GOVERNMENT OF ANDHRA PRADESH ABSTRACT Establishment - I & CAD Department – APES – Incharge arrangements to Chief Engineers– Orders – Issued. = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = = IRRIGATION & C.A.D. (SER.II) DEPARTMENT G.O.Rt.No. 409 Dated: 02.4.2012. << >> ORDER:- Government has taken up a large number of Irrigation Projects on priority basis under the Jalayagnam programme. Besides, Water Management in command areas of the existing projects is equally critical. Be as it may, a large number of Chief Engineer posts in the I&CAD Department have fallen vacant, and Government is unable to fill up these vacant posts through regular promotions owing to the disputes and litigation over inter-se seniority amongst engineers. Government views this situation with much concern, and is of the opinion that public interest cannot be made to suffer on account of disputes and litigation over inter-se seniority amongst engineers. Government also observes that leaving this situation unaddressed may lead to catastrophic consequences in the event of contingencies such as floods and natural disasters. Therefore, and after examining the issue with much circumspection, Government effects in-charge arrangements to the vacant posts of Chief Engineers, in relaxation of Rule 10 (h) of Andhra Pradesh State and Subordinate Service Rules, 1996, as per Annexure enclosed herewith, subject to the following conditions. 1. The incumbents shall continue to hold the pay-scale of the substantive lower post, i.e., that of AEE / JE / DEE, and only discharge the duties of the higher post as per Annexure after assuming charge, essentially as a temporary arrangement. 2. These temporary arrangements shall be terminated as soon as the requirement is over, without any prior notice to the incumbents concerned. 3. The Government reserves the right to suo-motu review / modify / substitute / terminate any of the in-charge arrangements so made, without assigning any reasons thereof, at any time. 4. It is also reiterated that temporary arrangements are not a recognition of seniority. No rights, equities or claims shall therefore be based on these temporary arrangements. If any incumbent makes any claim based on the arrangements thus effected, Government reserves the right to immediately terminate such in-charge arrangement without any notice, and without assigning any reason thereof. The Engineer-in-Chief (Administrative Wing), I&CAD Department, Hyderabad, shall take necessary action in the matter.
