4.1.1 in the Report of C & AG of India for the year ended 31.03.2007 (civil) GOAP-
Fixing responsibility against the Treasury Personnel at Dist Treasury Kanrimnagar for
irregular passing of Diet charges bill for an amount of Rs,.9,00,683/- preferred by the
P.D. DW & CD Agency, Karimnagar- Departmental Proceedings initiated against Sri
G.V.Sharma, STO (Rtd) under Rule 20 of Andhra Pradesh Civil Services (CC&A) Rules,
1991 - Appointment of Inquiring Authority and Presenting Officer - Orders – Issued.

ORDER:
It was alleged in the reference 1st cited, that the drawals that took place at the
Dist. Treasury, Karimnagar through Diet charges bill for an amount of Rs.9,00,683/- was
preferred by the Project Director, Dist. Women and Child Development Agency,
Karimnagar without verifying arithmetical accuracy and even though certain sub-
vouchers of the said bill contained several omissions, Treasury staff facilitated excess
drawal of Govt. funds to an extent of Rs.77,715/-.
2. The Government being the competent authority to take necessary disciplinary
action against Sri G.V.Sharma, S.T.O (Rtd), the Director of Treasuries and Accounts,
A.P. Hyderabad has furnished written statement of defence on the charges framed against
the individual vide ref. 4th read above. In the references 2nd & 3rd read above, the
Government have initiated Departmental Proceedings and framed Article of Charges
against Sri G.V.Sharma, STO, (Rtd).
3. The above Charged Officer has furnished his written statement of defence on the
charges framed against him vide reference 4th read above. The written statement of
defence of the above Charged Officer was examined thoroughly and found that it was
not satisfactory. Hence, the Government have decided to conduct a regular enquiry as per
the procedure laid down under Rule 20 of A.P. Civil Services (CC&A) Rules 1991.
4. In the reference 5th read above, the Director of Treasuries and Accounts, A.P.
Hyderabad has requested the Govt. to appoint Sri M.Bhaskar Rao, DD, DT, Karimnagar
and Sri Ch.Prabhakar, ATO, DT, Karimnagar, as Inquiry Officer and Presenting Officer
respectively.
5. Now, therefore, in exercise of the powers conferred by Sub-rule (2) of Rule 20
of A.P. Civil Services (CC&A) Rules, 1991, Government hereby appoint Sri M.Bhaskar
Rao, DD, DT, Karimnagar as Inquiring Authority to inquire into the charges framed
against the individual and in exercise of the powers conferred by Sub-Rule (5) of A.P.
Civil Services (CC&A) Rules, 1991 hereby appoint Sri Ch.Prabhakar, ATO, DT,
Karimnagar, as the Presenting Officer.
6. The Inquiry Authority is requested to complete the enquiry within one month
and submit a report to the Government, to take further action in the matter.

7. The Director of Treasuries and Accounts is requested to furnish all relevant
material to the Inquiring authority and Presenting Officer to conduct the enquiry
urgently.
