STATUS OF ATAL BHUJAL YOJANA IN UTTAR
PRADESH

Atal Bhujal Yojana was a pilot scheme for community led participatory groundwater management,
implemented in priority water stressed areas across 8,203 priority water stressed Gram Panchayats of 229
blocks in 80 districts of seven states viz. Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra,
Rajasthan and Uttar Pradesh. During its course, the programme has demonstrably improved groundwater
management through active community participation, preparation of participatory Water Security Plans,
adoption of water efficient practices, community-led monitoring, and implementation of recharge
structures.
Major activities/works undertaken under the Scheme are mentioned below:
Measurement and public disclosure of groundwater data have been made across all 8,203 Atal Jal Gram
Panchayats (GPs) of all 7 states through physical as well as electronic means.
Community-led Water Budgets (WBs) and Water Security Plans (WSPs) have been prepared by all GPs of
all 7 states and updated annually.
More than 1.28 lakh GP-level trainings have been conducted, alongside Block, District and State-level
capacity-building trainings.
Piezometers along with Digital Water Level Recorders (DWLRs) and Rain Gauges have been installed in
almost all GPs under the Yojana.
Monitoring of around 70,000 wells at GP level, with data shared publicly.
Mapping of over 99,000 existing water conservation and artificial recharge structures
More than 83,800 supply-side structures like check dams, ponds, recharge shafts/pits etc. have been
constructed/renovated for water conservation and groundwater recharge across 7 states.
Around 9.7 lakh hectares have been brought under efficient water-use practices (drip/ sprinkler irrigation,
mulching, crop diversification, etc.) across 7 states.
State-wise details are provided in Annexure - I and district-wise details for Uttar Pradesh are provided in

Atal Bhujal Yojana was a Program for Results scheme and allocation of funds is based on the performance of the
participating States under various indicators. District-wise fund release is not made, however, the total amount of
funds released /assigned and utilised, state-wise, under Atal Bhujal Yojana is provided in Annexure -III.Community led preparation of Gram Panchayat level Water Budgets and Water Security Plans (WSPs) is a
fundamental aspect of Atal Bhujal Yojana and also is one of the Disbursement Linked Indicators (DLIs)
for release of incentives. Such water budgeting and preparation of WSPs has been completed and updated
annually for all 8,203 Gram Panchayats (GPs) across 7 states covered under the Yojana, including 549
GPs of Uttar Pradesh. District-wise number of GPs for Uttar Pradesh where preparation and updation of
WSP has been done is provided in Annexure -IV.
Further, it is for the state governments to take up the implementation of demand and supply side measures
recommended in WSPs through convergence with ongoing state/central schemes. As informed by the State
Project Monitoring Unit (SPMU), Uttar Pradesh, an amount of Rs. 275.35 cr has been converged so far
towards completion of such activities in the state.
Under Atal Bhujal Yojana, the state governments become eligible for incentive amounts based on their
overall achievements under various Disbursement Linked Indicators DLIs and funds are not released to
GPs individually. Further, as per the available information, 344 out of 549 GPs in Uttar Pradesh covered
under the scheme have shown improvement in ground water levels during periodic assessments conducted
from 2023 to 2025. The remaining 205 GPs are yet to show sufficient improvement in ground water levels
for meeting the scheme benchmark. The list of GPs in Uttar Pradesh showing improvement in ground
water levels is provided in Annexure -V.
