APSWAN – Rate contract for provision of Horizontal Connectivity - 2/ 4 Mbps links, CAT 6/ OF
cable connectivity to Govt. Departments’ offices through Andhra Pradesh State Wide Area
Network (APSWAN) - Empanelled vendors M/s Tulip Telecom Limited and M/s Sify Limited –
Orders - Issued.

ORDER
The National e-Governance Plan (NeGP) has identified State Wide Area Network (SWAN) as an
element of the core infrastructure for supporting e-Governance initiatives of the Government and
provide G2C & C2G services.
2. The Government of Andhra Pradesh has established State Wide Area Network (SWAN)
through the service provider with M/s.TCS on BOOT model for a period of 5 years vide
agreement 5th read above as the backbone network for data, voice and video communications
throughout the State. SWAN would act as the vehicle for effective implementation of Electronic
Governance (e-Governance) across the state.
3. GoAP has various G2C applications based on Departments’ operations, specific usage
and purpose, for providing services to the citizens. SWAN provides ideal infrastructure for
provision:
• A common delivery platform for e-Governance applications.
• A mechanism for fast internal communication.
• Streamline access to services for the citizens and multiply usage.
1• Support progressively increasing data and applications.
• Facilitate the transfer of information between employees in different locations and to
allow them to share common files.
• Provide a secure and reliable channel to transfer data across locations.
4. The entire APSWAN is logically divided into two network segments.
1. Vertical Segment 2. Horizontal Segment
The vertical segment of APSWAN is composed of a total of 1112 PoPs speed across the state.
These PoPs are classified as
i) 1 SHQ PoP ii) 23 DHQ PoPs iii)1088 MHQ PoPs
Under the vertical segment of the APSWAN, SHQ PoP is linked with all the DHQ PoPs using
point to point (PTP) 8Mbps band width and each DHQ PoP is linked with all the respective MHQ
PoPs over point to point (PTP) 2Mbps band width. The service provider for the same is
M/s.BSNL and is in place.
5. Under Horizontal segment , offices of various Government Departments spread across
the state would be provided connectivity with APSWAN using Wired / wireless and if need
be there, LAN, LAN Extenders based on the distance from the nearest Point of Presence (POP)
of the APSWAN from the proposed office to be connected. APTS on the request of IT&C dept
has floated a tender for identifying Service providers for provision of Horizontal connectivity for
Govt. Dept offices spread across the State to SWAN vide reference 2nd read above and selected
M/s Tulip Telecom Limited and M/s Sify Limited for provision of the same. APTS has entered
into rate contract agreement (reference 3rd cited above) with M/s Tulip telecom Limited and M/s
Sify Limited vide Govt. approval received vide reference 1st cited above. These Service
providers have to work jointly with the Government offices requiring Band Width connectivity
and should provide the same based on the distance of the office from nearest SWAN PoP and co-
ordinate with APTS for connecting/ mapping between APSWAN PoP and various
Departmental offices. M/s Tulip telecom Limited and M/s Sify Limited have to co-ordinate
with the other Agencies of the Project such as the Operating Agency (TCS) and various
Government Departments, having requirement of having connectivity to SWAN and APTS for
commissioning of the Horizontal Connectivity of the Govt. office to the SWAN .
6.The Rate contract details for provision of connectivity based on the distance from SWAN PoP
2and also for optional items that are to be required at remote offices Viz., Router, Switch and UPS
are as given below :

7. Terms and conditions of the rate contract
1. These rates are valid for one year from the date of agreement signed by APTS on behalf of
IT&C Dept. GoAP vide reference 3 cited above
2. The links will be taken for 5 years and rentals will be paid annually.
3. The SLA agreement will be as per RFP Document and Agreement entered into with M/s
Sify Limited and M/s Tulip Telecom Limited. The Govt. Departments requiring
connectivity to SWAN , can have bandwidth from other service providers also other than
above provided they offer
i) Annual rentals less than the rate contract
ii) Quality of items supplied and SLAs are as per the agreement vide reference 3rd
cited above.
44. APTS will be processing all the requirements of the Govt. Depts requiring connectivity to
APSWAN and will be the Co-ordination agency.
