DRAFT RULES 1. (1) These rules may be called the Rationalisation of Forms and Reports under Certain Labour Laws (Amendment) Rules, 2017. (2) They shall come into force on the date of their final publication in the Official Gazette. 2. The Rationalisation of Forms and Reports under Certain Labour Laws Rules, 2017 (herein after referred to as the principal rules) shall be amended in the manner specified below, namely :- (i) in rule 2 of the principal rules, after sub-rule (2), the following sub-rule shall be inserted, namely:- “(3) Nothwithstanding anything contained in sub-rule (1), the central government may require any person to file any Form specified in the Schedule annexed to these rules mandatorily online on the Shram Suvidha Portal of the Ministry of Labour and Employment for the purposes of the aforesaid enactments and the rules made thereunder.”; (ii) after Form XII specified in the Schedule annexed to the principal rules, the following Forms shall be inserted, namely:- “FORM XIII [Under rule 17(1) of the Contract Labour (Regulation and Abolition) Central Rules,1971; rule 23(1) of the Building and Other Construction Workers’ (Regulation of Employment and Conditions of Service) Central Rules, 1998; and rule 3(1) of the Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Central Rules, 1980] APPLICATION FOR REGISTRATION OF ESTABLISHMENTS EMPLOYING CONTRACT LABOUR/ MIGRANT WORKMEN/ BUILDING WORKERS Details of Establishment 1. DRAFT RULES 1. (1) These rules may be called the Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Central (Amendment) Rules, 2017. (2) They shall come into force on the date of their final publication in the Official Gazette. 2. In Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Central Rules, 2017,- (i) for rule 56, the following sub-rule shall be substituted, namely:- “56. Every principal employer and contractor shall file a Unified Annual Return online in Form XIV annexed to the Rationalisation of Forms and Reports under Certain Labour Laws Rules, 2017, on the Shram Suvidha Portal of the Ministry of Labour and Employment on or before the 1st day of February following the end of the year to which it relates.”; (ii) Form XXIII and Form XXIV shall be omitted; [F.
