‘जवक्रय की ितों संर्बंधी जनर्बंधन ’ से संर्बंजधत उप-जवजनयम 2.3.14 के खंड (20) के र्बाि जनम्न जलजखत
खंड िनडा िाएगा, अथाात,् -
‘‘(21) समाप् य खाद्य वस्ट् तओं कु के परररक्षण/भडं ारण/पररवहन के िदरान खाद्य उत् पाि के संपका म ें आन े
वाली गैर-खाद्य र्बफा, गरै -खाद्य र्बफा के ब् लॉक सजहत, की दिखावि नीली र्बनाने के जलए उनके उत् पािन
में 10 पी.पी.एम तक इंजडगन कामााइन अथवा जिजलएंि ब्ल् यू का उपयनग दकया िाए, जिससे उसे खाद्य
र्बफा, िन रंगहीन ही रह,े से स्ट् पष्ि रूप से अलग पहचाना िा सके।’’

New Delhi, the 27th August, 2020
F. No. 1-116/Scientific Committee/Notif.28.4/2010-FSSAI(2).—The draft regulations further to amend
the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011, which the Food Safety and
Standards Authority of India proposes to make with previous approval of the Central Government, in exercise of the
powers conferred by clause (e) of sub-section (2) of section 92 read with section 16 of the Food Safety and
Standards Act, 2006 (34 of 2006) is hereby published as required under sub-section (1) of section 92 of the said Act
for the information of all persons likely to be affected thereby, and notice is hereby given that the said draft
regulations shall be taken into consideration after the expiry of the period of sixty days from the date on which

Objections or suggestions, if any, may be addressed to the Chief Executive Officer, Food Safety and
Standards Authority of India, FDA Bhawan, Kotla Road, New Delhi- 110002 or may be sent by e-mail at
regulation@fssai.gov.in;
Objections or suggestions which may be received with respect to the said draft regulations within the
period specified above shall be considered by the Food Safety and Standards Authority of India.
Draft Regulations
1. (1) These regulations may be called the Food Safety and Standards (Prohibition and Restriction on Sales)
Amendment Regulations, 2020.
(2) They shall come into force with effective date for implementation to be either 1st January or 1st July subject
to a minimum of 180 days from the date of their final publication in the official Gazette.
2. In the Food Safety and Standards (Prohibition and Restriction on Sales) Regulations, 2011,
(1) In regulation 2.3, Prohibition and Restriction on sale of certain products, under sub-regulation 2.3.14
Restrictions relating to conditions for sale, after clause (20), following shall be inserted, namely-
“(21) Indigo Carmine or Brilliant Blue up to 10 ppm must be used in production of non-edible ice, including
non-edible ice blocks coming in contact with food products during preservation/storage/transportation of
perishable food commodities, to give it a bluish look/appearance so as to enable clear differentiation with edible
ice which must remain colourless.”
