SPECIAL IRRIGATION SUPPORT TO DROUGHT-
PRONE AREAS

Pradhan Mantri Krishi Sinchai Yojana (PMKSY) was launched during the year 2015-16, with the aim to
enhance physical access of water on farm and expand cultivable area under assured irrigation, improve
on-farm water use efficiency, introduce sustainable water conservation practices etc.
Ninety-Nine (99) ongoing Major/Medium Irrigation projects (and 7 phases) were identified and included
under Accelerated Irrigation Benefits Programme (AIBP) component of PMKSY during 2016-17, in
consultation with States, to be completed in phases. Out of them fifty-nine (59) projects benefit drought
prone areas in the country, including seven (07) projects benefitting drought prone areas of Andhra
Pradesh.
To address the issue of development of irrigation in water scarce drought prone areas in India, special
provisions were made in criteria for selection of projects and central funding ratio during implementation
of PMKSY during 2021-26. Eligibility criterion of having at least fifty percent (50%) physical progress
for inclusion of projects under PMKSY-AIBP relaxed for the projects having more than 50% command
falling in drought prone area. Further, the prevailing funding pattern of 25 (Centre): 75 (State) for
projects in general category states also enhanced to 60 (Centre): 40 (State) for projects benefitting
drought prone area in proportion to their drought prone command area.
Nineteen (19) major and medium irrigation projects have been taken up for funding under PMKSY-AIBP
after approval of implementation of PMKSY for the period of 2021-26. Out of them five (05) projects
benefit drought prone areas. Fourteen (14) clusters comprising 1731 Surface Minor Irrigation (SMI)
projects have been included under Har Khet Ko Pani (HKKP) Component of PMKSY during 2021-26.
Out of them three (03) clusters comprising 214 SMI schemes benefit drought prone regions. However, no
project of Andhra Pradesh has been included under PMKSY-AIBP/ HKKP in last three years.
In addition, a Special Package scheme for completion of 8 Major and Medium and 83 Surface Minor
irrigation projects to address agrarian distress in Vidarbha and Marathwada and other chronically drought
prone areas of rest of Maharashtra have also been approved by Government of India in July, 2018.
State wise, district wise details, central assistance provided and irrigation potential created through these
projects in last three years are given at Annexure.
