ANNUAL REPORT 2016 -2017
Ref. No.CA/28/2017/A.R.—The following is published for general information.
The Council of Architecture, constituted under the Architects Act, 1972 under Ministry of Human Resource
Development, Govt. of India, deems it a pleasure to present the Annual Report and Audited Statement of Accounts for
the financial year ending on 31.03.2017.
Organisational Structure:
The President, Council of Architecture is head of the organization under whose overall charge the Council functions.
Shri Biswaranjan Nayak is presently President of the Council.
Statutory and Other Committees:
In order to carry out the objectives of the Act and Regulations framed thereunder, the Council constituted the statutory,
committees, namely, the Executive Committee, which functions as an Executive Authority of the Council, Disciplinary
Committee, which investigates the complaints and holds enquiries relating to professional misconduct of architects,
Advisory Committee (Appeals), which hears the appeals of the applicants whose applications for registration are
rejected. Apart from these several other committees are constituted from time to time for particular / special purposes.
The Council constituted a Sub-Committee to examine the references received from Central Government for recognition
of Foreign qualifications.
The Executive Committee also constituted Scrutiny Committee to scrutinize the proposals/ applications received from
new institutions for introduction B.Arch.,/ M.Arch.Course(s) and from existing institutions for extension of approval /
additional intake.
Meetings:
a. Council: During the period under report the Council had its two meetings, namely, 66th meeting on 25th August, 2016
and 67th meeting on 11th March, 2017.
b. Executive Committee: During the year 2016-2017, the Executive Committee had 15 meetings i.e. 156th meeting
on 23rd and 24th April, 2016, 157th Meeting on 4th and 5th May, 2016, 158th meeting on 3rd and 4th June,
2016, 159th Meeting on 16th and 17th June, 2016, 160th meeting on 7th and 8th July, 2016, 161st Meeting
on 25th July, 2016, 162nd meeting on 6th August, 2016, 163rd meeting on 24th August, 2016, 164th
meeting on 17th September, 2016, 165th meeting on 16th October, 2016, 166th Meeting on 5th November,
2016, 167th meeting on 10th December, 2016, 168th Meeting on 14th January, 2017, 169th meeting on
18th February, 2017 and 170th Meeting on 10th March, 2017.
The various decisions and actions taken by the Council during the year under report are summarized as under:
1.0 RESTORATION OF NAMES TO THE REGISTER OF ARCHITECTS MAINTAINED BY THE
COUNCIL UNDER THE ARCHITECTS ACT, 1972:
The Council at its 66th Meeting restored names of 1642 Defaulting Architects, whose names were restored to the

3.0 ELECTION OF THE OFFICE BEARERS OF THE COUNCIL:
The Returning Officer appointed by the Central Government conducted the elections for the office of the
President, Vice-President and 5 members of the Executive Committee. Shri Biswaranjan Nayak has been
elected as President and Shri Vijay Garg as Vice-President, for a period of three years w.e.f. 23.5.2016. Further,¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 15
Ms. Ranee Vedamuthu, Shri Alok Ranjan, Shri Amitava Roy, Shri Abhay V. Purohit and Shri Amogh Kumar
Gupta were elected as members of the Executive Committee.
4.0 MEETINGS OF THE DISCIPLINARY COMMITTEE:
During the year under report no meeting/ hearing of the Disciplinary Committee could be held due to constant
change in its membership. The Ministry of Human Resource Development, Govt. of India, was requested to
expedite the re-constitution of Disciplinary Committee.
The Committee at its 66th meeting elected Shri N. K. Negi as member of the Disciplinary Committee in place of
Shri R. Radhakrishnan.
5.0 REGISTRATION OF ARCHITECTS:
The Council registers a person, as an architect under Section 25 of the Act, who resides or carries on the
profession of architecture in India and holds a recognized architectural qualification. The applications for
registration and fees are accepted online.
During the year (1st April, 2016 to 31st March, 2017), the Council has registered 7404 persons as architects and
with this as on 31st March, 2017, a total of 82053 persons have been registered as architects with Council of
Architecture. On 31st March, 2017, 66279 persons held valid registration as Architects with the Council of
Architecture.
6.0 COMPLAINTS FOR PROFESSIONAL MISCONDUCT AGAINST ARCHITECTS:
Each and every architect is required to observe and abide by the provisions of the Architects (Professional
Conduct) Regulations, 1989, as amended in 2003. The Act provides for taking action against an architect who is
found guilty of professional misconduct upon investigation and after providing opportunity of being heard to the
Architect.
The Council at its 66th Meeting considered 17 complaints of alleged professional misconduct against Architects.
The Council dismissed 6 complaints as no prima facie case against the concerned architects was found. The
Council referred 3 complaints to Disciplinary Committee for investigation. 2 Complaints were kept in abeyance
as these matters were sub-judice and one complaint was referred to one Council member for examination in
detail.
The Council at its 67th meeting considered 15 complaints of alleged professional misconduct against architects.
The Council dismissed 8 complaints were dismissed as no prima facie case was found against respondent
architects. 1 Complaint was kept in abeyance as matter was sub-judice, 4 complaints could not be considered as
the preliminary reports were not received from Council members. In 1 case the Council decided to seek legal
opinion and 1 complaint was dismissed on the ground of as non-maintainability.
7.0 SUPPLY OF INFORMATION UNDER RTI ACT, 2005 :
During the period under report, the Council received 81 RTI Applications, 2 First Appeals were disposed.
Further, 5 Second Appeals filed against PIO, COA were also disposed of by Central Information Commission.
8.0 INTRODUCTION OF “ARCHITECTURE” SUBJECT AT 10+2 LEVEL.
The Council constituted a Committee comprising of Ar. Punit Sethi, Dr. Vibhuti Sachdev, Ar. Gita
Balakrishnan, Ar. Ameet Babbar, Ar. S.B.Acharya and Shri Surajit Chatterjee to prepare draft syllabus of
Architecture subject at 10+2 level. As Architecture is a professional course and presently taught at
undergraduate and Higher level, there is an urgent need for introduction of Architecture subject at 10+2 level in
all Schools affiliated with CBSE and other State Boards so that students desirous of entering into profession of
architecture are introduced with subject of architecture and their acumen and aptitude is build for this

After preparation of Model syllabus the Council vide its letter dated 29.09.2016, requested the Secretary,
Department of School Education & Literacy, for inclusion of Architecture as an elective subject at 10+2 level,
by CBSE and other State Boards.
The Ministry has referred the Council’s proposal to National Council for Educational Research and Training
(NCERT) for their comments/ recommendations. The NCERT vide their letter dated 06.01.2017 has
recommended that overall the syllabus is very excellent and will be very useful to the students for their higher
studies. The Council has requested that MHRD to issue appropriate directions for introduction “Architecture”
subject at 10+2 level. The directions of the Ministry in the matter are awaited.
9.0 REVISION OF DIFFERENT FEES CHARGED FROM INSTITUTIONS:
The Council at its 67th meeting ratified the various fees to be charged from architectural institutions as under:
a. Introduction of New course B.Arch./ M.Arch. : Rs. 5.00 Lakhs
b. Extension of Approval, per course : Rs. 1.00 Lakh
c. Additional intake per 40 seats : Rs. 2.00 Lakhs
d. Change in name / site of Institution : Rs. 2.00 Lakhs
e. Closure of Institution : Rs. 5.00 Lakhs
f. Review Charges : Rs. 0.50 Lakhs
The Council decided that the above charges would be applicable for the academic year 2017-2018 and for the
academic session 2018-2019 these charges may be reconsidered.
10.0 APPROVAL OF NEW INSTITUTIONS IN THE ACADEMIC SESSION 2016 – 2017:
During the year under report 33 new institutions were granted approval to impart Bachelor of Architecture
Courses and 5 existing institutions were granted approval for PG Courses.
With this, the total number of institutions imparting recognized courses in architecture with the approval of
Council has risen to 458 in 2016-2017. The annual intake of students at Undergraduate level is 25437(approx.),
Postgraduate level is 1560 and at Ph.D. is 20.
11.0 EXTENSION OF APPROVAL FOR THE ACADEMIC SESSION 2016-2017 ONWARDS:
The Council granted extension of approval or otherwise for UG & PG Courses for the academic session 2016-
2017 as under:
i) Institutions granted extension of approval for B.Arch. Course for 2016-2017 onwards with existing or
higher intake: 323.
ii) Institutions granted extension of approval for M.Arch. Course for 2016-2016 onwards with existing or
higher intake: 31
iii) Institutions put on ‘No Admission’ for 2016-2017: 07
iv) Institutions put on ‘Withdrawal of approval’ for 2016-2017: 01
The Council has also initiated the process of inspection for the academic session 2017-2018 of institutions,
which are due for inspections.
12.0 ELIGIBILITY FOR ADMISSION TO B.ARCH. COURSE:
The Ministry of HRD, Govt. of India vide letter no.F.No.4-65/2016-TS.VI dated 19.01.2017 has approved the
eligibility for admission to B.Arch. Course as under :
“No candidate shall be admitted to architecture course unless she/ he has passed an examination at the end of the
10+2 scheme of examination with 50% marks in Physics, Chemistry and Mathematics and also 50% marks in
aggregate of the 10+2 level examination”.¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 17
The COA Minimum Standards of Architectural Education Regulations, 1983 have been amended accordingly
and a notification would soon be published in the Gazette of India.
13.0 ESTABLISHMENT OF COUNCIL OF ARCHITECTURE TRAINING AND RESEARCH CENTRES
The Council at its 66th Meeting decided to establish Research and Training Centres at Pune, Bangalore, Bhopal,
Bhubaneswar and Delhi to provide training to the faculty members of architectural institutions and practicing
Architects and also to conduct training certification and online examination programme in Energy Conservation
Building Code (ECBC) of BEE, which is mandatory for buildings of certain specified magnitude. Ms. Jayashree
Deshpande, Director, is managing the affairs TRC Pune and Ms. Ipsita Das, Research Associate has been made
In-charge of TRC Bhubaneswer.
14.0 RECOGNITION OF FOREIGN QUALIFICATIONS UNDER THE ARCHITECTS ACT, 1972, BY THE
CENTRAL GOVERNMENT:
The Council has received references from the Central Government for recognition of Architectural Degree
awarded by foreign Universities.
A Sub-Committee consisting of Shri Kiran Mahajani, Convenor, Shri Rajiv Mishra, Member,
Shri J. Manoharan, Member, and Shri Chandan Parab, Member, for considering requests of Recognition of
Foreign Qualifications has been constituted by the Council to examine and consider all cases relating to
recognition of foreign qualifications.
The Committee met on 25th July, 2016 and 17th December, 2016 to examine the reference received for
recognition of foreign qualifications. The Committee examined 16 references and made its report/
recommendations to the Council.
15.0 COMPREHENSIVE AMENDMENTS TO THE ARCHITECTS ACT, 1972
The Council submitted a proposal for comprehensive amendments in the Architects Act, 1972 to the Ministry of
Human Resource Development, Govt. of India. The Ministry had constituted a Committee under the
Chairmanship of Shri J. R. Bhalla, Architect, Past-President, Council of Architecture for finalizing the same.
The Committee had submitted its report to the Central Government.
The Ministry vide letter No.4-52/2013-TS.VI dated 04.07.2017 requested the Council to submit a revised
proposal on the lines of recommendations of Bhalla Committee report.
The President, COA, has constituted a Committee under the Convenorship of Shri Bimal Patel, Member, COA
to study the matter in detail and submit their recommendations in the matter.
16.0 TRAINING PROGRAMME FOR ARCHITECTS:
COA-TRC has conducted 24 training programmes for teachers and professional architects in Pune and other
cities during the last year. These programmes were attended by 570 participants across the country.

The National Jury was held at School of Architecture & Planning Sharda University, Greater Noida. The

The awards distribution ceremony of Undergraduate and Postgraduate programmes was held on 16th September,
2016 at Chinamaya Mission, New Delhi. Hon’ble Railway Minister Shri Suresh Prabhu was Chief Guest. Shri
Satyender Jain, Hon’ble PWD and Health Minister, Govt. of Delhi was Guest of Honour.
17.0 ISSUANCE OF ENROLMENT NUMBERS TO STUDENTS ADMITTED BY ARCHITECTURAL

The Council is issuing enrolment numbers to students admitted by the Institution to ensure that the students have
eligibility prescribed by the Council and also admitted within the intake sanctioned by the Council. The
Council is issuing enrolment online based on the information furnished by the institutions.
18.0 NATIONAL APTITUDE TEST IN ARCHITECTURE
National Aptitude Test in Architecture was conducted for the prospective candidates looking forward to take up
Architecture as career.
The Status of the NATA Examination of 2016 is as follows:
• Total Number of Appointments/ Test conducted 83416/ 74938, respectively.
• Total candidates passed 30783.
• Total Candidates Passed (Attempt Specific) 56394.
• Highest Score (Attempt Specific) 168.
For the academic session 2017-2018, it was decided to conduct the Aptitude Test on single day on Sunday,16th
April, 2017.
19.0 SELECTION OF ARCHITECTS BY GOVT. DEPARTMENTS/ UNDERTAKINGS:
The Council wrote to several public authorities to appoint architects as per Architectural Competition
Guidelines and not to appoint through tender or bid process on payment of lowest fee. The Council has
requested different Government Departments to appoint Architects by conducting Architectural Design
Competitions.
The Council has also requested the Department of Expenditure, Ministry of Finance to revise its Manual on
Appointment of Consultants in line with provisions of the Architects Act, 1972 and Regulations framed
thereunder since the manual is being following by all Govt. Departments for selection/ appointment of
Architects.
The Council has also sought intervention of Hon’ble Controller and Auditor General of India on various issues
affecting architectural profession. The President, COA, also had a meeting with CAG in the matter. The Council
also wrote to the Department of Expenditure, Ministry of Finance, Govt. of India, suggesting changes in the
Manual of Procedure for Appointment of Consultant Architects.
20.0 ENFORCEMENT OF THE ARCHITECTS ACT, 1972, RULES AND REGULATIONS FRAMED
THEREUNDER:
Sections 36 and 37 of the Architects Act, 1972, impose prohibition on misrepresentation as an architect as well
as misuse of title and style of architect and violation of the prohibition is a punishable offence. Upon receipt of
the complaints of misuse of title and style of architect, the Council filed complaints u/s 39 before the First Class
Magistrate for taking cognizance of the offences.
The Council is pursuing such criminal complaints filed before the Metropolitan Magistrate in New Delhi,
against persons who have violated the provisions of the Architects Act, 1972 and misrepresented or misused the
title and style of architect. Presently about 16 complaints are pending for adjudication before the Court.
21.0 PUBLICATIONS:
The Council is printing and publishing its magazine Architecture “Time Space and People”, with assistance of
Lifestyle Media, New Delhi.

We have audited the attached Balance Sheet of “COUNCIL OF ARCHITECTURE”, India Habitat Centre, Core 6-A,
1st Floor, Lodhi Road, New Delhi – 110003, as at 31st March, 2017, the Income & Expenditure Account and the
Receipts & Payment Account for the year ended on 31st March, 2017, incorporating the accounts of all the Council
Offices. These financial statements are the responsibility of the management of the Council. Our responsibility is to
express an opinion on these financial statements based on our audit.
We have conducted the audit in accordance with the generally accepted Auditing & Accounting Standards, notified till
date, issued by The Institute of Chartered Accountants of India. Those standards require that we comply with ethical
requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are
free from material misstatements. An audit involves performing procedures to obtain audit evidence about the amounts
and disclosures in the financial statements. The procedure selected depends on the auditor’s judgment, including the
assessment of the risk of material misstatement of the financial statements, whether due to fraud or error. In making those
risk assessments, the auditor considers internal controls given to the preparation and fair presentation of the financial
statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of
expressing an opinion on the effectiveness of the internal controls. An audit also includes evaluating the appropriateness
of the accounting policies used and the reasonableness of the accounting estimates made by the management, as well as
evaluating the overall presentation of the financial statements. We believe that the audit evidence we have obtained is
sufficient & appropriate to provide a basis for our audit opinion subject to note no. 2 to 22 of Annexure No. 14 –
Significant Accounting Policies & Notes forming part of Accounts.
