ORDER: Whereas, it has been made to appear that Sri M.Govinda Swamy, the then Assistant Development Officer (H&T), now Retired, Office of the Regional Deputy Director (H&T), Tirupati while functioning as Assistant Development Officer (H&T), office of the Assistant Director (H&T), Ananthapur during the period from 3-11-2008 to 31-7-2010 has failed to conduct inspection and supervision on the physical activity of Silk Weavers Coop Societies and recommended for the claims for sanction of a sum of Rs.77,12,875/- and released to two (02) Silk Weavers Coop Societies of Ananthapur District, which were subsequently proved as bogus claims and resulted in misappropriation of funds by the society Presidents. Thus he exhibited gross negligence and misconduct in discharging the legitimate duties entrusted to him in contradiction of the Rule 3 of APCS (Conduct) Rules 1964. 2. Now, therefore, sanction is accorded under sub-clause (i) of clause (b) of sub-rule(2) of Rule 9 of the Andhra Pradesh Revised Pension Rules, 1980 to initiate departmental proceedings against the said Sri M.Govinda Swamy, the then Assistant Development Officer (H&T), Office of the Assistant Director (H&T), Ananthapur. 3. It is further directed that the said departmental proceedings shall be conducted in accordance with the procedure laid down in Rule 20 of the Andhra Pradesh Civil Service (Classification, Control and Appeal) Rules, 1991, by the Principal Secretary to Government Industries & Commerce Department, AP Secretariat, Hyderabad.
