## Policy Analysis Report: Draft Food Safety and Standards Import Amendment Regulations, 2021
**1. Executive Summary:**
This report analyzes the provided text of the Draft Food Safety and Standards Import Amendment Regulations, 2021. This amendment modifies the Food Safety and Standards Import Regulations, 2017, specifically removing clause b from subregulation 3 of regulation 7. The report focuses on the likely impact of this change on food importers and other stakeholders, based solely on the information provided in the draft amendment itself. The key finding is that this amendment simplifies the import regulations by removing a specific clause, the precise implications of which cannot be determined without access to the original regulations and clause b itself.
**2. Introduction:**
The purpose of this report is to provide an informative analysis of the Draft Food Safety and Standards Import Amendment Regulations, 2021, based solely on the text provided. It aims to clarify the amendment's key changes and likely impact on relevant stakeholders.
**3. Policy Overview:**
* This document is an amendment to the Food Safety and Standards Import Regulations, 2017.
* Core Objective(s): Based on the text, the objective is to amend the existing import regulations, presumably to streamline or improve their effectiveness, although the specific aims are not stated explicitly.
**4. Background and Rationale:**
This amendment likely addresses a perceived issue or inefficiency within the original Food Safety and Standards Import Regulations, 2017. The removal of clause b from subregulation 3 of regulation 7 suggests that this specific clause was deemed unnecessary, redundant, or problematic in its existing form. Without access to the original regulation, it is impossible to determine the precise reasons.
**5. Key Provisions / Changes:**
* The amendment *specifically* modifies the Food Safety and Standards Import Regulations, 2017.
* What is being changed: Subregulation 3 of regulation 7.
* What the *new* rule/provision *is*: Clause b is *removed* from subregulation 3 of regulation 7.
* Difference/Effect: The removal of clause b will alter the requirements or procedures outlined in subregulation 3 of regulation 7. The specific impact is currently unknown without access to the original clause b. This change likely simplifies the import process, by removing a layer of procedure, but the full effects are unclear.
**6. Target Audience and Stakeholders:**
Based on the text, the primary target audience and stakeholders are:
* Food importers
* The Food Safety and Standards Authority of India (FSSAI)
* Other parties involved in the import of food products into India.
**7. Implementation Aspects (Inferred):**
* Responsible agency: The Food Safety and Standards Authority of India (FSSAI) is responsible for implementing and enforcing the amended regulations.
* Timelines/Procedures: The provided text specifies a period of sixty days from the date of publication for stakeholders to submit objections and suggestions. The FSSAI will consider these submissions before finalizing the amendment.
* Amendment-Specific Implementation: FSSAI will need to communicate the specific removal of clause b to relevant stakeholders and adjust its import procedures accordingly.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of this amendment is likely to improve the efficiency or clarity of the food import process by removing what was potentially seen as an unnecessary regulatory burden. This change may streamline import procedures for affected businesses. The specific impact of the change is impossible to determine more clearly without examining the original clause b being removed.
**9. Conclusion:**
The Draft Food Safety and Standards Import Amendment Regulations, 2021, represents a targeted change to the existing import regulations by removing clause b from a specific subregulation. While the precise implications of this change remain unclear without access to the original text of the regulations, the amendment likely aims to simplify or streamline the food import process under the FSSAI. Stakeholders, particularly food importers, should carefully consider the potential impact of this change and submit any objections or suggestions to the FSSAI within the specified timeframe.
