ेंजनम्नजलजखत सदस्ट्य होंगे: I. कुलपजत -अध्यक्ष। II. सजिि (उच्च जिक्षा), जिक्षा मंत्रालय, भारत सरकार अथिा उनके प्रजतजनजध – पदने सदस्ट्य। III. यूिीसी के अध्यक्ष अथिा उनके द्वारा नाजमत व्यजि िो यूिीसी में संयुि सजिि स्ट्तर से नीिे के पद पर न हो – पदेन सदस्ट्य। IV. प्रमुख सजिि, जिक्षा जिभाग, आंध्र प्रदिे सरकार, िो राज्य सरकार में उच्च जिक्षा से संबंजधत कायों से िुडे हों – पदेन सदस्ट्य। V. सम-कुलपजत (प्रो-िाईस िांसलर) – सदस्ट्य। 5941 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] VI. जिश्वजिद्यालय के जिजभन्न अध्ययन संकायों के अजधष्ठाताओं में से एक सदस्ट्य, जिसे कुलपजत द्वारा िक्रानुक्रम (रोटेिन) आधार पर जनयिु दकया िाएगा। VII. जिश्वजिद्यालय के दो जिक्षक, जिन्ह ेंकुलपजत द्वारा नाजमत दकया िाएगा, जिनमें से कम से कम एक अनुसूजित िाजत/िनिाजत/अन्य जपछडा िगय (ओबीसी)/मजहला/अल्पसंख्यक समुदाय से होगा। VIII. तीन प्रजतजष्ठत जिक्षाजिद्, जिन्ह ेंकुलाध्यक्ष (Visitor) द्वारा नाजमत दकया िाएगा। IX. अन्य राज्यों के केंद्रीय िैक्षजणक संस्ट्थानों के दो काययरत या सिेाजनिृत्त कुलपजत/जनदेिक, जिन्ह ें कुलपजत की अनुिंसा पर काययकारी पररषद द्वारा नाजमत दकया िाएगा। X. दो प्रख्यात जिक्षाजिद्, िो जिश्वजिद्यालय की सेिा में न हों, जिन्ह ें कुलपजत द्वारा अनुिंजसत पैनल में स े काययकारी पररषद द्वारा नाजमत दकया िाएगा। XI. कोटय का एक सदस्ट्य, िो जिश्वजिद्यालय या जिश्वजिद्यालय द्वारा मान्यता प्राप्त संस्ट्था का कमयिारी या छात्र न हो, जिसे कुलपजत द्वारा अनिु ंजसत पैनल म ेंसे कुलाध्यक्ष द्वारा नाजमत दकया िाएगा। XII. कुलसजिि – सजिि के रूप म ेंकायय करेगा। 2. पदेन सदस्ट्यों को छोडकर, कायकय ारी पररषद के सभी सदस्ट्य तीन िषों की अिजध के जलए जनयिु होंगे। 3. काययकारी पररषद की बैठक के जलए आधा सदस्ट्य ,जिसमें कम से कम तीन बाहरी सदस्ट्य हों, की उपजस्ट्थजत स े काययसाधक संख्या/ गणपूर्तय पूरा माना िाएगा। 4. काययकारी पररषद की बैठक िष यमें कम स ेकम तीन बार आयोजित की िाएगी। पररजनयम 40 छात्र कल्याण अजधष्ठाता (डीन ऑफ़ स्ट्टूडेंट्स िले फेयर) (केंद्रीय जिश्वजिद्यालय अजधजनयम, 2009 की धारा 27(2) के अंतगतय ) पररजनयम 40 (पररजनयम 39 के उपरातं जोड़ा गया): छात्र-कल्याण अजधष्ठाता) 1. प्रत्येक छात्र कल्याण अजधष्ठाता की जनयुजि जिश्वजिद्यालय के ऐसे जिक्षकों म ें स े की िाएगी िो सह-आिायय (Associate Professor) या उससे उच्च पद पर हो, और यह जनयुजि कुलपजत द्वारा की िाएगी। 2. इस उपबंध (1) के अंतगयत जनयुि प्रत्येक छात्र कल्याण अजधष्ठाता एक पूणयकाजलक अजधकारी होगा, जिसकी जनयुजि की अिजध तीन िषय की होगी और िह पुनः जनयुजि के जलए पात्र होगा। 3. बिते दक, काययकारी पररषद, यदद कुलपजत की अनिु ंसा पर आिश्यक समझे दक अजधष्ठाता को आिायय /सह- आिायय के रूप म ें अपने कतव्यय ों के अजतररि छात्र-कल्याण अजधष्ठाता के रूप म ें भी कायय करन े के जलए कोई उपयुि भत्ता ददया िाए, तो ऐसा भत्ता स्ट्िीकृत कर सकती ह।ै 4. िो व्यजि छात्र कल्याण अजधष्ठाता के रूप में जनयुि दकया गया हो, िह अपने मलू पद पर अजधकार बनाए रखगेा और उसे िे सभी लाभ प्राप्त होते रहगें े िो उसे अन्यथा प्राप्त होते यदद िह छात्र-कल्याण अजधष्ठाता जनयिु न दकया गया होता। 5. िब छात्र-कल्याण अजधष्ठाता का पद ररि हो, या अजधष्ठाता दकसी बीमारी, अनुपजस्ट्थजत अथिा अन्य कारणों स े अपन े कतयव्यों का जनियहन करन े में असमथय हो, तो कुलपजत द्वारा इस उद्दश्े य से जनयिु व्यजि अजधष्ठाता के कतयव्यों का जनियहन करेगा। 6. छात्र-कल्याण अजधष्ठाता के कतव्यय और अजधकार अध्यादेिों (Ordinances) द्वारा जनधायररत दकए िाएंगे।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 केंद्रीय जिश्वजिद्यालय अजधजनयम, 2009 के पररजनयम 2(4) म ेंसिं ोधन क्रम सिं ोजधत सख्ं य ा 1. कुलपजत की जनयजु ि कुलपजत, अपने पद का काययभार ग्रहण करने की जतजथ से पांि िषों की अिजध तक अथिा सत्तर िषय की आय ु पूरी होन े तक, िो भी पहल े हो, अपन े पद पर बन े रहगें ,े और िे एक और काययकाल के जलए पुनर्नययुजि के पात्र होंगे। परंत,ु उि पााँि िष य की अिजध की समाजप्त के बाििूद, िब तक उनके उत्तराजधकारी की जनयुजि नहीं हो िाती और िे काययभार ग्रहण नहीं कर लेते, तब तक ि े कुलपजत पद पर बन े रहगें े। परंत,ु इसके अजतररि यह भी प्रािधान ह ै दक कुलाध्यक्ष (Visitor) दकसी कुलपजत को, उनकी पदािजध समाप्त हो िाने के पश्चात्, एक िषय से अनजधक की ऐसी अिजध तक पद पर बन े रहने का जनदिे दे सकत े ह,ैं िो दक िे जनर्दयष्ट करेंगें । पररजनयम 15(1) अध्ययन सस्ट्ं थानों की स्ट्थापना (केंद्रीय जिश्वजिद्यालय अजधजनयम, 2009 की जद्वतीय अनुसूिी में उजल्लजखत पररजनयम की धारा 15(1) के तहत तथा खंड 27(2) के संदभय म)ें पररजनयम 15(1) सिं ोजधत जिश्वजिद्यालय जनम्नजलजखत अध्ययन संस्ट्थानों की स्ट्थापना करेगा, जिनके अतं गतय जिक्षण और िोध के उद्दश्े य स ेजिभाग स्ट्थाजपत दकए िाएगं े। जिश्वजिद्यालय दकसी भी संस्ट्थान के जलए उपयुि प्राजधकरण की स्ट्िीकृजत के जबना कोई नया पद सृजित नहीं करेगा: क. कला, मानजिकी और सामाजिक जिज्ञान सस्ट्ं थान • अथयिास्त्र जिभाग • मनोजिज्ञान जिभाग • रािनीजत जिज्ञान जिभाग • भूगोल जिभाग • ऐसे अन्य जिभाग िो समय-समय पर पररजनयम के अंतगयत स्ट्थाजपत दकए िाएं और अध्यादेि द्वारा जनधायररत दकए िाएं । ख. अतं र्िषय यक और अनप्रु यिु जिज्ञान सस्ट्ं थान • कंप्यूटर जिज्ञान और कंप्यूटटंग जिभाग • जिज्ञान जिभाग ग. भाषा सस्ट्ं थान • जिदेिी भाषा जिभाग • भारतीय भाषा जिभाग • ऐसे अन्य जिभाग िो समय-समय पर पररजनयम के अंतगयत प्रबधं न सस्ट्ं थान • िाजणज्य जिभाग • प्रबंधन जिभाग • ऐसे अन्य जिभाग िो समय-समय पर पररजनयम के अंतगयत स्ट्थाजपत दकए िाएं और अध्यादेि द्वारा जनधायररत दकए िाएं । ि. जिक्षा सस्ट्ं थान • जिक्षा जिभाग पररजनयम 41 जिभागाध्यक्ष की जनयजु ि (केंद्रीय जिश्वजिद्यालय अजधजनयम, 2009 की धारा 27(2) के तहत) पररजनयम 41 का सजृ न : जिभागाध्यक्ष प्रत्येक जिभाग में एक जिभागाध्यक्ष होगा, जिसे जिभाग के आिायों म ें से िररष्ठता के अनुसार िक्रानुक्रम (रोटेिन) के आधार पर कुलपजत द्वारा तीन िषों की अिजध के जलए जनयुि दकया िाएगा। बिते दक, यदद दकसी जिभाग में केिल एक ही आिायय है, तो जिभागाध्यक्ष की जनयुजि आिायय और िररष्ठतम सह- आिायों में से िक्रानुक्रम के आधार पर िररष्ठता का उजित ध्यान रखत ेहुए की िाएगी। बिते दक, यदद दकसी जिभाग में कोई आिायय नहीं है, तो जिभागाध्यक्ष की जनयुजि सह- आिायों में से िक्रानुक्रम (रोटेिन) के आधार पर िररष्ठता का उजित ध्यान रखते हुए की िाएगी। बिते दक, यदद दकसी जिभाग में न तो आिायय ह ैं और न ही सह-आिायय ह,ैं तो संबंजधत संकाय का संकायाध्यक्ष (डीन) उस जिभाग के जिभागाध्यक्ष के रूप में कायय करेंगे। कोई आिायय या सह-आिायय जिभागाध्यक्ष बनने के प्रस्ट्ताि को अस्ट्िीकार कर सकता ह।ै ऐसी जस्ट्थजत में, जिभागाध्यक्ष बनन े का प्रस्ट्ताि िररष्ठता के अनुसार िक्रानुक्रम के आधार पर अगल ेपात्र व्यजि को ददया िाएगा। जिभागाध्यक्ष अपन े काययकाल के दौरान दकसी भी समय उजित कारण बतात े हुए अपन े पद से त्यागपत्र द े सकता ह।ै ऐसी जस्ट्थजत म,ें जिभागाध्यक्ष का पद िररष्ठता के अनुसार िक्रानुक्रम के आधार पर अगले पात्र व्यजि को ददया िाएगा। यदद कोई व्यजि जिभागाध्यक्ष बनने के प्रस्ट्ताि को अस्ट्िीकार करता ह ैया काययकाल के दौरान त्यागपत्र देता है, तो उस े पुनः जिभागाध्यक्ष बनन ेके जलए तब तक नहीं जििार दकया िाएगा िब तक उसकी बारी िररष्ठता के क्रम में पनु ः न आ िाए। जिभागाध्यक्ष को उनके काययकाल के दौरान, यदद उजित कारण हो, तो कुलपजत द्वारा पद से हटाया िा सकता ह।ै हटाने की यह कारयिाई काययकारी पररषद (Executive Council) की अगली बैठक में अनुमोदन के अधीन होगी। जिभागाध्यक्ष उन कायों को जनष्पाददत करेगा िो अध्यादेिों द्वारा जनधायररत दकए िाएंगे।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 पररजनयम 36 म ेंसिं ोधन छात्र पररषद का गठन क्रम सिं ोजधत स०ं . 1. 36(1) जिश्वजिद्यालय म ें प्रत्येक िैक्षजणक िष य के जलए एक छात्र-पररषद गरठत की िाएगी, जिसमें जनम्नजलजखत सदस्ट्य होंगे: (i) छात्र-कल् याण अजधष्ठ ाता (डीन ऑफ स्ट्टूडेंट्स िेलफेयर), िो छात्र पररषद के अध्यक्ष होंगे। (ii) अकादजमक पररषद द्वारा पढाई, खले , सांस्ट्कृजतक और अन्य पाठ्येत्तर गजतजिजधयों में उत्कृष्टता के आधार पर 20 जिद्यार्थययों को नामांदकत दकया िाएगा, जिनमें से 30% छात्राएं होंगी। क) प्रत्येक अध्ययन संस्ट्थान (स्ट्कूल ऑफ़ स्ट्टडीज़) के पूणकय ाजलक जनयजमत स्नातक/स्नातकोत्तर/संयुि स्नातकोत्तर काययक्रम के छात्रों में स े एक छात्र को पढाई म ें उत्कृष्टता के आधार पर अकादजमक पररषद द्वारा नामांदकत दकया िाएगा। ख) प्रत्येक अध्ययन संस्ट्थान के पूणयकाजलक जनयजमत िोधार्थयय ों में से एक छात्र को उनके िोध कायय के प्रदिनय और प्रगजत के आधार पर अकादजमक पररषद द्वारा नामांदकत दकया िाएगा। ग) खेलों म ें भागीदारी और प्रदियन के आधार पर जिश्वजिद्यालय के पणू यकाजलक जनयजमत छात्रों में से एक छात्र को अकादजमक पररषद द्वारा नामांदकत दकया िाएगा। घ) सांस्ट्कृजतक और अन्य पाठ्यत्ते र गजतजिजधयों में भागीदारी और प्रदियन के आधार पर जिश्वजिद्यालय के पूणयकाजलक जनयजमत छात्रों म ेंसे एक छात्र को अकादजमक पररषद द्वारा नामांदकत दकया िाएगा। 20 छात्र, िो छात्रों द्वारा उनके प्रजतजनजध के रूप म ेंिुने िाएगं ,े िैसा दक जनम्नानुसार ह:ै क. प्रत्येक अध्ययन स्ट्कूल के पूणयकाजलक जनयजमत छात्रों म ेंस ेएक छात्र को उसी स्ट्कूल के पणू कय ाजलक जनयजमत छात्रों द्वारा जनिायजित दकया िाएगा; बिते दक, जिश्वजिद्यालय का कोई भी छात्र , छात्र-पररषद के दकसी भी प्रजतजनजध के माध्यम स े जिश्वजिद्यालय स े संबंजधत दकसी भी जिषय को छात्र-पररषद के समक्ष रख सकता ह,ै यदद अध्यक्ष की अनुमजत प्राप्त हो। आिश्यकता पडन े पर छात्र -पररषद संबंजधत छात्र को उस जिषय पर ििाय म ेंभाग लेन े के जलए आमंजत्रत कर सकती ह।ै 36(2) छात्र-पररषद का काय य सामान्य रूप स े जिश्वजिद्यालय के काययकरण के संबंध म,ें अध्ययन काययक्रम, छात्रों के कल्याण और अन्य महत्िपूण य जिषयों पर जिश्वजिद्यालय के समुजित प्राजधकाररयों को सुझाि देना होगा तथा य े सुझाि आम सहमजत के आधार पर ददए िाएंगे। 36(3) छात्र-पररषद की बैठक प्रत्येक िैक्षजणक िषय में कम स े कम दो बार होगी और पररषद की पहली बैठक िैक्षजणक सत्र की िुरुआत म ेंआयोजित की िाएगी। 36 (4) छात्र-पररषद म ें छात्रों के नामांकन एि ं िुनाि की प्रदक्रया, काययकाल,आिार संजहता आदद University of Andhra Pradesh, as a partial amendment to Gazette Notification No. 559 dated, 7th August, 2025 (Thursday), Extraordinary Part – III Section 4, are hereby published for general information. Statute 11 of CUAP (Amended) 1. The Executive Council of the University shall consist of the following members: I. Vice-Chancellor, Chairman. II. Secretary, (Higher Education), Ministry of Education, Govt. of India, or his/her nominee, Ex-Officio Member. III. Chairman, UGC or his/her nominee not below the rank of Joint Secretary in the UGC, Ex-Officio Member. IV. Principal Secretary, Dept. of Education, Govt. of Andhra Pradesh of the State Government dealing with matters relating to Higher Education. Ex-Officio Member. V. Pro-Vice Chancellor - Member. VI. One member from among Deans of Schools of Studies, by rotation to be appointed by the Vice- Chancellor. VII. Two Teachers of the university to be nominated by the Vice-Chancellor out of which one shall be from SC/ST/OBC/women/Minorities. VIII. Three persons of distinction in academics to be nominated by the Visitor. IX. Two serving or retired Vice Chancellors/ Directors of other Central Educational Institutions from other States to be nominated by the Executive Council on the recommendation of the Vice-Chancellor. X. Two eminent academicians, not in the service of the University, to be nominated by the Executive Council from amongst a panel recommended by the Vice-Chancellor. XI. One member of the Court who is not an employee or student of the university or an institution recognized by the university to be nominated by the visitor from a panel recommended by the Vice Chancellor of the university. XII. The Registrar shall be the Secretary. 2. All the members of the Executive Council, other than the ex-officio members shall hold office for a term of three years. 3. One half of the members of the Executive Council, including at least three external members, shall form a quorum for a meeting of the Executive Council. 4. The Executive Council shall meet at least thrice a year STATUTE 40 DEAN OF STUDENTS' WELFARE (Section 27(2) of the Central Universities Act 2009) Add Statute 40 (after Statute 39) : DEAN OF STUDENTS' WELFARE. 1. Every Dean of Students' Welfare shall be appointed from amongst the teachers of the University, not below the rank of a Associate Professor by the Vice-Chancellor. 2. Every Dean appointed under clause (1) shall be a whole-time officer and shall hold office for a term of three years and shall be eligible for re-appointment.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 3. Provided that the Executive Council may sanction on the recommendation of the Vice-Chancellor a suitable allowance to be paid to him, if it is considered necessary to discharge the duties of the Dean of Students 'Welfare in addition to his own duties as Professor/ Associate Professor as the case may be. 4. A person who is appointed as a Dean of Students' Welfare shall continue to hold his lien on his substantive post and shall be eligible to all the benefits that would have otherwise accrued to him, but for his appointment as the Dean of Students' Welfare. 5. When the office of a Dean of Students' Welfare is vacant or when the Dean of Students' Welfare is, by reason of illness or absence or any other cause, unable to perform the duties of his office, the duties of the office shall be performed by such person as the Vice-Chancellor may appoint for the purpose. 6. The duties and powers of a Dean of Students' Welfare shall be prescribed by the Ordinances. Amendment to Statue 2(4) of the Central Universities Act 2009 S. No. Amended 1 Appointment of Vice - Chancellor The Vice-Chancellor shall hold office for a term of five years from the date on which he enters upon his office or until he attains the age of seventy years, whichever is earlier, and he shall be eligible for re-appointment for another term; Provided that notwithstanding the expiry of the said period of five years, he shall continue in office until his successor in appointed and enters upon his office: Provided further that the Visitor may direct any Vice-Chancellor after his term has expired, to continue in office for such period, not exceeding a total period of one year, as may be specified by him. STATUTE 15 (1) ESTABLISHMENT OF THE SCHOOLS OF STUDIES (Under Section 15 (1) of the Statute set out in Second Schedule read with Clause 27 (2) of Central Universities Act, 2009) Amendment to Statute15(1) The University shall establish the following School of Studies with Departments assigned there-to for the purpose of teaching and research as detailed below. The University will not create any new post for any School without approval of the appropriate authority: A. SCHOOL OF ARTS, HUMANITIES AND SOCIAL SCIENCES • Department of Economics • Department of Psychology • Department of Political Science • Department of Geography • Such Departments as may be established from time to time under the Statutes and assigned by the Ordinance B. SCHOOL OF EDUCATION • Department of Education STATUTE 41 APPOINTMENT OF HEAD OF THE DEPARTMENT (Section27(2) of the Central Universities Act 2009) Creation of Statute 41 : Head of the Department Each Department shall have a Head who shall be appointed by the Vice-Chancellor from amongst the Professors of the Department for a period of three years on the basis of rotation with due regard to the seniority. Provided that if a Department has only one Professor, the Head of the Department shall be appointed from amongst the Professor and the senior most Associate Professor on the basis of rotation with due regard to the seniority. Provided further that if a Department has no Professor, the Head of the Department shall be appointed from amongst the Associate Professors on the basis of rotation with due regard to the seniority. Provided further that if there is no Professor or an Associate Professor, in a Department, the Dean of the School concerned shall act as the Head of that Department. A Professor or Associate Professor may decline the offer of appointment as the Head of the Department, in which case, the offer of appointment as Head shall be made to the next eligible person on the basis of rotation with due regard to the seniority. A Head of Department may resign his office at any time during his/her tenure of office by giving justified reason, in which case, the offer of appointment as Head shall be made to the next eligible person on the basis of rotation with due regard to the seniority. If a person declines the offer of appointment as Head of the Department and/ or resign his office at any time during his/her tenure of office, he/she shall not be considered for appointment as Head in the Department, till his turn of appointment comes again in order of the seniority.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9 The Head of the Department may be removed from his office during the currency of his tenure by the Vice- Chancellor for cogent reasons subject to ratification by the Executive Council at its next meeting. The Head of a Department shall perform such functions as may be prescribed by the Ordinances. AMENDMENT TO STATUTE 36 FORMATION OF STUDENTS’ COUNCIL S. No. Amended 1. 36(1) There shall be constituted in the University, a Students’ Council for every academic year, consisting of: (i) The Dean of Students’ Welfare who shall be the Chairman of the Students’ Council. (ii) 20 students including 30% female students to be nominated by the Academic Council on the basis of merit of studies, sports, cultural and extra-curricular activities as under: - a) One student from amongst the full-time regular UG, PG/integrated PG students of each School of Studies to be nominated by the Academic Council on the basis of merit of studies. b) One student from amongst the full-time regular research scholar from each school of studies to be nominated by the Academic Council on the basis of their performance and progress; c)One student from amongst the full-time regular students of the University to be nominated by the Academic Council on the basis of participation and performance in games and sports; d)One student from amongst the full-time regular students of the University to be nominated by the Academic Council on the basis of participation and performance in cultural and extra-curricular activities; (iii) 20 students to be elected by the students as their representative as under: - a. one student from amongst the full-time regular students of each School of Studies to be elected by the full-time regular students of the school; Provided that any student of the University shall have the right to bring up any matter concerning the University before the Students' Council through any representative of the Students in the Students’ Council, if so, permitted by the Chairman. The Students Council may invite the concerned student to participate in the discussion on the matter if so required. 36(2) The functions of the Students' Council shall be to make suggestions to the appropriate authorities of the University in regard to the programme of studies, students' welfare and other matter of importance, in regard to the working of the University in general and such suggestions shall be made on the basis of consensus of opinion. 36(3) The Students' Council shall meet at least twice in every academic year and the first meeting of the council be held in the beginning of the academic session. 36 (4) The Procedure for Nomination and election, terms of office, code of conduct etc. of students on the students Council shall be such as Specified in the Ordinances and Regulations.
