New Delhi, the 2nd January, 2019
F. No. M-12012/03/2017/SSD-III.—The 70th Session of the United Nations (UN) General Assembly held on
25th September 2015 adopted the document titled "Transforming our World: the 2030 Agenda for Sustainable
Development" consisting of 17 Sustainable Development Goals (SDGs) and associated 169 targets. The SDGs seek to
address not only the root causes of poverty but also the universal need for development to provide a life of dignity to all.
The SDGs are a comprehensive list of global goals integrating social, economic and environmental dimensions of¹Hkkx Iµ[k.M 1º Hkkjr dk jkti=k % vlk/kj.k 3
development. Countries have the primary responsibility for follow-up and review, at the national level with regard to the
progress made in implementing the goals and targets.
2. Ministry of Statistics and Programme Implementation (MoSPI) has been entrusted with the responsibility of
development of National Indicator Framework (NIF) for monitoring of SDGs with associated targets.
The MoSPI has developed the NIF which is available at MoPSI`s website at
http://www.mospi.gov.in/sites/default/files/National_Indicator_Framework_6nov18.pdf. The Union Cabinet vide its
decision dated 24.10.2018 has approved the constitution of a High Level Steering Committee (HLSC) under the
chairmanship of Chief Statistician of India and Secretary, MoSPI with the Secretaries of data source Ministries and NITI
Aayog as members to periodically review and refine the NIF. In light of above decision, the HLSC is hereby constituted
with following composition and terms of reference:

(3) Secretary, Ministry of Health & Family Welfare - Member

Terms of Reference (TOR) of HLSC are
(a) To review and refine the National Indicator Framework with a view to add additional indicators, modify or delete
the existing indicators.
(b) To consider and approve the methodology for computation of new additional and modified national indicators.
(c) To constitute sector specific sub-committee viz., Technical Advisory Committee under the chairmanship of
Director General, MoSPI, to examine and suggest addition/deletion/modification of indicators and their
methodology for National Indicator Framework. The recommendation of the Technical Advisory Committee will
be submitted to the Committee for its consideration and approval.
(d) To suggest and recommend new surveys to collect data for the indicators where data is not available on the
recommendation of Technical Advisory Committee.
3. The Committee may co-opt any other Secretary or their representative as a member, as necessary, for deliberating on
the NIF.
4. This has the approval of Hon`ble Minister of Statistics and Programme Implementation.
5. The notification will come into force with immediate effect.
