FISHERIES-Constitution of a Committee for laying down norms for identification of
affected villages and families in respect of the obstruction caused during the period of
laying of pipeline which is different from the drilling operations-Orders-Issued.

ORDER:
In the reference first read above, the 2nd Meeting of State Level Monitoring
Committee was held on 18.11.2011 at Chief Commissioner of Land Administration &
Special Chief Secretary, Hyderabad regarding providing compensation to the Marine
Fishermen for the loss of livelihood due to offshore drilling operations near Bhairavapalem
in East Godavari District. In the meeting the committee has agreed to recommend the
Government to constitute a committee consisting of officers with relevant multi-disciplinary
expertise. The Committee will study and recommend objective parameters for
identification of families affected directly/ indirectly based on scientific reasoning for the
purpose of identification of villages in which the affected families would be eligible for
payment of compensation and employment. The Committee has requested the Special
Chief Secretary to Government, Animal Husbandry, Dairy Development & Fisheries
Department to examine the matter and to constitute a committee comprising of marine
engineers, marine biologists and Fisheries Department Officials and the Commissioner of
Fisheries will be the head of the Committee/ Convener of the committee. In the reference
third read above, the Commissioner of Fisheries, Hyderabad has suggested the names of
officials for constitution of committee.
2. After careful examination on the proposal of Commissioner of Fisheries,
Hyderabad, Government hereby constitute the committee with the following members to
study and recommend objectives parameters for identification of families affected directly/
indirectly based on scientific reasoning for the purpose of identification of villages in which
the affected families would be eligible for payment of compensation and employment.

2. Commissioner (R & R), I & CAD Department. - Member
3. Principal, State Institute of Fisheries Training, Kakinada - Member
4. Deputy Director of Fisheries, Kakinada - Member
5. Deputy Conservator, Vizag Port Trust, Visakhapatnam - Member
6. Port Officer, Kakinada Port Department - Member
7. Marine Biologist (Representative) from Andhra - Member
University, Visakhapatnam.
3. The Commissioner of Fisheries shall take necessary action accordingly.
