* Applicants must have received instructions in flight instructional techniques.

पायलट के (cid:22)प म(cid:25) पचास घंट(cid:18) से अ(cid:27)यून का उड़ान काल आवेदन क(cid:30) तारीख से ठीक पूव(cid:12)वत_ अठारह मास क(cid:30) अविध
के भीतर पूरा (cid:4)कया गया होगा; और

(i) (क) रात म(cid:25) समादेशक पायलट के (cid:22)प म(cid:25) बीस घंटे का उड़ान काल िजसके दौरान कम से कम बीस बार उड़ान भरी
होनी चािहए और बीस बार अवसरण भी होना चािहए; और
(ख) (cid:4)कसी सहायक उड़ान अनुदशे क या र1ा बल(cid:18) क(cid:30) सेवा म(cid:25) अहत(cid:12) ा (cid:21)ा@ उड़ान अनुदशे क क(cid:30) हिैसयत म(cid:25) यथाि,थित,
िवमान पर दो सौ घंट ेया हले ीकॉaटर पर एक सौ घंट ेका उड़ान काल समाधान(cid:21)द (cid:22)प म(cid:25) पूरा (cid:4)कया हो;
या
(ii) यथाि,थित, (cid:4)कसी िवमान के समादेशक पायलट के (cid:22)प म(cid:25) पांच सौ घंटे का उड़ान काल या हले ीकॉaटर से समादशे क पायलट
के (cid:22)प म(cid:25) दो सौ पचास घंटे का उड़ान काल समाधान(cid:21)द (cid:22)प म(cid:25) पूरा (cid:4)कया हो।
परंतु र1ा बल(cid:18) के ऐसे पायलट िजसने अह(cid:12)ता (cid:21)ा@ (cid:4)कया हो और पैरा 1(ग) और 1(घ) म(cid:25) अिधकिथत अपे1ाf को भी पूरा करता
ह,ै उड़ान अनुदेशक रे\टग जारी करने के िलए िवचार (cid:4)कया जा सकेगा य(cid:4)द उसने आवेदन क(cid:30) तारीख ठीक पूव(cid:12)वत_ बारह मास
क(cid:30) अविध के भीतर उड़ान अनुदशे क के (cid:22)प म(cid:25) बीस घंट(cid:18) से अ(cid:27)यून का उड़ान काल पूरा (cid:4)कया हो।’’;
(ii) पैरा 1 म(cid:25), उप-पैरा (ड.) के प9ात, िन(cid:19)िलिखत को अंतः,थािपत (cid:4)कया जाए, अथात(cid:12) ् :—
‘’(च) उड़ान अनुदशे ,--- उप-पैरा (ग) म(cid:25) अिधकिथत अनुभव अपे1ा पूरी करने के प9ात, आवेदक उप-पैरा (ड.) म(cid:25) उि(cid:6)लिखत कौशल
परी1ण कराने से पूव(cid:12) महािनदेशक ारा अनुमो(cid:4)दत उड़ान अनुदेशक पाJKम पूरा करेगा और िन(cid:19)िलिखत का सा]य (cid:21),तुत करेगाः
(i) (cid:21)दश(cid:12)न, छा7 अhयास, साधारण छा7 दोष क(cid:30) पहचान और सुधार सिहत उड़ान अनुदशे ाTमक तकनीक(cid:18) म(cid:25) अनुदशे (cid:21)ा@ कर
िलया ह;ै और
(ii) उन उड़ान युि# चालन(cid:18) और (cid:21)(cid:4)Kयाf िजनम(cid:25) उड़ान अनुदशे (cid:4)दया जाना आशियत है, म(cid:25) अनुदेशाTमक तकनीक(cid:18) का अhयास
कर िलया ह।ै ’’;
(iii) पैरा 3 के ,थान पर, िन(cid:19)िलिखत को रखा जाए, अथा(cid:12)त् :—

NOTIFICATION
New Delhi, the 13th March, 2018
G.S.R. 242 (E).─ The following draft of certain rules further to amend the Aircraft Rules, 1937, which the Central
Government proposes to make in exercise of the powers conferred by section 5 of the Aircraft Act, 1934 (22 of 1934), is
hereby published as required by section 14 of the said Act, for information of all persons likely to be affected thereby; and
notice is hereby given that the said draft rules will be taken into consideration after a period of thirty days from the date on
which copies of the Gazette of India, in which this notification is published, are made available to the public;
Objections or suggestions, if any, may be addressed to the Director-General of Civil Aviation, Opposite
Safdarjung Airport, New Delhi-110003 or mailed to dgoffice.dgca@nic.in;
Any objection or suggestion which may be received from any person with respect to the said draft rules before the
expiry of the period specified above will be considered by the Central Government.
Draft Rules
1. (i) These rules may be called the Aircraft (……Amendment) Rules, 2018.
(ii) They shall come into force on the date of their final publication in the Official Gazette.
2. In the Aircraft Rules, 1937, in Schedule II to, —
(A) in Section Q, —
(i) in paragraph 1, for sub-paragraphs (b) and (c), the following shall be substituted, namely: —
“(b) Knowledge — He shall pass an oral or written examination in the following subjects in accordance with the
prescribed syllabus:—
(i) Techniques of applied Instruction;
(ii) Assessment of student performance in those subjects in which ground instruction is given;
(iii) The learning process;
(iv) Elements of effective teaching;
(v) Student evaluation and testing, training philosophies.
(vi) Training programme development;
(vii) Lesson planning;
(viii) Classroom instructional techniques;
(ix) Use of training aids, including flight simulation training devices as appropriate;
(x) Analysis and correction of student errors;
(xi) Human performance relevant to flight instruction including principles of threat and error management;
(xii) Hazards involved in simulating system failure and malfunctions in the aircraft.¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 5
(c) Experience — He shall produce evidence of having satisfactorily completed as pilot of an aeroplane on the date of
application for the rating —
(i) not less than one hundred hours of flight time as a Pilot-in-Command of an aeroplane of which not less than
twenty hours shall have been completed within a period of eighteen months immediately preceding the date of
application; and in the case of helicopters, not less than fifty hours flight time as a pilot-in-Command of a helicopter
of which not less than twenty hours shall have been completed within a period of eighteen months immediately
preceding the date of application; and
(ii) not less than twenty hours of flying training as an Instructor under an approved Flight Instructor/Examiner as
per the syllabus prescribed by the Director-General.”;
(ii) in paragraph 3,—
(a) in clause (a), the words “and also satisfactorily completed the competency checks” shall be omitted;
(b) in clause (b), for the words “oral or written examination in relevant aviation subjects as laid down in para 1 (b)” , the
words “a Flight Instructor’s refresher course approved by the Director-General” shall be substituted;
(B) in Section R, —
(i) in paragraph 1, for sub-paragraphs (b) and (c), the following shall be substituted, namely: —
“(b) Knowledge — He shall pass an oral or written examination in the following subjects in accordance with the
prescribed syllabus:—
(i) Techniques of applied Instruction;
(ii) Assessment of student performance in those subjects in which ground instruction is given;
(iii) The learning process;
(iv) Elements of effective teaching;
(v) Student evaluation and testing, training philosophies.
(vi) Training programme development;
(vii) Lesson planning;
(viii) Classroom instructional techniques;
(ix) Use of training aids, including flight simulation training devices as appropriate;
(x) Analysis and correction of student errors;

(c) Experience — He shall produce evidence of having satisfactorily completed as pilot of an aeroplane or a
helicopter, as the case may be, on the date of application for the rating—
(i) (a) twenty hours of flight time as pilot-in-command by night during which at least twenty take-offs
and twenty landings have been carried out; and
(b) two hundred hours of flight time on aeroplanes or one hundred hours on helicopters, as the case
may be, in the capacity of an Assistant Flight Instructor or Qualified Flight Instructor in the service of
Defence Forces;
or
(ii) five hundred hours flight time as Pilot-in-Command of an aeroplane or two hundred fifty hours as Pilot-
in-Command of a helicopter, as the case may be.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
Provided that a pilot from Defence Forces who has successfully completed the Qualified Flight Instructor’s
course and also satisfies requirements as laid down in para 1(c) and 1(d), may be considered for the issue of
Flight Instructor’s Rating if he has not less than twenty hours of flight time as Flight Instructor within a period
of twelve months immediately preceding the date of application.”;
(ii) in paragraph 1, after sub-paragraph (e), the following shall be inserted, namely: —
“(f) Flight Instruction —After completing the experience requirement as laid down in sub-paragraph (c), the
applicant shall undergo a Flight Instructor’s Course approved by the Director-General before undergoing the skill
test as mentioned in sub-paragraph (e) and shall provide evidence of the following :
(i) having received instructions in flight instructional techniques including demonstration, student
practices, recognition and correction of common student errors; and
(ii) having practised instructional techniques in those flight manoeuvres and procedures in which it is
intended to provide flight instruction.”;
(iii) for paragraph 3, the following shall be substituted, namely:—
“3. Renewal — The Flight Instructor’s Rating may be renewed on receipt of satisfactory evidence of the
applicant —
(a) having satisfactorily completed not less than twenty hours of flight time as a Flight Instructor
within a period of twelve months immediately preceding the date of application for renewal;
or
(b) having satisfactorily completed a Flight Instructor’s refresher course approved by the Director-
