S.O. 910(E).—Whereas, the Stockholm Convention on Persistent Organic Pollutants (hereinafter referred to as
said Convention) came into force from 17th May, 2004 and India ratified the said convention in the year 2006;
And, whereas, Mirex has been listed as Persistent Organic Pollutants (POP) in Annex A of the Convention;
And, whereas, Mirex has not registered as an insecticide under the provision of the Insecticides Act, 1968;
And, whereas, the Registration Committee in its 342nd meeting held on 27.09.2013 has recommended in its
minutes dated 27.09.2013 for banning the Mirex;
Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of Section 18 read with sub-
section (2) of Section 27 and Section 28 of the Insecticides Act, 1968 (46 of 1968), the Central Government on being
satisfied that the use of Mirex involves health hazards to human beings or animals, hereby makes the following Order
namely:—
1. (1) This Order may be called the Banning of Mirex Order, 2014.
(2) It shall come into force from the date of its publication in the Official Gazette.
2. No person, by himself or by any person on his behalf, shall manufacture, formulate, distribute, stock, sell, import,
export, transport or use or caused to be used by any worker, Mirex in any form.
3. Every State Government shall take necessary steps, under the Insecticides Act, 1968 or rules made there under, to
prevent the use of Mirex in any form, as it considers necessary for enforcing this Order. Any violation of this Order may
be dealt with in accordance with the provision of the Insecticides Act, 1968 or rules made there under.
4. Notwithstanding anything contained in the foregoing paragraphs, Mirex may be imported and used in the quantities
required for research and development activities with the prior approval of the Central Insecticides Board and Registration
Committee constituted under the Insecticide Act, 1968.

NOTIFICATION
New Delhi, 27th March, 2014
S.O. 911(E).—Whereas, the Stockholm Convention on Persistent Organic Pollutants (hereinafter referred to as
said Convention) came into force from 17th May, 2004 and India ratified the said convention in the year 2006;
And, whereas, Hexachlorobenzene has been listed as Persistent Organic Pollutants (POP) in Annex A of the said
Convention;
And, whereas, the Registration Committee in its 342nd meeting held on 27.09.2013 has recommended in its
minutes dated 27.09.2013 for banning the Hexachlorobenzene;
Now, therefore, in exercise of the powers conferred by sub-section (2) of Section 27 read with Section 28 of the
Insecticides Act, 1968 (46 of 1968), the Central Government on being satisfied that the use of Hexachlorobenzene
involves health hazards to human beings or animals, hereby makes the following Order namely:—
1. (1) This Order may be called the Banning of Hexachlorobenzene Order, 2014.
(2) It shall come into force from the date of its publication in the Official Gazette.
2. No person, by himself or by any person on his behalf, shall manufacture, formulate, distribute, stock, sell, import,
export, transport or use or caused to be used by any worker, Hexachlorobenzene in any form.
3. Every State Government shall take necessary steps, under the Insecticides Act, 1968 or rules made there under, to
prevent the use of Hexachlorobenzene in any form, as it considers necessary for enforcing this Order. Any violation of this
Order may be dealt with in accordance with the provision of the Insecticides Act, 1968 or rules made there under.
4. Notwithstanding anything contained in the foregoing paragraphs, Hexachlorobenzene may be imported and used in
the quantities required for research and development activities with the prior approval of the Central Insecticides Board
and Registration Committee constituted under the Insecticide Act, 1968.
