Public Services – Department of Handlooms & Textiles – Allegations of
Misappropriation of funds in certain Silk Weavers Co-operative Societies (SWCS) by
the Presidents of the Societies with Collusion of Officials of Handlooms & Textiles,
Ananthapur District - Sri E.Venkat Reddy, the then Development Officer (H&T),
Ananthapur now retired as Assistant Director (H&T), from the Office of the Deputy
Director(Enforcement) / Regional Deputy Director (H&T) Tirupati – Departmental
Proceedings under Rule 9 of A.P. Revised Pension Rules 1980 - Article of charges -

ORDER:
In pursuance of the sanction accorded by the Government vide G.O. Read
above, under Sub-clause (i) of clause (b) of sub-rule (2) of Rule 9 of the Revised
Pension Rules 1980 for instituting departmental proceedings against Sri E.Venkat
Reddy, the then Development Officer (H&T), Ananthapur now retired as Assistant
Director (H&T), from the Office of the Deputy Director(Enforcement)/ Regional
Deputy Director (H&T), Tirupati, it is proposed to hold an inquiry against the said Sri
E.Venkat Reddy, the then Assistant Director (H&T), now retired Office of the Deputy
Director(Enforcement)/ Regional Deputy Director (H&T), Tirupati while functioning as
Development Officer (H&T), Office of the Assistant Director (H&T), Ananthapur in
accordance with the procedure laid down in Rule 20 of the A.P.C .S (CCA) Rules
1991. The enquiry shall be conducted / caused to be conducted by Principal
Secretary to Government, Ind. & Com. Dept., AP Secretariat, Hyderabad.
2. The substance of the imputations of misconduct or misbehavior in respect of
which the inquiry is proposed to be held is set out in the enclosed statement of
Articles of charge (Annexure-I). A statement of the imputations of misconduct or
misbehavior in support of each Article of charge is enclosed (Annexure-II). A list of
documents by which, and a list of witnesses by whom, the Articles of charge
proposed to be sustained are also enclosed (Annexure-III and IV).
3. Sri E.Venkat Reddy is directed to submit within 10 days of the receipt of this
order, a written statement of defence and also state whether he desires to be heard
in person.
4. Sri E.Venkat Reddy is informed that an inquiry will be held only in respect of
those articles of charge as are not admitted. He should therefore,
specifically admit or deny each of the charge.
5. Sri E.Venkat Reddy is further informed that if he does not submit his written
statement of defence, or does not appear in person before the inquiring authority
or otherwise fails or refuses to comply with the provisions of Rule 20 of the Andhra
Pradesh Civil Services (C.C.&A) Rules, 1991, or the orders/directions issued in
pursuance of the said rules, the inquiring authority may hold the inquiry ex parte.
6. The receipt of this GO shall be acknowledged.
