual irrigated area after reconciliation by both Revenue and Irrigation Department is 2278 acres. Thus the gap ayacut under the Scheme is 672 acres. The ayacutdars under the scheme are agitating to take up improvements to (PTO)::2:: the scheme and to provide irrigation facilities to the full extent of contemplated ayacut without any gap ayacut. At this stage the regular maintenance of the scheme, does not improve the efficiency of the scheme unless improvements are taken up to the entire scheme. The Chief Engineer, Minor Irrigation, while discussing the item wise i.e., (1) Earth Bound, (2) Surplus weir (3) Surplus course (4) Right & Left Head sluices and (5) Right and Left main canals, has stated that the proposals are scrutinized and the estimated value for improvements comes to Rs.13.33 Crores with standard data with SSR 2010-11 with applicable rate for the cement and steel for the month of June 2011 @ Rs.5500/MT and Rs.41,000/MT respectively. The cost of restoration and modernization of the existing scheme works out of Rs.45,186/-per acre, and requested the Government to accord administrative approval for modernization of Gadigedda Reservoir Minor Irrigation Scheme near Tatavarikittali (V) Gurla (M) of Vizianagaram District. 2) After scrutiny the estimates has been returned to the Chief Engineer, Minor Irrigation, with the remarks vide reference 2nd cited. In the reference 3rd cited, the Chief Engineer, Minor Irrigation, while furnishing the revised estimates, has furnished the point wise information. He has also stated that the subject work has no scope to cover under MGNREGS, as the subject work deals with improvements to surplus weir and improvements to channel system etc., Further, the CE, MI while submitting the estimate duly recasting with current SSR of 2011-12, for Rs.1693.00 lakhs has requested for administrative approval for Gadigedda Reservoir (MI Scheme) near Tatavarikittali (V), Gurla (M) of Vizianagaram District. 3) Government after careful examination hereby accord administrative approval to the Chief Engineer, Minor Irrigation, A.P., Hyderabad for an amount of Rs. for an amount of Rs.16.93 Crores (Rupees Sixteen Crores ninety three thousand only) for modernization of Gadigedda Reservoir (MI Scheme) near Tatavarikittali (V), Gurla (M) of Vizianagaram District, under the head of account “4702 COL on MI MH-(101) Surface Water GH-(11) Normal State Plan SH-(12) construction & restoration of MI Sources 530 Major works-531 Other Expenditure”, with a condition that there shall be no revision as regards work component, since Chief Engineer, Minor Irrigation stated that the estimate is prepared after detailed investigation.
