L.-33004/99 xxxGIDHxxx सी.जी.-ए.पxी.x-xअGI.D-1E2x0xx8 2025-265370 CG-AP-E-12082025-265370 असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 559] नई कदल्ली, बहृ स्ट्प जतिार, अगस्ट्त 7, 2025/श्रािण 16, 1947 No. 559] NEW DELHI, THURSDAY, AUGUST 7, 2025/SHRAVANA 16, 1947 आध्रं प्रदेि केंद्रीय जिश्वजिद्यालय, अनतं परु म ू अजधसचू ना अनंतपरु म,ू 30 िुलाई, 2025 फाइल सख्ं या सीयएू पी/ स्ट्थापना/2024-25/रािपत्र/35.––आंध्र प्रदेि केंद्रीय जिश्वजिद्यालय की जनम्नजलजखत पररजनयम सामान्य िानकारी के जलए एतद्द्वारा प्रकाजित ककय ेिा रह ेह:ैं - पररजनयम 11 (सिं ोजधत) आध्रं प्रदेि केंद्रीय जिश्वजिद्यालय (सी.यएू .पी) 1. जिश्वजिद्यालय की काययकारी पररषद में जनम्नजलजखत सदस्ट्य होंगे: I. कुलपजत -अध्यक्ष। II. सजचि (उच्च जिक्षा), जिक्षा मंत्रालय, भारत सरकार अथिा उनके प्रजतजनजध – पदेन सदस्ट्य। III. यूिीसी के अध्यक्ष अथिा उनके द्वारा नाजमत व्यजि िो यूिीसी में संयुि सजचि स्ट्तर से नीचे के पद पर न हो – पदेन सदस्ट्य। IV. प्रमुख सजचि, जिक्षा जिभाग, आंध्र प्रदिे सरकार, िो राज्य सरकार में उच्च जिक्षा से संबंजधत कायों से िुडे हों – पदेन सदस्ट्य। V. सम-कुलपजत (प्रो-िाईस चांसलर) – सदस्ट्य। 5299 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] VI. जिश्वजिद्यालय के जिजभन्न अध्ययन संकायों के अजधष्ठाताओं में से एक सदस्ट्य, जिसे कुलपजत द्वारा चक्रानुक्रम (रोटेिन) आधार पर जनयिु ककया िाएगा। VII. जिश्वजिद्यालय के दो जिक्षक, जिन्ह ेंकुलपजत द्वारा नाजमत ककया िाएगा, जिनमें से कम से कम एक अनुसूजचत िाजत/िनिाजत/अन्य जपछडा िगय (ओबीसी)/मजहला/अल्पसंख्यक समुदाय से होगा। VIII. तीन प्रजतजष्ठत जिक्षाजिद्, जिन्ह ेंकुलाध्यक्ष (Visitor) द्वारा नाजमत ककया िाएगा। IX. अन्य राज्यों के केंद्रीय िैक्षजणक संस्ट्थानों के दो काययरत या सिेाजनिृत्त कुलपजत/जनदेिक, जिन्ह ें कुलपजत की अनुिंसा पर काययकारी पररषद द्वारा नाजमत ककया िाएगा। X. दो प्रख्यात जिक्षाजिद्, िो जिश्वजिद्यालय की सेिा में न हों, जिन्ह ें कुलपजत द्वारा अनुिंजसत पैनल में से काययकारी पररषद द्वारा नाजमत ककया िाएगा। XI. कोटय का एक सदस्ट्य, िो जिश्वजिद्यालय या जिश्वजिद्यालय द्वारा मान्यता प्राप्त संस्ट्था का कमयचारी या छात्र न हो, जिसे कुलपजत द्वारा अनिु ंजसत पैनल में स ेकुलाध्यक्ष द्वारा नाजमत ककया िाएगा। XII. कुलसजचि – सजचि के रूप म ेंकायय करेगा। 2. पदेन सदस्ट्यों को छोडकर, कायकय ारी पररषद के सभी सदस्ट्य तीन िषों की अिजध के जलए जनयिु होंगे। 3. काययकारी पररषद की बैठक के जलए आधा सदस्ट्य ,जिसमें कम से कम तीन बाहरी सदस्ट्य हों, की उपजस्ट्थजत स े काययसाधक संख्या/ गणपूर्तय पूरा माना िाएगा। 4. काययकारी पररषद की बैठक िषय में कम स ेकम तीन बार आयोजित की िाएगी। पररजनयम 40 छात्र कल्याण अजधष्ठाता (डीन ऑफ स्ट्टूडेंट्स िले फेयर) (केंद्रीय जिश्वजिद्यालय अजधजनयम, 2009 की धारा 27(2) के अंतगतय ) प्रस्ट्तािना: िबकक, केंद्रीय जिश्वजिद्यालय अजधजनयम की सजं िधान 36 (1)(i) म ें छात्र -कल्याण अजधष्ठाता (Dean of Students' Welfare) का उल्लेख ह,ै िहीं अजधजनयम म ें इस पद पर जनयुजि की जिजध और प्रकक्रया का कोई प्रािधान नहीं ह।ै अतः यह आिश्यक समझा गया कक एक पृथक पररजनयम बनाकर उि प्रािधान जनधायररत ककया िाए। इस उद्देश्य से यह पररजनयम प्रस्ट्तुत ककया गया ह।ै पररजनयम 40 (पररजनयम 39 के पश्चात ्िोडा िाए): छात्र-कल्याण अजधष्ठाता 1. प्रत्येक छात्र कल्याण अजधष्ठाता की जनयुजि जिश्वजिद्यालय के ऐसे जिक्षकों म ें स े की िाएगी िो सह-आचायय (Associate Professor) या उससे उच्च पद पर हो, और यह जनयुजि कुलपजत द्वारा की िाएगी। 2. इस उपबंध (1) के अंतगयत जनयुि प्रत्येक छात्र कल्याण अजधष्ठाता एक पूणयकाजलक अजधकारी होगा, जिसकी जनयुजि की अिजध तीन िषय की होगी और िह पुनः जनयुजि के जलए पात्र होगा। 3. बिते कक, काययकारी पररषद, यकद कुलपजत की अनिु ंसा पर आिश्यक समझे कक अजधष्ठाता को आचायय /सह- आचायय के रूप म ें अपने कतव्यय ों के अजतररि छात्र-कल्याण अजधष्ठाता के रूप म ें भी कायय करन े के जलए कोई उपयुि भत्ता कदया िाए, तो ऐसा भत्ता स्ट्िीकृत कर सकती ह।ै 4. िो व्यजि छात्र कल्याण अजधष्ठाता के रूप में जनयुि ककया गया हो, िह अपने मलू पद पर अजधकार बनाए रखगेा और उसे िे सभी लाभ प्राप्त होते रहगें े िो उसे अन्यथा प्राप्त होते यकद िह छात्र-कल्याण अजधष्ठाता जनयिु न ककया गया होता। 5. िब छात्र-कल्याण अजधष्ठाता का पद ररि हो, या अजधष्ठाता ककसी बीमारी, अनुपजस्ट्थजत अथिा अन्य कारणों स े अपन े कतयव्यों का जनियहन करन े में असमथय हो, तो कुलपजत द्वारा इस उद्देश्य से जनयिु व्यजि अजधष्ठाता के कतयव्यों का जनियहन करेगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 6. छात्र-कल्याण अजधष्ठाता के कतव्यय और अजधकार अध्यादेिों (Ordinances) द्वारा जनधायररत ककए िाएंगे। केंद्रीय जिश्वजिद्यालय अजधजनयम, 2009 के पररजनयम 2(4) म ेंसिं ोधन क्रम मौिदू ा प्रािधान प्रस्ट्ताजित सिं ोधन औजचत्य/कारण सख्ं य ा 1. कुलपजत की पनु र्नयय जु ि कुलपजत की पनु र्नयय जु ि इस संदभय म ें यहााँ, यह उल्लखे करना प्रासंजगक कुलपजत अपना काययभार ग्रहण कुलपजत, अपने पद का होगा कक जिक्षा मंत्रालय (पूियिती मानि करने की जतजथ स े पांच िषों की काययभार ग्रहण करन े की संसाधन जिकास मंत्रालय) न े अपन े पत्र क्रमांक अिजध तक या सत्तर िषय की जतजथ से पांच िषों की DO No.F.20-1/2010 Desk. U कदनांक 27 आय ु प्राप्त करन े तक, िो भी अिजध तक अथिा सत्तर िनिरी, 2010 के माध्यम से यह उजचत ठहराया पहले हो, अपन े पद पर बने िषय की आयु परू ी होने तक, ह ै कक चूंकक अजधकांि केंद्रीय जिश्वजिद्यालयों में रहगें ,े और िे पुनर्नययुजि के िो भी पहल े हो, अपन े पद कुलपजतयों की सेिाजनिृजत्त की आय ुको 70 िषय पात्र नहीं होंगे। पर बन े रहगें ,े और ि े एक कर कदया गया ह,ै अतः यह उपयुि होगा कक और कायकय ाल के जलए पदधारी को एक और कायकय ाल के जलए भी पनु र्नयय जु ि के पात्र होंग।े पुनर्नययुजि के पात्र बनाया िाए — जििेषकर परंत,ु उि पााँच िषय की अिजध परंत,ु उि पााँच िष य की तब, िब जिश्वजिद्यालय प्रणाली म ें िैक्षजणक की समाजप्त के बाििूद, िब तक अिजध की समाजप्त के नेतृत्ि देने के जलए इच्छुक एिं योग्य व्यजियों की उनके उत्तराजधकारी की जनयुजि बाििूद, िब तक उनके भारी कमी ह।ै । नहीं हो िाती और िे काययभार उत्तराजधकारी की जनयुजि दसू रे काययकाल की पात्रता से यह भी सुजनजश्चत ग्रहण नहीं कर लेत,े तब तक िे नहीं हो िाती और ि े होगा कक ि ेकुलपजत जिनका प्रदियन औसत स े कुलपजत पद पर बने रहगें े। काययभार ग्रहण नहीं कर बेहतर रहा ह,ै िे संबंजधत जिश्वजिद्यालय को लेत,े तब तक िे कुलपजत अपनी जनरंतर सेिा प्रदान कर सकें। परंत,ु इसके अजतररि यह भी पद पर बन े रहगें े। इस संदभय में यह भी उल्लेखनीय ह ै कक प्रािधान ह ै कक कुलाध्यक्ष परंत,ु इसके अजतररि यह आई.आई.टी प्रणाली म ें आई.आई.टी जनदेिक (Visitor) ककसी कुलपजत को, भी प्रािधान ह ै कक पुनर्नययुजि के पात्र होत ेह।ैं उनकी पदािजध समाप्त हो िाने कुलाध्यक्ष (Visitor) ककसी उपरोि तथ्यों को ध्यान में रखत े हुए, के पश्चात,् एक िष य स े अनजधक कुलपजत को, उनकी जिश्वजिद्यालय की िैधाजनक प्राजधकृत संस्ट्थाएं की ऐसी अिजध तक पद पर बने पदािजध समाप्त हो िाने के कुलपजत की पुनर्नययुजि की पात्रता प्रदान करन े रहने का जनदेि द े सकते ह,ैं िो पश्चात्, एक िषय स े की उपयुिता की समीक्षा कर सकती ह ैंऔर यकद कक िे जनर्दष्टय करेंग ें। अनजधक की ऐसी अिजध जिश्वजिद्यालय के सक्षम प्राजधकारी द्वारा ऐसा तक पद पर बने रहन े का जनणयय जलया िाता ह,ै तो संबंजधत पररजनयम जनदेि द े सकते ह,ैं िो कक (Statute) में संिोधन के जलए उपयुि प्रस्ट्ताि िे जनर्दष्टय करेंग ें। तैयार कर सक्षम प्राजधकारी की स्ट्िीकृजत हते ु अग्रेजषत ककया िा सकता ह।ै पररजनयम 15(1) अध्ययन सस्ट्ं थानों की स्ट्थापना (केंद्रीय जिश्वजिद्यालय अजधजनयम, 2009 की जद्वतीय अनुसूची म ें उजल्लजखत पररजनयम की धारा 15(1) के तहत तथा खंड 27(2) के संदभय म)ें पररजनयम 15(1) म ेंपररजिष्ट जिश्वजिद्यालय जनम्नजलजखत अध्ययन संस्ट्थानों की स्ट्थापना करेगा, जिनके अंतगयत जिक्षण और िोध के उद्देश्य से जिभाग स्ट्थाजपत ककए िाएंगे। जिश्वजिद्यालय ककसी भी संस्ट्थान के जलए उपयिु प्राजधकरण की स्ट्िीकृजत के जबना कोई नया पद सृजित नहीं करेगा: क. कला, मानजिकी और सामाजिक जिज्ञान सस्ट्ं थान  अथयिास्त्र जिभाग4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]  मनोजिज्ञान जिभाग  रािनीजत जिज्ञान जिभाग  भूगोल जिभाग  ऐसे अन्य जिभाग िो समय-समय पर पररजनयम के अंतगयत स्ट्थाजपत ककए िाएं और अध्यादेि द्वारा जनधायररत ककए िाएं । ख. अतं र्िषय यक और अनप्रु यिु जिज्ञान सस्ट्ं थान  कंप्यूटर जिज्ञान और कंप्यूटटंग जिभाग  जिज्ञान जिभाग ग. भाषा सस्ट्ं थान  जिदेिी भाषा जिभाग  भारतीय भाषा जिभाग  ऐसे अन्य जिभाग िो समय-समय पर पररजनयम के अंतगयत स्ट्थाजपत ककए िाएं और अध्यादेि द्वारा जनधायररत ककए िाएं । घ. व्यािसाजयक अध्ययन एि ंकौिल जिकास सस्ट्ं थान  व्यािसाजयक अध्ययन जिभाग ङ. िाजणज्य और प्रबधं न सस्ट्ं थान  िाजणज्य जिभाग  प्रबंधन जिभाग  ऐसे अन्य जिभाग िो समय-समय पर पररजनयम के अंतगयत स्ट्थाजपत ककए िाएं और अध्यादेि द्वारा जनधायररत ककए िाएं । च. जिक्षा सस्ट्ं थान  जिक्षा जिभाग पररजनयम 41 जिभागाध्यक्ष की जनयजु ि (केंद्रीय जिश्वजिद्यालय अजधजनयम, 2009 की धारा 27(2) के तहत) पररजनयम 40 के बाद पररजनयम 41 िोडा िाए: जिभागाध्यक्ष प्रत्येक जिभाग में एक जिभागाध्यक्ष होगा, जिसे जिभाग के आचायों म ें से िररष्ठता के अनुसार चक्रानुक्रम (रोटेिन) के आधार पर कुलपजत द्वारा तीन िषों की अिजध के जलए जनयुि ककया िाएगा। बिते कक, यकद ककसी जिभाग में केिल एक ही आचायय है, तो जिभागाध्यक्ष की जनयुजि आचायय और िररष्ठतम सह- आचायों में से चक्रानुक्रम के आधार पर िररष्ठता का उजचत ध्यान रखत ेहुए की िाएगी। बिते कक, यकद ककसी जिभाग में कोई आचायय नहीं ह,ै तो जिभागाध्यक्ष की जनयुजि सह- आचायों में से चक्रानुक्रम (रोटेिन) के आधार पर िररष्ठता का उजचत ध्यान रखते हुए की िाएगी। बिते कक, यकद ककसी जिभाग में न तो आचायय ह ैं और न ही सह-आचायय ह,ैं तो संबंजधत संकाय का संकायाध्यक्ष (डीन) उस जिभाग के जिभागाध्यक्ष के रूप में कायय करेंगे। कोई आचायय या सह-आचायय जिभागाध्यक्ष बनने के प्रस्ट्ताि को अस्ट्िीकार कर सकता ह।ै ऐसी जस्ट्थजत में, जिभागाध्यक्ष बनन े का प्रस्ट्ताि िररष्ठता के अनुसार चक्रानुक्रम के आधार पर अगल ेपात्र व्यजि को कदया िाएगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 जिभागाध्यक्ष अपन े काययकाल के दौरान ककसी भी समय उजचत कारण बतात े हुए अपन े पद से त्यागपत्र द े सकता ह।ै ऐसी जस्ट्थजत म,ें जिभागाध्यक्ष का पद िररष्ठता के अनुसार चक्रानुक्रम के आधार पर अगले पात्र व्यजि को कदया िाएगा। यकद कोई व्यजि जिभागाध्यक्ष बनने के प्रस्ट्ताि को अस्ट्िीकार करता ह ैया काययकाल के दौरान त्यागपत्र देता है, तो उस े पुनः जिभागाध्यक्ष बनन ेके जलए तब तक नहीं जिचार ककया िाएगा िब तक उसकी बारी िररष्ठता के क्रम में पनु ः न आ िाए। जिभागाध्यक्ष को उनके काययकाल के दौरान, यकद उजचत कारण हो, तो कुलपजत द्वारा पद से हटाया िा सकता ह।ै हटाने की यह कारयिाई काययकारी पररषद (Executive Council) की अगली बैठक में अनुमोदन के अधीन होगी। जिभागाध्यक्ष उन कायों को जनष्पाकदत करेगा िो अध्यादेिों द्वारा जनधायररत ककए िाएंगे। पररजनयम 36 म ेंसिं ोधन छात्र पररषद का गठन क्रम मौिदू ा प्रािधान प्रस्ट्ताजित सिं ोधन औजचत्य/तकयसगं तता स०ं . 36 (1) जिश्वजिद्यालय में प्रत्येक 36(1) जिश्वजिद्यालय में प्रत्येक िैक्षजणक िष य के कोई पररितयन नहीं । िैक्षजणक िषय के जलए एक छात्र- जलए एक छात्र-पररषद गरठत की िाएगी, पररषद गरठत की िाएगी, जिसमें जनम्नजलजखत सदस्ट्य होंग:े जिसमें जनम्नजलजखत सदस्ट्य होंग:े (i) छात्र-कल् याण अजधष्ठ ाता (i) छात्र-कल् याण अजधष्ठ ाता (डीन ऑफ स्ट्टूडेंट्स कोई पररितयन नहीं । (डीन ऑफ स्ट्टूडेंट्स िले फेयर), िेलफेयर), िो छात्र पररषद के अध्यक्ष होंगे। िो छात्र-पररषद के अध्यक्ष होंगे। (ii) अकादजमक पररषद द्वारा (ii) अकादजमक पररषद द्वारा पढाई, खेल, जिश्वजिद्यालय की मजहला पढाई, खेल, सांस्ट्कृजतक और सांस्ट्कृजतक और अन्य पाठ्येत्तर गजतजिजधयों में छात्रों को पयायप्त अन्य पाठ्येत्तर गजतजिजधयों म ें उत्कृष्टता के आधार पर 20 जिद्यार्थययों को प्रजतजनजधत्ि देने हते ु । उत्कृष्टता के आधार पर नामांककत ककया िाएगा, जिनमें से 30% नामांककत ककए िाने िाले 20 छात्राएं होंगी। छात्र । क) प्रत्येक अध्ययन सस्ट्ं थान (स्ट्कूल ऑफ स्ट्टडीज़) प्रत्येक अध्ययन संस्ट्थान के के पूणयकाजलक जनयजमत पूणयकाजलक स्नातक/स्नातकोत्तर/संयिु स्नातकोत्तर काययक्रम स्नातक/स्नातकोत्तर के छात्रों म ें से एक छात्र को पढाई म ें उत्कृष्टता जनयजमत छात्रों को के आधार पर अकादजमक पररषद द्वारा प्रजतजनजधत्ि प्रदान करने नामांककत ककया िाएगा। हते ु । ख) प्रत्येक अध्ययन संस्ट्थान के पूणयकाजलक प्रत्येक स्ट्कूल के िोधार्थययों जनयजमत िोधार्थययों म ें से एक छात्र को उनके को िोध में प्रदियन और िोध कायय के प्रदियन और प्रगजत के आधार पर प्रगजत के आधार पर अकादजमक पररषद द्वारा नामांककत ककया प्रजतजनजधत्ि देने हते ु । िाएगा। ग) खेलों म ें भागीदारी और प्रदियन के आधार पर खेलों के क्षेत्र में पणू यकाजलक जिश्वजिद्यालय के पूणयकाजलक जनयजमत छात्रों म ें जनयजमत छात्रों को से एक छात्र को अकादजमक पररषद द्वारा प्रजतजनजधत्ि देने हते ु । नामांककत ककया िाएगा।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] घ) सांस्ट्कृजतक और अन्य पाठ्येत्तर गजतजिजधयों सांस्ट्कृजतक और पाठ्येत्तर में भागीदारी और प्रदिनय के आधार पर गजतजिजधयों में भागीदारी जिश्वजिद्यालय के पूणयकाजलक जनयजमत छात्रों म ें के आधार पर पणू यकाजलक से एक छात्र को अकादजमक पररषद द्वारा जनयजमत छात्रों को नामांककत ककया िाएगा। प्रजतजनजधत्ि देने हते ु । (iii) 20 छात्र, िो छात्रों द्वारा 20 छात्र, िो छात्रों द्वारा उनके प्रजतजनजध के रूप उनके प्रजतजनजध के रूप में चनु े में चुने िाएगं ,े िैसा कक जनम्नानसु ार ह:ै िाएंगे, िैसा कक जनम्नानुसार ह:ै क. प्रत्येक अध्ययन स्ट्कूल के पणू यकाजलक जनयजमत प्रत्येक स्ट्कूल के छात्रों को अपन ेप्रजतजनजध चनु न ेका छात्रों में से एक छात्र को उसी स्ट्कूल के अजधकार दने े हते ु। पूणयकाजलक जनयजमत छात्रों द्वारा जनिायजचत ककया िाएगा; बिते कक, जिश्वजिद्यालय का बिते कक, जिश्वजिद्यालय का कोई भी छात्र , चूंकक अब छात्रों के कोई भी छात्र जिश्वजिद्यालय से जनिायजचत प्रजतजनधयों का छात्र-पररषद के ककसी भी प्रजतजनजध के माध्यम संबंजधत ककसी भी जिषय को प्रािधान ककया गया ह,ै से जिश्वजिद्यालय से संबंजधत ककसी भी जिषय छात्र पररषद के समक्ष रख इसजलए प्रत्यके छात्र को को छात्र-पररषद के समक्ष रख सकता ह,ै यकद सकता ह,ै यकद अध्यक्ष की जिश्वजिद्यालय से अध्यक्ष की अनुमजत प्राप्त हो। आिश्यकता पडन े सम्बंजधत ककसी भी मामल े अनुमजत प्राप्त हो, और िब उस पर छात्र -पररषद संबंजधत छात्र को उस जिषय को छात्र-पररषद ् के समक्ष जिषय पर चचा य की िाएगी तो पर चचाय म ें भाग लने े के जलए आमंजत्रत कर उठाना आिश्यक होगा। उसे बैठक में भाग लने े का सकती ह।ै ककसी भी बैठक में अजधकार होगा। भागीदारी अजधकार का मामला नहीं समझा िाएगा। हालााँकक, यकद आिश्यक हो, तो अध्यक्ष की अनुमजत से ऐसी भागीदारी की इज़ाित दी िा सकती ह।ै 36(2) छात्र-पररषद का कायय 36(2) छात्र-पररषद का कायय सामान्य रूप से कोई पररितयन सामान्य रूप से जिश्वजिद्यालय जिश्वजिद्यालय के काययकरण के संबंध में, अध्ययन नहीं। के काययकरण के संबंध म,ें काययक्रम, छात्रों के कल्याण और अन्य महत्िपूण य अध्ययन काययक्रम, छात्रों के जिषयों पर जिश्वजिद्यालय के समुजचत कल्याण और अन्य महत्िपूण य प्राजधकाररयों को सुझाि देना होगा तथा ये सुझाि जिषयों पर जिश्वजिद्यालय के आम सहमजत के आधार पर कदए िाएंगे। समुजचत प्राजधकाररयों को सुझाि देना होगा तथा ये सुझाि आम सहमजत के आधार पर कदए िाएंगे। 36(3) छात्र-पररषद की बैठक 36(3) छात्र-पररषद की बैठक प्रत्येक िैक्षजणक कोई पररितयन Central University of Andhra Pradesh are hereby published for general information: - Statute 11 of CUAP (Amended) 1. The Executive Council of the University shall consist of the following members: I. Vice-Chancellor, Chairman. II. Secretary, (Higher Education), Ministry of Education, Govt. of India, or his/her nominee, Ex-Officio Member. III. Chairman, UGC or his/her nominee not below the rank of Joint Secretary in the UGC, Ex-Officio Member. IV. Principal Secretary, Dept. of Education, Govt. of Andhra Pradesh of the State Government dealing with matters relating to Higher Education. Ex-Officio Member. V. Pro-Vice Chancellor - Member. VI. One member from among Deans of Schools of Studies, by rotation to be appointed by the Vice-Chancellor. VII. Two Teachers of the university to be nominated by the Vice-Chancellor out of which one shall be from SC/ST/OBC/women/Minorities. VIII. Three persons of distinction in academics to be nominated by the Visitor. IX. Two serving or retired Vice Chancellors/ Directors of other Central Educational Institutions from other States to be nominated by the Executive Council on the recommendation of the Vice-Chancellor. X. Two eminent academicians, not in the service of the University, to be nominated by the Executive Council from amongst a panel recommended by the Vice-Chancellor. XI. One member of the Court who is not an employee or student of the university or an institution recognized by the university to be nominated by the visitor from a panel recommended by the Vice Chancellor of the university. XII. The Registrar shall be the Secretary. 2. All the members of the Executive Council, other than the ex-officio members shall hold office for a term of three years. 3. One half of the members of the Executive Council, including at least three external members, shall form a quorum for a meeting of the Executive Council. 4. The Executive Council shall meet at least thrice a year8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] STATUTE 40 DEAN OF STUDENTS' WELFARE (Section 27(2) of the Central Universities Act 2009) PREAMBLE: While Statute 36 (1) (i) of the Central Universities Act speaks of the Dean of Students' Welfare, there is no provision in the Act for the mode and procedure for appointment of Dean of Students' Welfare. Hence it was felt necessary to frame the statute prescribing the provision. Hence the Statute. Add Statute 40 (after Statute 39) : DEAN OF STUDENTS' WELFARE. 1. Every Dean of Students' Welfare shall be appointed from amongst the teachers of the University, not below the rank of a Associate Professor by the Vice-Chancellor. 2. Every Dean appointed under clause (1) shall be a whole-time officer and shall hold office for a term of three years and shall be eligible for re-appointment. 3. Provided that the Executive Council may sanction on the recommendation of the Vice-Chancellor a suitable allowance to be paid to him, if it is considered necessary to discharge the duties of the Dean of Students 'Welfare in addition to his own duties as Professor/ Associate Professor as the case may be. 4. A person who is appointed as a Dean of Students' Welfare shall continue to hold his lien on his substantive post and shall be eligible to all the benefits that would have otherwise accrued to him, but for his appointment as the Dean of Students' Welfare. 5. When the office of a Dean of Students' Welfare is vacant or when the Dean of Students' Welfare is, by reason of illness or absence or any other cause, unable to perform the duties of his office, the duties of the office shall be performed by such person as the Vice-Chancellor may appoint for the purpose. 6. Provided that if a Department has only one Professor, the Head of the Department shall be appointed from amongst the Professor and the senior most Associate Professor on the basis of rotation with due regard to the seniority. Provided further that if a Department has no Professor, the Head of the Department shall be appointed from amongst the Associate Professors on the basis of rotation with due regard to the seniority. Provided further that if there is no Professor or an Associate Professor, in a Department, the Dean of the School concerned shall act as the Head of that Department. A Professor or Associate Professor may decline the offer of appointment as the Head of the Department, in which case, the offer of appointment as Head shall be made to the next eligible person on the basis of rotation with due regard to the seniority. A Head of Department may resign his office at any time during his/her tenure of office by giving justified reason, in which case, the offer of appointment as Head shall be made to the next eligible person on the basis of rotation with due regard to the seniority. If a person declines the offer of appointment as Head of the Department and/ or resign his office at any time during his/her tenure of office, he/she shall not be considered for appointment as Head in the Department, till his turn of appointment comes again in order of the seniority. The Head of the Department may be removed from his office during the currency of his tenure by the Vice-Chancellor for cogent reasons subject to ratification by the Executive Council at its next meeting.
