No.26/COI-SB/2011, Dated 14.10.2011. *** O R D E R : Whereas, on noticing that Sri K.Jayachandra Kumar, while working as District Educational Officer, Nellore District, has derelicted official duty in transfer of teachers and consequential delay in issuing posting orders, Government, vide reference 1st read above, have framed Article of charges against him; 2. And whereas, Government, initially, vide references 3rd read above, have appointed Dr. Prasanta Mahapatra, IAS., COI., as the Inquiring Authority to inquire into the charges framed against the charged official. On modification, in the reference 7th read above, Government have appointed Dr. Subhrendu Bhattacharya, IAS., Commissioner of Inquiries as Inquiring Authority for conducting inquiry into the charges framed against Sri K.Jayachandra Kumar, the then District Educational Officer, Nellore District. 3. Dr. Subhrendu Bhattacharya, IAS., COI., in his letter 8th read above, has submitted inquiry report, stating that the above charge framed against Sri K.Jayachandra Kumar, the then D.E.O., Nellore District, is not held proved. 4. After careful examination of the matter, Government agrees with the findings of the Commissioner of Inquiries and decided to drop charge framed against Sri K.Jayachandra Kumar, D.E.O., in the matter. 5. Accordingly, Government hereby drop the charge framed against Sri K.Jayachandra Kumar, the then D.E.O., Nellore District, in the matter. 6.
