ORDER: Whereas, it has been made to appear that Sri K.V.S.K.Bhagavan Das, the then Assistant Director (H&T), Ananthapur, now Retired while serving in the Department of Handlooms & Textiles, Ananthapur from 17-10-2008 to 6- 5-2009 has failed to discharge his duties to ascertain the actual picture on the working of the societies before release of Marketing Incentive to the (127) Silk Weavers Coop Societies of Ananthapur Dist. for the years 2004-2005 to 2007- 08 under Deen Dhayal Hathkargha Prothsahan Yogana Scheme (DDHPY) and Integrated Handloom Development Scheme (IHDS) which lead to misappropriation of an amount to a tune of Rs.12.49 crores and while releasing the amounts to cash credit accounts issued instructions to the Branch Managers of Anantapur District Coop. Central Banks to allow the societies to draw the amount released to the societies in cash during the year 2006-07 as against the guidelines issued for implementation of the scheme. 2. Now, therefore, sanction is accorded under sub-clause (i) of clause (b) of sub-rule(2) of Rule 9 of the Andhra Pradesh Revised Pension Rules, 1980 to initiate departmental proceedings against the said Sri K.V.S.K.Bhagavan Das, the then Assistant Director (H&T), Ananthapur, now retired. 3. It is further directed that the said departmental proceedings shall be conducted in accordance with the procedure laid down in Rule 20 of the Andhra Pradesh Civil Service (Classification, Control and Appeal) Rules, 1991, by the Principal Secretary to Government, Industries & Commerce Department, AP Secretariat, Hyderabad.
