Hyderabad, Lr.Rc.No.5992/07-E1, Dt: 09-02-2011. **** ORDER: In the reference read above, the Commissioner of Handlooms and Textiles and Apparel Export Parks, A.P. Hyderabad has informed that, Smt.B.Kalavathi, was appointed as Assistant Development Officer (H&T) through Direct Recruitment by APPSC and she was joined in Department on 05.09.2007 F.N. and she was placed on probation w.e.f. 05.09.2007 (her date of joining) for a period of 2 years on duty within a continuous period of 3 years in the category of Assistant Development Officer. The probation of Smt. B.Kalavathi was extended by one more year from the date of completion of two years under rule 17(b) of the A.P. State and Subordinate Service Rules, to enable her to pass the prescribed tests or acquire special qualifications, since, she has not passed “the Account Test for Subordinate Officers Part I” with in the period of probation as per Rule 10 of A.P.Handlooms and Textiles Subordinate Service Special Rules. 2. The Commissioner of Handlooms and Textiles and Apparel Export Parks, A.P. Hyderabad has further informed that, Smt.B.Kalavathi, Assistant Development Officer (H&T), O/o the Assistant Director (H&T), Kadapa, has attended the test for subordinate Officers on 08-05-2010 and the results were published by the APPSC on 08-09-2010. She also availed the EOL for a period of 91 days i.e. from 01-03-2008 to 22-04-2008 & from 05-05-2008 to 12-06-2008. As per rule 16 (h) of A.P. State and Subordinate Service Rules, 1996, the revised date of declaration of probation will be 08-09-2010 A.N. The Commissioner of Handlooms and Textiles and Apparel Export Parks, A.P. Hyderabad has therefore requested the Government to issue necessary orders as the Government is competent authority to fix the date of commencement of probation under Rule 16(h) of the A.P. State and Subordinate Service Rules, 1996 read with Rule 16(f) of A.P. State and Subordinate Service Rules, 1996. 3. Smt.B.Kalavathi, Assistant Development Officer (H&T), O/o the Assistant Director (H&T), Kadapa, has availed EOL for 91 days i.e. from 01-03-2008 to 22-04-2008 & from 05-05-2008 to 12-06-2008. The revised date of declaration of probation will be 08.09.2010, as she passed the Account Test for Subordinate Officers Part I on 08.09.2010. Accordingly, her revised date of commencement of probation which shall be two years anterior to the date of declaration of probation. As per Rule 16(h) the period of EOL need not be taken into account in fixing the revised date of commencement of probation, as her revised date of commencement of probation will be w.e.f. 09.09.2008. Hence, the period of EOL availed by the individual need not be taken into account in fixing the revised date of commencement and declaration of probation. 4. Government, after careful examination of the matter, hereby fix the revised date of commencement of probation of Smt.B.Kalavathi, Assistant Development Officer (H&T), O/o the Assistant Director (H&T), Kadapa, as 09.09.2008 F.N., and her date of declaration of probation shall be 08.09.2010 A.N. (P.T.O)-2- 5. The Commissioner of Handlooms, Textiles & Apparel Export Parks, Andhra Pradesh, Hyderabad shall take necessary action accordingly.
