(1) इन जवजनमयों का संजक्षि नाम खाद्य सुरक्षा पर मानक (वैकेजिग पर लेबजलग) संिोधन जवजनयम, 2020 ह ै। (2) य े रािवर म ें अंजतम प्रकािन की जतजथ स े प्रवृत्त होंग े तथा खाद्य कारोबार चालक को इनके अंजतम प्रकािन की तारीख स े न्यूनतम 180 ददनों के वश्चात 1 िनवरी या 1 िुलाई स,े जवजनयमों के सभी उवबंधों का अनुवालन करना होगा। 2. खाद्य सुरक्षा पर मानक (वैकेजिग पर लेबजलग) जवजनयम, 2011 में, (जिन्ह ें इसके वश्चात उि जवजनयम कहा िाएगा)- (1) जवजनयम 2.4 म,ें उव-जवजनयम 2.4.2 म,ें (क) खडं 4 म,ें उव-खंड (ख) के वश्चात, जनम्नजलजखत को अंत:स्ट्थाजवत दकया िाएगा, अथावत:- “यदद भौजतक रूव स े वारष्कृत चावल चोकर तले को वानस्ट्वाजत के अवयवों म ें स े एक के रूव म ें प्रयोग दकया िाता ह ै दकया िाता ह,ै तो उसे 'भौजतक रूव स े वारष्कृत चावल चोकर तेल’ के रूव म ें लेबल वर संघटक सूची म ें घोजित दकया िाएगा।” (ख) खडं 11 के जलए, जनम्नजलजखत को अतं :स्ट्थाजवत दकया िाएगा, अथातव ् :- “11. प्रत्येक वैकेि वर, जिसमें खाद्य तेलों का अजधजमश्रण ह,ै ब्ांड नाम/रेड़ नाम के तुरंत बाद वैक के सम्मुख भाग वर जनम्नजलजखत लेबल की घोिणा बोयड कैजवटल लेटर म ेंहोगी, अथावत ् :- बहु स्त्रोतीय खाद्य वनस्ट्वजत तले (खाद्य वनस्ट्वजत तले का नाम पर प्रकृजत*).................भार के अनुसार प्रजतित (खाद्य वनस्ट्वजत तले का नाम पर प्रकृजत*).................भार के अनुसार प्रजतित (*अथावत् कच्च े या वारष्कृत रूव में) एक लीटर स े कम वैक के आकार के जलए, लेबल घोिणा "बहु स्त्रोतीय खाद्य वनस्ट्वजत तले ", का फॉन्ट आकार 3 जममी से कम नहीं पर बयान की लंबाई 35 जममी न्यनू तम होगी पर लेबल घोिणा के जलए "नाम पर प्रकृजत खाद्य वनस्ट्वजत तेल का नाम पर प्रकृजत ..... भार के अनुसार प्रजतित", का फ़ॉन्ट आकार 2 जममी स े कम नहीं होगा। एक लीटर या उससे अजधक पर वााँच लीटर से कम वैक के आकार के जलए, लेबल घोिणा "बहु स्त्रोतीय खाद्य वनस्ट्वजत तले ", का फॉन्ट आकार 4 जममी से कम नहीं पर बयान की लंबाई 45 जममी न्यूनतम होगी पर लेबल घोिणा के जलए "नाम पर प्रकृजत खाद्य वनस्ट्वजत तेल का नाम पर प्रकृजत ..... भार के अनुसार प्रजतित", का फ़ॉन्ट आकार 2.5 जममी से कम नहीं होगा। वााँच लीटर पर उससे अजधक वैक के आकार के जलए, लेबल घोिणा "बहु स्त्रोतीय खाद्य वनस्ट्वजत तले ", का फॉन्ट आकार 10 जममी से कम नहीं होगा पर लेबल घोिणा के जलए "नाम पर प्रकृजत खाद्य वनस्ट्वजत तेल का नाम पर प्रकृजत ..... भार के अनुसार प्रजतित", का फ़ॉन्ट आकार 3 जममी स े कम नहीं होगा।[भाग III—खण् ड 4] भारत का रािवर : असाधारण 3 उत्वाद के नाम के साथ सामने मध्य वैनल वर काल ेमोटे अक्षरों में जनम्नजलजखत घोिणा भी होगी,- खुला जवक्रय ना दकया िाए अरुण जसघल, मुख्य कायवकारी अजधकारी [जवज्ञावन.-III/4/असा./344/2020-21] ाटप्वण:- मूल जवजनयम, भारत के रािवर, असाधारण, भाग III, खंड 4 में अजधसूचना संख्यांक फा. सं. 2-15015/ /30/2010, तारीख 1 अगस्ट्त, 2011 द्वारा प्रकाजित दकए गए थे पर उनमें तत्वश्चात ् जनम्नजलजखत अजधसूचना संख्यांकों द्वारा संिोधन दकए गए थ:े- (i) फा. सं. 4/15015/30/2011, तारीख 7 िून, 2013; (ii) फा. सं. वी.15014/1/2011-वी.एफ.ए./एफ.एस.एस.ए.आई., तारीख 27 िून, 2013; (iii) फा. सं. 1-83एल./एससीआई.वैन-अजध./एफ.एस.एस.ए.आई.-2012, तारीख 17 फरवरी, 2015; (iv) स.ं 3-16/जवजनर्ददष्टए खाद्य/अजधसूचना (खाद्य लेबजलग)/एफएसएसएआई-2014, तारीख 3 मई , 2016; (v) फा. स.ं 1(94)2015/अजधसूचना वी एंड एल/प्रव,/एफ.एस.एस.ए.आई, तारीख 25 मई, 2016; (vi) सं. 3-14वी /अजधसूचना (न्यूराजस्ट्टकयस)/एफ़एसएसएआई -2013, तारीख 13 िलु ाई, 2016 पर (vii) फा. सं. 1-120(2)/मानक/दकरजणत/एफएसएसएआई-2015, तारीख 23 अगस्ट्त, 2016। MINISTRY OF HEALTH AND FAMILY WELFARE (Food Safety and Standards Authority of India) NOTIFICATION Ne Delhi, the 10th November, 2020 F. No. Std/SP-08/A-1.2019/N-02.—The following draft of certain regulations to further to amend the Food Safety and Standards (Packaging and Labelling) Regulations, 2011, which the Food Safety and Standards Authority of India, proposes to make with previous approval of the Central Government, in exercise of the powers conferred by sub-section (1) and clause (k) of sub-section (2) of section 92 read with section 23 of the Food Safety and Standards Act, 2006 (34 of 2006) is hereby published as required by the said sub-section (1) of section 92 of the said Act, for the information of all persons likely to be affected thereby; and notice is hereby given that the said draft regulations shall be taken into consideration after the expiry of the period of sixty days from the date on which the copies of the Official Gazette in which this notification is published are made available to the public; Objections or suggestions, if any, may be addressed to the Chief Executive Officer, Food Safety and Standards Authority of India, FDA Bhawan, Kotla Road, New Delhi-110002 or sent on email at regulation@fssai.gov.in; The objections and suggestions, which may be received from any person with respect to the said draft regulations before the expiry of the period so specified, will be considered by the Food Authority. Draft regulations 1. (1) These regulations may be called the Food Safety and Standards (Packaging and Labelling) Amendment Regulations, 2020.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (2) They shall come into force with effective date for implementation to be either 1st January or 1st July subject to a minimum of 180 days from the date of their final publication in the official Gazette. 2. In the Food Safety and Standards (Packaging and Labelling) Regulations, 2011 (herein after refer as said regulations), - (1) In regulation 2.4, in sub-regulation 2.4.2, (a) in clause 4, after the sub-clause (b), the following shall be inserted, namely: - “In case rice bran oil which is physically refined is used as one of the ingredients in Vanaspati, it shall be declared in the ingredient list on the label as „Physically Refined Rice Bran Oil‟”. (b) for clause 11, the following shall be substituted, namely:- “11. Every package containing an admixture of edible oils shall carry the following label declaration in bold capital letter immediately below its brand name/trade name on the front of pack, namely:- ―MULTI-SOURCED EDIBLE VEGETABLE OILS’‖ (Name and nature* of edible vegetable oil) ……………………..% by weight (Name and nature* of edible vegetable oil)………………………% by weight (*i.e. in raw or refined form) For pack size less than one litre, the font size of the label declaration ―MULTI-SOURCED EDIBLE VEGETABLE OILS‖, shall not be less than 3 mm with the length of declaration statement as 35 mm minimum and for label declaration “Name and Nature of edible vegetable oil.....% by weight”, font size shall not be less than 2 mm. For pack size one litre to below 5 litre, the font size of the label declaration ―MULTI-SOURCED EDIBLE VEGETABLE OILS‖ shall not be less than 4 mm with the length of declaration statement as 45 mm minimum and for label declaration “Name and Nature of edible vegetable oil.....% by weight” font size shall not be less than 2.5 mm. For pack size five litre and above, the font size of the label declaration ―MULTI-SOURCED EDIBLE VEGETABLE OILS‖ shall not be less than 10 mm and for label declaration “Name and Nature of edible vegetable oil.....% by weight” font size shall not be less than 3 mm. There shall also be the following declaration in bold capital letters along with the name of product on front of pack,- NOT TO BE SOLD LOOSE ARUN SINGHAL, Chief Executive Officer [ADVT.-III/4/Exty./344/2020-21] Note. – The principal regulations were published in the Gazette of India, Extraordinary, Part III, Section 4 vide notification number F.
