In reference 2nd read above, orders were issued permitting the Department to mobilize their own resources by identifying and levying User Charges. In the G.O 3rd read above, the Departments were instructed to retain the amounts so far collected to improve the quality of services and utilize the User Charges collected by the Depts. Further, in the ref.4th read above elaborate procedure has been laid down for implementation of the orders on user charges in accordance with the constitutional and codal provisions. In the reference 5th read above orders have been issued prescribing the procedure for drawl of funds by the Head of Departments from the provisions made under User Charges based on the collections made by them under User Charges. 3. In the reference 7th read above, orders were issued permitting the Commissioner of Industries to utilize the user charges collected exclusively for following items under Single Window: 1. Cost of consumables and stationary required to run the Single Window System and for preparation of Agenda and Minutes for the respective Committees. 2. Courier / Registration Charges for onward transmission of applications to connected Departments. 3. Convening of State Level Single Window Clearance Committee meetings every fortnight. 4. Transportation and courtesy expenditure involved in providing Escort Services. 4. The Commissioner of Industries, Hyderabad vide reference 8th read above, has informed that the existing user charges are fixed way back in 1993, which are very meager to meet the Single Window requirements. Further, it was also informed that the Nodal Agencies, which are the basic pillars of Single Window System are lacking basic infrastructure and even its maintenance is becoming difficult due to non availability of budgetary provision and requested to enhance the user charges and to give permission to utilize user charges for maintenance of the Nodal Agencies and also for improving the entire system based on the need from time to time. (PTO)-2- 5. Government after careful examination of the proposals of the Commissioner of Industries, hereby order that the existing service charges collected from the entrepreneurs by the Commissioner of Industries / District Industries Centres be enhanced to the rates prescribed below to mobilize own resources for improving the quality of service under the Single Window Clearances and also permit the Commissioner of Industries to collect and utilize the user charges as per the procedure stated in the G.O. 5th read above. The User Charges / Service charges collected as stated above shall be remitted to Govt. through Challan to the following Head of Account, as per the Para 6 of the G.O. 3rd read above: “0851-Village and Small Industries – 102 – Small Scale Industries – 77 – User Charges – 06 – Levy of Graded Fee as Service Charges for Industries” and for the utilization of User Charges, the amount shall be drawn from the following head of account “Expenditure Head – 2851—102—77—500—Other Charges / 503 other Expenditure” 7. The amount collected under user charges shall be utilized exclusively for the following items as per the procedure and instructions stipulated in G.O. 2nd read above and further orders issued from time to time. 1. Cost of consumables and stationary required to run the Single Window System and for preparation of Agenda and Minutes for the respective Committees 2. Courier / Registration Charges for onward transmission of applications to connected Departments 3. Convening of State Level Single Window Clearance Committee meetings every fortnight 4. Transportation and courtesy expenditure involved in providing Escort Services 5. Maintenance of the Nodal Agencies 6. To improve the entire system based on the need from time to time (PTO)-3- 8. The Commissioner of Industries shall draw and deposit the User Charges/ Service Charges so collected in the PD account of APSFC and be differentiated from the regular funds being deposited. 9. The Commissioner of Industries shall take necessary action in the matter accordingly. 10. This order issues with the concurrence of Finance Dept. vide their U.O.No.29085/435 Expr.
