Youth Services & Sports (APSTEP) – Budget 2011-12 - Administrative sanction for
incurring expenditure for an amount of Rs.75.00 Lakhs (Rupees Seventy Five Lakhs
Only) towards 3rd quarter budget under Plan scheme of Other Grant-in-Aid under Youth
Welfare Schemes (SH.06) to Andhra Pradesh Society for Training and Employment
Promotion (APSTEP) / District Level Societies for Training & Employment Promotion
(STEPs) to the Commissioner of Youth Services – Orders – Issued.

ORDER:
1. In the G.Os. 1st and 2nd read above, Government have issued administrative
sanctions to incur expenditure for an amount Rs.380.29 Lakhs (Rupees Three Hundred
Eighty Lakhs and Twenty Nine Thousands Only) towards 1st and 2nd quarter budget of
2011-2012 under plan scheme of Grant-in-Aid towards salaries and Other Grant-in-Aid
for APSTEP/Districts STEPs.
2. In the reference 3rd read above, the Commissioner of Youth Services &
Managing Director, APSTEP, Secunderabad has requested the Government to issue BRO
& administrative sanction for an amount Rs.75.00 Lakhs (Rupees Seventy Five Lakhs
Only) towards 3rd quarter budget of 2011-2012 under plan scheme of Other Grant-in-
Aid for APSTEP/Districts STEPs.
3. In the G.O. 4th read above, Government have issued BRO for an amount Rs.75.00
Lakhs (Rupees Seventy Five Lakhs Only) towards 3rd quarter budget of 2011-2012
under plan scheme of Other Grant-in-Aid to APSTEP/Districts STEPs.
4. In pursuance of the said orders, Government hereby accord administrative
sanction to the Commissioner of Youth Services and Managing Director, APSTEP to
draw an amount of Rs.75.00 Lakhs (Rupees Seventy Five Lakhs Only) towards 3rd
quarter budget of 2011-2012 under plan towards payment of other than salaries to the
employees of APSTEP/Districts STEPs.
5. The expenditure sanctioned in para (4) above shall be debited to the following
Head of Account:
2204 – Sports and Youth Services
M.H.001 - Direction & Administration
G.H.11 - Normal State Plan
S.H. (06) - Youth Welfare Schemes
310- 312 - Other Grant –in-Aid Rs.75.00 Lakhs
6. The Commissioner of Youth Services and Managing Director, APSTEP is also
permitted to draw and credit the amount into the P.D. A/c No.GA 42 of the APSTEP,
which is being operated by the Managing Director, APSTEP under the following Head of
Account.
8449 – Other Deposits.
M.H. 120 – Miscellaneous Deposits.
S.H. (77) – Deposits of Societies of Training
And Employment Promotion (APSTEP)

7. The Commissioner of Youth Services and Managing Director, APSTEP A.P.,
Secunderabad is directed not to divert the funds remitted above for any other purpose
other than the purpose for which it has been sanctioned and to furnish utilization
certificate in due course. The Managing Director, APSTEP shall take the approval of the
Managing Committee of APSTEP before incurring the expenditure out of the funds now
released to the APSTEP in para (4) above.
